A checklist was used to note the requirements I monitored today. The Operator’s Statement of Responsibility, and Verification of Required Information forms were received and monitored during the visit. Currently, this family child care home operates with a Three (3) Star License, issued September 28, 2022, earning one (1) point in the Program Component, six (6) points in the Education Component, and one (1) Quality Point for serving no more than two children under the age of one. The last Annual Compliance Visit was completed on September 10, 2024. The fire drills, lockdown drills, and outdoor inspections were completed as required. You, owner/operator, L. Cobb were present during today's visit. The program has maintained an 18-month compliance score of 99%. A copy of the compliance history was left with you. You are listed as the sole proprietor on the child care license. Prior to changing the name and/or ownership (i.e. forming a corporation), please contact me to discuss procedures. Failure to notify a Division of Child Development representative may affect your child care license. The contact information that is on file with DCDEE was verified to be current. You were observed providing care to two children, ages two to four years of age. Children were observed play with a variety of items, having routine care needs met, and interacting with the caregiver. The interactions observed were nurturing and supportive. A copy of this computer- generated Visit Summary was reviewed and left with you at the conclusion of the visit. All violations were reviewed with you. I used the Annual Compliance Monitoring Checklist for Family Child Care Homes and the Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements. The following violation was documented: Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The roster was not completed in the ABCMS portal, thus satisfying the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. G.S. 110-90.2 & .2703(r) CONSULTATION AND TECHNICAL ASSISTANCE: The violations documented above must be corrected immediately. A signed and dated letter of compliance must be mailed to me by September 22, 2025, describing how and when the violations were corrected. This two-week time frame is established to allow you time for submitting your compliance letter and is not intended to be used as a guide for correcting violations, as they should be corrected immediately. ABCMS PROVIDER PORTAL: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. QRIS: QRIS Modernization Update: On June 26th, the North Carolina Rules Review Commission (RRC) approved the QRIS Modernization rules adopted by the NC Child Care Commission during their April meeting. The Division of Child Development and Early Education is preparing a summary of the rules, an online training module for Moodle, and an implementation plan. Webinars were scheduled earlier this month to share the implementation plan and provided resources that can assist you with understanding the new rules. These webinars and additional information about the new QRIS is on the Division’s website. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. TECHNICAL ASSISTANCE: REQUIRED WATER TESTING Child Care Rule .1725(a)(2)-Sanitation Requirements for Family Child Care Homes requires all family child care homes to collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water. The results of the analysis shall be on file in the home.. For currently licensed family child care homes, water samples shall be collected by the operator and tested within 12 months of the effective date of this Rule.
