L Artis-Warren, Owner/Operator assisted with the visit. Four (4) children were observed in care today ranging from ages one (1) to three (3) years old. Children were engaged in, free-choice play, outdoor play, completing toileting and hand washing routines, interacting with the caregiver and eating breakfast. Arrival for one child was also observed. Breakfast consisted of waffles with syrup, apples sauce and milk. Currently this program operates with a three-star License earning six points in education, two points in program standards and one quality point for serving no more than two children under age one. The following violations were documented today. Violation Number Comment Rule 701 All indoor and outdoor areas used by the children were not kept clean, orderly, and free of items which are potentially hazardous to children including removal of items a child can swallow; the removal of loose nails or screws and splinters on inside; and use of outdoor equipment that is too hot to touch. Tops on the sand and water tables outside were cracked exposing sharp and pinch points. A metal rake was beside the porch in space accessible to children. Black borders were with stakes turned upright were on the ground outside in space accessible to children. .1719(a)(1)&(17) 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. A plastic grocery bag storing other grocery bags was hanging from the key holder was accessible to children ranging from ages one to three years old. .1719(a)(18) The violations documented must be corrected immediately. The program’s compliance history was 97% percent as of November 5, 2024. OWNERSHIP STATUS: You (Latonya Artis-Warren) are listed as the owner of this family child care home. FACILITY PROFILE INFORMATION: You stated the mailing address, phone number and email address listed for your program are correct. STAFF/CHILD INTERACTIONS: Upon entrance of the facility, children were engaged in free choice play with ages appropriate materials and toys. One child arrived during the visit. You talked with children about their play. Shortly after the visit started children were taken to the bathroom for hand washing and transitioned to the front area to play while breakfast was prepared. You were able to visually see and hear children while you ate prepared and served breakfast. You sat on the floor and interacted with children. You encouraged children to build structures with the blocks provided. The child that arrived was comforted when the parent left. Children were cared for a safe and nurturing environment. CAPACITY: You currently have thirteen (13) children enrolled in your family child care home on first shift. You stated the scheduled days for eleven (11) of the children varies. You added the parents for the children are employed at the hospital or prison and their schedules varies; therefore, the children do not have a set schedule. You shared parent schedules are provided in advance which are used to determine when children will attend. Although, capacity was not exceeded today, I advised you to continue monitoring schedules closely to ensure no overlapping occurs. You stated no children are enrolled for third shift care. SAFE ENVIRONMENT: I notified you of the potential hazards identified on the outdoor play area. You stated your husband would removed the item from the area today. Be reminded you must always provide a safe environment for children in care. This can be done by intentionally checking for potential hazards and removing them immediately. Safety checks can be done when completing outdoor play inspections. You can also conduct periodic checks daily. QUALITY RATING IMPROVEMENT SYSTEM: The Governor signed Senate Bill 425 (now Session Law 2024-34), Health and Human Services Omnibus Bill, which includes the Quality Rating Improvement System (QRIS) Modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. Hold Harmless provisions have been extended and star rated license assessments for licensed child care providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. This legislation also provides a pathway for child care programs currently accredited through the approved accrediting bodies to move to a 3 or 5 star license if they are not already at this star level. Providers will need to submit a request to their licensing consultant and provide a copy of their accreditation award/certificate for processing: Accreditation Licensure Request Form QRIS UPDATE: GET READY for the 3’s Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. CRIMINAL BACKGROUND CHE CK REQUIREMENTS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. You, L. Artis, Operator was present and available to assist with today’s visit. Your program currently operates with a three-star license issued January 26, 2024, earning six (6) points in the education component, two (2) points in the program standards component and one (1) quality point for restricting your infant capacity to no more than two children under one (1) year of age. The last annual compliance visit was conducted on July 17, 2023. The center’s compliance history was reviewed with the operator. The program’s compliance history was 95% percent, prior to today’s visit. Five (5) children aged one (1) through two (2) years-old were present today. The children were observed playing with developmentally appropriate materials, free choice play and completing routines such as handwashing, and toileting. The children were also observed playing in the outdoor learning environment. You interacted with the children in a nurturing and positive manner. HOUSEHOLD MEMBERS: When asked, you and the household member, W. Warren, reside in the home. Mr. Warren had a current criminal background check qualification letter on file dated March 18, 2022. If there are changes in your household, please contact me and if anyone moves into your residence, please ensure they complete the CBC process and have a valid qualification letter on file prior to moving in. You stated you do not provide transportation. You stated you are almost complete with your three (3) month self-study and will let me know when you are ready to complete your star rated licenses renewal. ANNUAL COMPLIANCE VISIT MONTH: The annual compliance month has changed to June due to me conducting today’s visit in the month of JJune. I will update this in our system. CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program and what that means for you as a family child care home provided. I also informed you that I sent an email to you on March 5, 2024, with the following information included. I also attached to that email three (3) flyers that discuss the process for testing, for lead in the water, lead in paint, and asbestos. I reviewed the Clean Water for US Kids website, and you have begun enrollment in all three programs. According to the Clean Water for Us Kids, you completed enrollment on April 4, 2023, for lead water testing. On May 23, 2024, The Clean Classrooms for Carolina Kids™ team determined that LITTLE ONES CHILD CARE was exempt from the lead-based paint assessment requirements. The facility provided the appropriate documentation to show all buildings were built after 1978 and no lead-based paint was used in order to meet the building age exemption criteria per 10A NCAC 41C.1004. No additional action is required by the facility. On May 23, 2024, The Clean Classrooms for Carolina Kids™ team determined that LITTLE ONES CHILD CARE was exempt from asbestos inspection requirements. The facility provided the appropriate documentation to show all buildings were built after 1988 to meet the building age exemption criteria per 10A NCAC 41C .1003. No additional action is required by the facility. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities and FCCH’s are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2024. The application is on the https://www.cleanwaterforuskids.org/en/carolina/ website. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Family child care homes are required to test water for lead once. Child care rule 10A NCAC 09 .1725(a) for FCCH’s - to assure the health of children through proper sanitation, the family child care home operator shall: (2) collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water by the North Carolina State Laboratory of Public Health. Results of the analysis shall be on file in the home. This rule became effective January 1, 2024; therefore, water samples must be collected by the operator and tested within 12 months of the effective date of this rule. This means that lead in water testing must be completed by January 1, 2025. CHILD A CARE RULE CHANGES: The Child Care Commission adopted child care rule changes in January 2024. Consultants will assist as you begin to review and implement the changes, but please note, some of the rule changes may or may not impact your facility. An example is the rules in section .2600 for multi-unit child care center. These rules are specific to child care centers with multiple licensed centers within one building. THREE (3) MONTH SELF-STUDY: We discussed you completing your three (3) month self-study the following items were left with you during routine unannounced visit conducted on March 6, 2024: What is the Self-Study Process and Why is it Part of the NC Star Rated License for FCCH, The Self-Study Process for NC’s Family Child Care Homes-Key Points, and the Self-Study Process for NC’s Family Child Care Homes-Self-study Planning Form. You stated you are almost complete with your three (3) month self-study and will let me know when you are ready to complete your star rated licenses renewal. ANNUAL COMPLIANCE VISIT MONTH: The annual compliance month has changed to June due to me conducting today’s visit in the month of JJune. I will update this in our system. CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program and what that means for you as a family child care home provided. I also informed you that I sent an email to you on March 5, 2024, with the following information included. I also attached to that email three (3) flyers that discuss the process for testing, for lead in the water, lead in paint, and asbestos. I reviewed the Clean Water for US Kids website, and you have begun enrollment in all three programs. According to the Clean Water for Us Kids, you completed enrollment on April 4, 2023, for lead water testing. On May 23, 2024, The Clean Classrooms for Carolina Kids™ team determined that LITTLE ONES CHILD CARE was exempt from the lead-based paint assessment requirements. The facility provided the appropriate documentation to show all buildings were built after 1978 and no lead-based paint was used in order to meet the building age exemption criteria per 10A NCAC 41C.1004. No additional action is required by the facility. On May 23, 2024, The Clean Classrooms for Carolina Kids™ team determined that LITTLE ONES CHILD CARE was exempt from asbestos inspection requirements. The facility provided the appropriate documentation to show all buildings were built after 1988 to meet the building age exemption criteria per 10A NCAC 41C .1003. No additional action is required by the facility. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities and FCCH’s are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2024. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Family child care homes are required to test water for lead once. Child care rule 10A NCAC 09 .1725(a) for FCCH’s - to assure the health of children through proper sanitation, the family child care home operator shall: (2) collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water by the North Carolina State Laboratory of Public Health. Results of the analysis shall be on file in the home. This rule became effective January 1, 2024; therefore, water samples must be collected by the operator and tested within 12 months of the effective date of this rule. This means that lead in water testing must be completed by January 1, 2025. CHILD A CARE RULE CHANGES: The Child Care Commission adopted child care rule changes in January 2024. Changes relate to definitions; lead and asbestos for centers and family child care homes; building requirements for family child care homes; multi-unit child care centers; and criminal background checks. Consultants will assist as you begin to review and implement the changes, but please note, some of the rule changes may or may not impact your facility. An example is the rules in section .2600 for multi-unit child care center. These rules are specific to child care centers with multiple licensed centers within one building. Please ensure you are using the updated January 2024 rule book, and view information in the DCDEE Moodle (enroll if necessary).
