The previous Annual Compliance Visit was completed August 27, 2024, and prior to today’s visit, the eighteen-month compliance history score was at 96% which is above the 75%, required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a two-Star License issued March 23, 2020. The License was based on the program earning three points in education standards, two points in program standards, and one quality point by choosing to meet a programmatic option of completing a 30 hour or longer business training. The information on record with DCDEE was verified as correct by Poncilla Williams, Operator. Current Inspections are as follows: Sanitation Classification of superior completed 9/3/2024. P. Williams, Operator, was present while we observed the indoors and outdoors area. P. Williams and children were playing in the play area of the home. The children were observed playing with large Legos and stacking blocks. The lunch served today was chicken nuggets, fries, string beans, applesauce, and milk. I completed an observation from 9:15a.m. to 9:35a.m.: the teacher was engaged in conversations with the children. They practice songs that they were going to perform for their parents at their transition ceremony. When the children completed their practice, they then transitioned to their play area and were observed playing with large Legos, puzzles, blocks, and books. The teacher sat with the children and while they were playing, she asked them about what they were building. One child said a house, One said a boat. The children were so engaged in building different things. The Verification of Required Information for Operator and Additional Caregiver and the Operator’s Statement of Responsibility forms were updated during today’s visit. Your signature on these forms will serve as verification that the information provided was accurate and complete. At the completion of the visit, the visit summary was reviewed with Poncilla Williams. The following violations were observed. Violation Number Comment Rule 542 When screen time was provided, it was not offered to stimulate a developmental domain in accordance with NC Foundations for Early Learning and Development. When entering the the facility there were five children sitting at a child size table participating in screen time. The children were watching a cartoon show on the television. This was corrected when the operator turned the television off and provided the children with some manipulative toys to connect and stack on the table. .1718(b)(1) 543 Screen time was not prohibited for children under the age of three. The operator did not offer alternative activities for children under the age of three years. When entering the facility there were five children present ages 2 years of age to four years of age. The children were participating in screen time with no alternative activities. This was corrected when the operator turned the television off and she gave all the children some manipulative toys to stack. .1718(c) 1306 Operator has not completed ITS-SIDS training every three years from the completion date of the previous ITS-SIDS training. The operator has not completed the ITS-SIDS training within three years. The previous ITS-SIDS training expired 11/15/2024. .1703(a)(4) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. Additionally, by 5:00pm on February 20, 2025, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. Facility Specific TA: Based on today’s observation, I discussed with the teacher to keep having positive interactions and providing various learning opportunities to the children. Also, when providing screen time to children, ensure that it is developmentally appropriate and that it meets the developmental domain and that it is in accordance with NC Foundations for Early Learning and Development. Also, be reminded that children under 3years of age are not allowed screen time and although they are sitting in the same area as older children you will need to provide them with some appropriate developmental activities when you are providing screen time. Through this initiative, we hope to: increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities. A checklist was also used during today’s visit. The previous Annual Compliance Visit was completed September 14, 2022, and prior to today’s visit, the eighteen-month compliance history score was at 96% which is above the 75%, required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a two-Star License issued March 23, 2020. She stated yes, the children were outdoors, in the back play area. Ms. Williams realized what she had done and went to the back door to have the children to come in the facility. When the children were asked to wash their hands and then were able to go into the play area of the home to participate in free choice play. Lunch served today was peanut butter sandwiches, mixed vegetables, applesauce, and milk. Total Points: Five (5) points Based on the information provided, the facility has earned five points and is eligible for a two-Star Rated License. The completed packet will be submitted for review and processing. A new license will be mailed directly to you and must be posted upon receipt. You must mail the old license to me once the new one is received, as it remains the property of the State of North Carolina. A checklist was also used during today’s visit. The previous Annual Compliance Visit was completed September 14, 2022, and prior to today’s visit, the eighteen-month compliance history score was at 96% which is above the 75%, required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a two-Star License issued March 23, 2020. The License was based on the program earning three points in education standards, one points in program standards, and one quality point by choosing to meet a programmatic option of completing a 30 hour or longer business training. The information on record with DCDEE was verified as correct by Poncilla Williams, Operator. During today’s visit Transportation was requested to be removed by Ms. Williams. I removed Transportation form the Facility Input Screen in the Regulatory System. Current Inspections are as follows: Sanitation Classification of superior completed July 21, 2023. Ms. Williams, Operator, was present while I observed the indoors and outdoors area. Upon my arrival I was greeted by Ms. Williams. I ask Ms. Williams did she have any children in care. She stated yes, the children were outdoors, in the back play area. Ms. Williams realized what she had done and went to the back door to have the children to come in the facility. When the children were asked to wash their hands and then were able to go into the play area of the home to participate in free choice play. Lunch served today was peanut butter sandwiches, mixed vegetables, applesauce, and milk. The Verification of Required Information for Operator and Additional Caregiver and the Operator’s Statement of Responsibility forms were completed during today’s visit. Your signature on these forms will serve as verification that the information provided was accurate and complete. At the completion of the visit, the visit summary was reviewed with Ms. Williams. The following violations were observed. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. Two children health assessments were not file within 30 days of enrollment. Their start date 3/6/2023. GS 110-91(1); 10A NCAC 09.1721(a)(1) 1301 Operator did not complete the required number of on-going training hours as specified in rule. The operator still has 1.5 hours to of the four that was needed for the Annual Compliance visit this year. GS 110-91(11); 10A NCAC 09 .1705(b)(5) 1938 Operator did not provide supervision according the individual age, needs, and capabilities of each child. Four preschool children were left alone in the outdoor play area, while the operator came to answer the front door. Once asked where the children where the operator went to the backdoor and had the children to come into the facility. .1711(a)(4)(B) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. Additionally, by 5:00pm on September 19, 2023, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. I shared with Ms. Williams that the program would only receive one (1) point in program standards because the program meets minimum licensing requirements. Ms. Williams requested to complete the Application for Assessment for a Two through Five Star RatedLicense was completed during today’s visit 9/5/2023, Education Standards: Three (3) points The provider, Poncilla Williams has her NCECC with four (4) additional hours in ECE. Program Standards: One (1) point Ms. Williams has earned one (1) point in program standards based on the program meets minimum licensing requirements. The operator is not interested in having the Environmental Rating Scales (ERS) completed at this time and declined to participated in the three-month self-study and self – assessment. Quality Point: One Quality Point is awarded because the Program Options, has completed a 30 hour or longer business training. The Facility’s compliance history is 96% from 3/6/2022 to 9/5/2023. Total Points: Five (5) points Based on the information provided, the facility has earned five points and is eligible for a two-Star Rated License. The completed packet will be submitted for review and processing. A new license will be mailed directly to you and must be posted upon receipt. We also discussed the following strategies for maintaining supervision at all times: Ensure that when you are participating in outdoors play that if you have to go back into the facility that you are taking the children with you. Reminders: QRIS Modernization (Two–Five Star Rated Licenses): The North Carolina Child Care Commission and the NCDHHS Division of Child Development and Early Education (DCDEE) are collaborating to modernize North Carolina's Quality Rating and Improvement System (QRIS) commonly known as the Star Rated License. DCDEE are developing a plan that will be reviewed by the legislature in Spring 2024. During the next few months, we are collecting information from parents, teachers, administrators, operators, and partners to consider in the plan.
