The previous Annual Compliance Visit was completed January 16, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 94% which is above 75% as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Five- Star License issued October 10, 2024. The License was based on the program having a Cognia Accreditation. The information on record with DCDEE was verified as correct by Constance Pratscher, Lead Teacher, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed 9/11/2025. Fire Classification of Approved for daytime care only completed 9/17/2025 Mrs. Pratscher was present while I observed the indoor and outdoor areas. Upon entering the childcare space children were observed having breakfast, after breakfast the children cleaned up their area, washed their hands, and transitioned into large group time. During large group time the children participated in music and movement and did a review of the unit for the week. The children then transitioned to free choice play. Breakfast served today was ham and cheese, apple juice, and milk. At the completion of the visit, the Visit Summary was reviewed with C. Pratscher. The following violation was observed. Violation Number Comment Rule 1769 The health assessment did not include a dental screening. Upon me entering the classroom Ms. Pratscher was in space #1, with fifteen children. The children were having breakfast, after breakfast the children participated in handwashing routines before transiting to large group. During large group the children participated in an interact application on the smart screen computer. The children were doing a matching game with the alphabets and sounds. Breakfast served today was bagel pizzas, juice, and milk. During today’s visit it was stated by the NC PreK teachers, that they are out of staff child ratios at different times during the day. In the morning’s when the NC PreK teacher is out driving the bus route, for the afternoon bus route, and during the day when breakfast or lunch must be brought to the classroom. It was also stated that when children are being dropped off by their parents in the morning and that the 5th grade children are allowed to bring the NC PreK children to their classroom. An observation was completed from 9:25a.m. to 9:50a.m.; during the observation the Ms. Pratscher read a story called. “There was an Old Lady who swallowed some Books”. The children then participated in music and movement songs, after music and movement the children transitioned to free choice play. Children were observed playing with blocks, dress up clothes, and created art by using tissue paper, color cotton balls, wiggly eyes, construction paper, craft scissors, and glue. The teachers moved about the space talking to the children about what they were doing and creating, while reminding the children about how to use and play with toys. They also reminded the children of the classroom rules while the children were playing. At the completion of the visit, the Visit Summary was reviewed with Ms. Pratscher. There are concerns that children are not provided quiet activities during naptime if the child doesn’t sleep. Upon my arrival I was greeted by office staff. I signed the visit log in the front office. I then walked to space #1, NC PreK classroom. The children were playing in free choice activities. They were observed playing with puzzles, blocks, makers, crayons, construction paper, and scissors. There were four children sitting at a table coloring, panting, and cutting out Easter eggs that was created on construction paper. Lunch served today was chicken queso, tortilla chips, corn, chilled peaches, and milk. The allegations were discussed with the Administrator, PreK Coordinator, via phone. Two staff members. During the interviews with staff and observation conducted, the staff interacted with children in a nurturing and caring manner. They asked the children questions about what they were doing, they were encouraging to the children when the children were participating in activities. During my observation, the staff matched the children’s expressions. The children were very at ease to move about the space freely. At naptime the teacher’s shared with me that children can participate in quiet activities when children are not tired and do not want to rest. The children have books, puzzles, play puddy, a clipboard with coloring activities. The previous Annual Compliance Visit was completed January 26, 2024, and prior to today’s visit, the eighteen-month compliance history score was at 97% which is above 75%, required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a five-Star License issued February 24, 2020. The License was based on the program earning seven points in education standards, seven points in program standards, and one quality point by choosing to meet an Programmatic Options: Has reduced group size decreased by at least on child per age group from the seven-point level as required in Rule .2818(c). I signed the visit log in the front office. I then walked to space #1, NC PreK classroom. The children were playing in free choice activities. They were observed playing with puzzles, blocks, makers, crayons, construction paper, and scissors. There were four children sitting at a table coloring, panting, and cutting out Easter eggs that was created on construction paper. Lunch served today was chicken queso, tortilla chips, corn, chilled peaches, and milk. The allegations were discussed with the Administrator, PreK Coordinator, via phone. Two staff members. During the interviews with staff and observation conducted, the staff interacted with children in a nurturing and caring manner. They asked the children questions about what they were doing, they were encouraging to the children when the children were participating in activities. During my observation, the staff matched the children’s expressions. The children were very at ease to move about the space freely. At naptime the teacher’s shared with me that children can participate in quiet activities when children are not tired and do not want to rest. The children have books, puzzles, play puddy, a clipboard with coloring activities. The teacher had gone to the cafeteria to get the breakfast cart. Breakfast served was French toast sticks, grape juice, and milk. At the completion of the visit, the Visit Summary was reviewed with C. Pratscher. The following violation was observed. Violation Number Comment Rule 1775 NC Pre-K program staff/child ratios and group sizes were not met. In space #1 upon entering the classroom there was 14 children present with one teacher. This was corrected during the visit when the other teacher returned from the kitchen with their breakfast 3mins after I arrived. The classroom remained in compliance during the rest of the visit.
