A checklist was used to note the requirements I monitored today, including staff and children’s files. This program currently operates with a Four-Star license, issued September 10, 2018, earning 4 points in Staff Education, 5 points in Program Standards, and a quality point. Restrictions on the permit include: an age range of 0-12 with a first shift capacity of 84, meeting enhanced ratios and non-mobile infants only in rooms with handicap ramps. The owner of this child care facility is Jolly Bee Child Care Center, Inc. According to the Secretary of State website, the corporation's status is listed as "current-active." The last annual compliance visit was conducted on May 21, 2024. As of May 18, 2025, your facility had an 18-month compliance history of 98%. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Fire Inspection – 04/22/2025 - Approved for day time care only - Satisfactory Sanitation Inspection – 04/24/2024 – 10 Demerits – Superior Your sanitation inspection is delinquent. All centers shall be inspected annually by an Environmental Health Specialist and receive an approved or superior rating in accordance with applicable sanitation requirements adopted by the Commission for Public Health as described in 15A NCAC 18A .2800. There have been some issues regarding the sanitation inspection at this facility since May 2024. The owners of the facility hired a lawyer in June 2024 and remains in litigation regarding these matters. The court case has been continued twice, and a new court date has not been set. Facility has not had any contact with Onslow County Environmental Health since the lawsuit was filed. If your facility is not able to obtain an approved sanitation inspection, DCDEE may recommend an Administrative Action. Administrator, Alicia Simmons and Assistant Administrator, Margaret Chapman, were present and available for consultation. There are sixty children enrolled, and forty eight children present, aged 0-5. Attendance in each classroom was complete and available for review in each classroom. Ms. Chapman accompanied me as observations were conducted in each classroom. Daily schedules were available for each group of children. Activity plans were observed posted in each classroom. A variety of age-appropriate learning materials were observed in each classroom. Infant received care based on individual needs. Infant feeding schedules were observed posted near the crib area. Safe sleep charts are being maintained. There were two infants asleep in their assigned crib and one infant was being held by caregiver as she drunk her bottle. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in all classrooms. Toddler and preschool children were observed participating in free choice activities. Free choice activities included puzzles, blocks, dinosaurs, shapes, sea animal toys, dramatic play, and art. After free choice activities, toddlers and preschool children completed bathroom and handwashing routines and prepared for lunch. Lunch consisted of turkey and cheese sandwich, tater tots, pineapples, and milk. hamburgers, French fries, mango, and milk. After lunch, children prepared for nap/rest time. Cots/mats were appropriately spaced, blankets provided, and soft music played making classrooms conducive for sleep. This facility has one NC PreK classroom. The children were observed playing outdoors in fenced area. They were observed playing with balls, riding tricycles, drawing/writing with colored chalk, and running around open space. When the children returned inside, they washed their hands and participated in group musical activity as they waited for lunch time. At lunch, I observed caregivers sitting at the tables eating with the children as they talked with them about the food on their plant, gardening, etc. NC Pre-K Requirements were monitored today. The program follows the Onslow County School calendar, the length of the day meets requirements, and all staff meet education requirements. The Creative Curriculum has been implemented and the assessment tool, Teaching Strategies Gold, is in place. Three formal assessments with parent conferences are scheduled throughout the school year. Portfolios are maintained and available for review. All required screenings were completed at the beginning of the year. The NC Pre-Kindergarten Program (NC Pre-K) Site Monitoring Tool is complete and available for review. During today’s visit, a representative, Raquel Hill, from One Place was completing a practice assessment with the classroom for NC PreK students. Staff/child ratios were maintained in all classrooms. All teachers were actively engaged with the children. All children were adequately supervised. Caregivers and children interacted in a positive and appropriate manner. Staff/child ratios were maintained in all classrooms. There were two violations observed today. All violations must be corrected immediately. Continued compliance with all applicable child care requirements is always required. Other Information - Health & Safety Training – All staff members who have been employed for at least one year, have completed Health and Safety training as outlined in Child Care Rule 10A NCAC 09 .1102. New staff are in the process of completing these training courses. Health and safety trainings are required to be completed during the first year of employment and renewed every 5 years. Remember, the Recognizing and Responding to Suspicions of Child Maltreatment training must be taken at www.preventchildabusenc.org, within the first 90 days of employment. Completing, refreshing, and updating the required