The previous Annual Compliance Visit was completed December 8, 2025, and prior to today’s visit, the eighteen-month compliance history score is at 98%, which is above the 75% required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Notice of Compliance issued February 21, 2021. The information on record with DCDEE was verified as correct by Jamie Sifford, Administrator, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed 8/11/2025. Fire Classification of Approved completed 7/8/2025. Ms. Sifford was present while observing the indoor and outdoor areas. The children in space #1a and #1b were observed participating in free choice play. The teachers were observed sitting with children on a small carpet playing with a toy that would spin and the balls would come out. As the balls came one of the teachers would say the color of the balls, how many balls came out of the toy. While encouraging the child to repeat what she said. The children were observed playing with large Legos, and sitting in a jumper activity toy, that had toys attached to it. The infant teacher was observed changing diapers and feeding one infant child. Diaper changing procedures were observed. At the completion of the visit, the Visit Summary was reviewed with Ms. Sifford. The following violation was observed. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The facility did not a ABCMS roster available for review. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. They were observed playing with legos, musical toys, and a small spinning toy that released different color balls, The teachers were sitting with the children and talking with the children. They sat at eye level, supported the children and encouraged them to share with their friends. The teachers would say the colors of the balls and legos and would encourage the children to repeat them. I shared with the administrator that the teachers were having good interaction with the children, talking and playing with them. I asked her to share with the teachers to keep helping the children with their speech and giving them the words to use when they need help with solving problems. These things will help with the children’s vocabulary, social and emotional skills. Reminders: Measles Cases: Measles is on the rise globally and in North Carolina. As a highly contagious, airborne disease, even one case is a major priority for public health. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. One staff member did not have a medical report prior to employment. Hire date 11/7/2024. The previous Annual Compliance Visit was completed December 21, 2023, and prior to today’s visit, the eighteen-month compliance history score was at 100 %, which is above the 75% required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Notice of Compliance issued February 19, 2021. The information on record with DCDEE was verified as correct by Jaimie Sifford and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Sanitation Classification of Superior completed 8/5/2024. Fire Classification of Approved for daytime care, completed 7/12/2024. J. Sifford, Administrator, was present and walked with me while observing the indoor and outdoor areas. In space #1a, three children were present. One child was resting in his/her crib on their back, while the teacher sat nearby with two children on a carpet. The children played with soft toys and musical instruments. In space #4, five children were sitting on a small carpet participating in a small group activity. The teacher was working with the children on number recognition. At the completion of the visit, the Visit Summary was reviewed with J. Sifford. The following violation was observed. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. One staff member did not have a medical report prior to employment. Hire date 11/7/2024. This was corrected on 11/13/2024 when she received a medical report and it was placed in staff members file. 10A NCAC 09 .0701(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Facility Specific TA A violation was observed for medical report not being on file prior to employment. Refer to child care rule 10A NCAC 09 .0701(a). We discussed the following strategies: Ensure that you require all new hires to submit a medical report on or before their first day of employment. You can obtain a staff checklist from the DCDEE website to ensure you have all the required documents on file when they are due. Ensure you are giving all staff due dates as to when required forms are to be returned to you as the administrator. Reminders: The DCDEE has a new initiative – Natural Outdoor Learning Initiative. Through this initiative, we hope to increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities.
