Your facility currently operates with a 3-star license, issued June 20, 2025. Restrictions on your permit include a capacity of twelve children, ranging in age from 2 to 12 years of age for daytime care only, fireplace/woodstove not used during operating hours, and meets enhanced space. Your license was posted, and restrictions were in compliance. The sanitation inspection was completed on April 23,2026, with a Superior classification with two demerits. The fire inspection was conducted on October 13, 2025, and approved for daytime care only. The center’s compliance history was reviewed with the operator. The program’s compliance history was 100% as of May 11, 2026. The NC Secretary of State website was reviewed today, and Grins and Giggles, LLC was listed as current-active. L. Opstad, owner/operator, was present and available for consultation. All approved indoor and outdoor environments were monitored today. Your indoor space is arranged in different spaces including but not limited to dramatic play center, book center, art center, block center, and manipulatives. Currently there are 11 children enrolled and 8 children present today, ages ranging from 2-4 years old. Children were participating in group time when I arrived. You were talking about the calendar and read the children three different books. You asked engaging questions while reading the books and talked about the book’s titles, authors, and illustrators. The children were engaged and participated. After group time, children transitioned to toileting and handwashing before they transitioned to outside play. Once outside, children were observed running, riding bikes, playing on the caterpillar tunnel, and playing on the slide. Age-appropriate materials were available and in good repair. Lunch consisted of a turkey, salad, peaches, Triscuits, and milk were served. Staff/child ratios were in compliance, and all children were adequately supervised. Today 1 violation was observed. All violations should be corrected immediately. Violation Number Comment Rule 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. Fifteen different medications, including a variety of sunscreens, diaper creams, and insect repellant, had expired and not been discarded or returned. .0803(12) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation documented must be corrected immediately. On or before May 26, 2026. I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance Today several medications, including sunscreens, diaper creams, and insect repellant, were expired. The permission forms were still in date; however, the diaper cream, sunscreen, and insect repellant expiration date stamped on the diaper cream, sunscreen, and insect repellant had passed. When the over-the-counter medication forms are filled out by parents, you should check that the correct expiration date is noted on the topical ointment permission form and that it matches the expiration date on the medication. If a parent brings in a new over the counter medication, for example diaper cream, to replace another diaper cream, a new form must be filled out for that diaper cream. Ensure that the medication administration forms indicate the name of the cream, sunscreen, chap stick, or insect repellant that the parent brings in to use, that the child’s name is clearly marked on the medication as sharpie and marker can occasionally wear off. Remember that aerosol sunscreens and insect repellant cannot be used due to the contents being under pressure. Today we discussed the hiring of a new employee. You stated that the potential new employee is 16 years of age. According to rule 10 NCAC 09. 0703 (a) No one under 18 years of age shall have responsibility for or be left in charge of a group of children. Today we reviewed Section .0700- Staff Qualifications and all the requirements for a potential new staff member.