Health and Safety Training increases your awareness and knowledge regarding child development and safety. Ensure this information in completed, recorded on the required form, and on file for review. CLEAN CLASSROOMS FOR CAROLINA KIDS - The registration and enrollment for all three testing programs have been completed – lead in water, lead-based paint and asbestos. I verified this information through the website Clean Classrooms for Carolina Kids. Ensure you keep all paperwork that you receive regarding this matter, and it may be requested to verify compliance. Use this link to enroll your program or view test results/status: https://www.cleanwaterforuskids.org/en/carolina/ Enrollment in the lead-based paint and asbestos testing programs is required for all facilities by May 31, 2025. This applies to private centers, FCCH and child care programs in the public schools. DPI Pre-K programs do not need to enroll separately as public schools will be tested as a whole. This access will allow providers to see applicants that associate themselves with their facility and allow them to “hire” the applicant to their roster, see the real-time background check status of staff/household members, and run a printable report of the staff roster to assist with compliance visits. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. The training consists of watching a short video then taking a test about the video. A certificate will be issued upon successful completion of the test. Email the certificate along with your full name, position, and Facility ID to DCDEE_ABCMS_Provider@dhhs.nc.gov to get access to the portal. Access will then be granted within two business days. If you have general questions, please continue to use DHHS.CBC.Unit@dhhs.nc.gov. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. Today I encourage you to review information about the new standards as it becomes available and to plan on training your additional caregivers on new assessment tools if you are still interested in Environment Rating Scales assessments. The new tools are the “3” versions, and I will share more information about training opportunities as they become available. Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Daily schedules were available for each group of children. Activity plans were observed posted in each classroom. A variety of age-appropriate learning materials was observed in each classroom. There is one infant enrolled at this facility. Infant received care based on individual needs. Infant feeding schedule was observed posted near the crib area. Safe sleep chart is being maintained. Infant was observed being held and rock to sleep by caregiver. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in all classrooms. Toddler and preschool children participated in free choice activities, indoors and outdoors. They also completed bathroom/handwashing routines and prepared for lunch. Lunch consisted of corn dogs, mixed vegetables, mandarin oranges, and milk. After lunch, children prepared for nap/rest time. Cots/mats were appropriately spaced, blankets provided, and soft music played making classrooms conducive for sleep. Staff/child ratios were maintained in all classrooms. All children were adequately supervised, and caregivers and children interacted in a positive and appropriate manner. There was one violation observed and documented today. A checklist was used to note the requirements I monitored today. This program currently operates with a Four-Star license, issued September 10, 2018, earning 4 points in Staff Education, 5 points in Program Standards, and a quality point. Restrictions on the permit include: an age range of 0-12 with a first shift capacity of 84, meeting enhanced ratios and non-mobile infants only in rooms with handicap ramps. The owner of this child care facility is Jolly Bee Child Care Center, Inc. According to the Secretary of State website, the corporation's status is listed as "current-active." The last annual compliance visit was conducted on May 23, 2023. As of May 20, 2024, your facility had an 18-month compliance history of 96%. Fire Inspection – 04/23/2024 - Approved for day time care only - Satisfactory Sanitation Inspection – 04/24/2024 – 10 Demerits – Superior Administrator, Alicia Simmons, was not present; she was out sick. Assistant Administrator, Margaret Chapman, was present and available for consultation. There are forty six children enrolled, and thirty-four children present, ages 0-5. Attendance in each classroom was complete and available for review in each classroom. Ms. Chapman accompanied me as observations were conducted in each classroom . Daily schedules were available for each group of children. Activity plans were observed posted in each classroom. A variety of age-appropriate learning materials was observed in each classroom. There is one infant enrolled at this facility. Infant received care based on individual needs. Infant feeding schedule was observed posted near the crib area. Safe sleep chart is being maintained. Infant was observed being held and rock to sleep by caregiver. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in all classrooms. Toddler and preschool children participated in free choice activities, indoors and outdoors. They also completed bathroom/handwashing routines and prepared for lunch. Lunch consisted of corn dogs, mixed vegetables, mandarin oranges, and milk. After lunch, children prepared for nap/rest time. Cots/mats were appropriately spaced, blankets provided, and soft music played making classrooms conducive for sleep. Staff/child ratios were maintained in all classrooms. All children were adequately supervised, and caregivers and children interacted in a positive and appropriate manner. There was one violation observed and documented today. The violation must be corrected immediately. Continued compliance with applicable child care requirements is required. Violation Number Comment Rule 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. Today technical assistance was given in regards separating out the above information from all staff files and ensuring each staff member has a separate medical file. EPR/EMC Review - The trained staff shall review the Emergency Preparedness and Response Plan (EPR) annually, or when information in the plan changes, to ensure all information is current. All staff shall review the center's EPR and Emergency Medical Care Plan(EMC) during orientation and on an annual basis. Documentation of the review shall be maintained at the center in the individual's personnel file or in a file designated for EPR/EMC documents. As this is a legislatively mandated effort, facilities are required to meet rule requirements to have tap water tested every three years and to have inspections for lead paint and asbestos if applicable. One group of preschool children were observed playing outdoors in fenced play area and when they returned inside, children completed bathroom and handwashing routines. Lunch was also served. As lunch was being served, caregiver announced, “gravy train is coming,” and sung a lunchtime song. You could hear the children’s excitement as the caregiver served lunch to the children. Lunch consisted of hot dogs, macaroni and cheese, green beans, mandarin oranges, and milk. Staff/child ratios were maintained in all classrooms. All children were adequately supervised, and caregivers and children interacted in a positive and appropriate manner. During today's visit child care requirements monitored for compliance included supervision, staff/child ratio, CPR and First Aid, Criminal Record Checks, storage of hazardous substances and medications, approved space, posting of the license, and other applicable requirements. One new staff member, Ramona Artis, has been hired since the last annual compliance visit but has not started employment. The file for Ms. Artis was not monitored today; it will be monitored during my next visit. There were two violations observed and one violation was corrected today. During today’s visit, she followed up regarding the delivery of the mulch and was advised that it should be delivered within the next week. Improvements to Criminal Background Check Portal Improvements are coming soon to the ABCMS Portal that DCDEE recently launched to manage child care criminal background checks. ABCMS will soon allow individuals to be associated with the child care program that employs them. Directors/Administrators will be able to use their NCID business account to see the criminal background check result for each employee. Rated License Reassessment Information Your facility’s three-year rated license reassessment was due to be completed in September 2021. DCDEE has developed a 3-Cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. As discussed today, reassessments will not become mandatory again until July 1, 2024, and your facility has been placed into “Cohort 1.” Placement in this cohort means you will have from July 1, 2023 to June 30, 2024 to plan and prepare for your reassessment, with your reassessment being completed July 1, 2024 and June 30, 2025. In your planning year, you may review resources available at www.ncrlap.org and contact One Place for assistance with completion of the self-study component.. This is an opportunity to focus on your Star Rated License and consider strategies to help maintain or increase your star rating. Use staff meetings to discuss topics related to the Environment Rating Scales or other quality initiatives. For example, if transitions are challenging, ask staff what strategies help, or which transitions including a contact hour earning webinar and Thinking More worksheets for every rating scale. Engage to brainstorm, offer support and clarification, and set goals. Allocate resources so they can focus on self-study as part of the workday to help everyone become more familiar and confident with the assessment process. Also, be reminded that NCRLAP outreach assessments are still being offered if you wish to “practice.” You may also wish to contact technical assistance specialists with One Place to help you with mock assessments. Ms. Simmons advised she participated in an outreach assessment (ITERRS-R) and plans to participate in other assessments prior to completion year of your reassessment. Related to education, ensure you are uploading education has staff completed classwork. It is vitally important that all employees are registered for WORKS and maintain their workforce information to support education requirements. We discussed that the facility is responsible for ensuring that information contained in the Early Childhood Education Workforce Database is up to date and complete. I encouraged you to study the information found on the Division’s website regarding education evaluations to ensure that staff member’s education information remains complete and to ensure accurate points are earned during Rated License Assessments. Keep in mind, it is expected that compliance with Education standards is maintained at all times, so you must ensure you monitor staff qualifications and percentages in advance of your upcoming reassessment.
