You, A. Horton, Lead Teacher, were present available to assist with today’s visit. Your program currently operates with a five-star license issued on February 18, 2024, earning seven (7) points in the education component, seven (7) points in the program standards component and one (1) quality point for all lead teachers having an associate degree or higher. Your program was also monitored for compliance with implementing an approved curriculum, the curriculum you are implementing is Creative Curriculum 6th edition as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on February 14, 2024. The sanitation inspection was completed on March 5, 2024, with a “Superior” classification “2” demerits. The fire inspection was complete on September 6, 2024, and the facility was approved for “day time care only”. There were eighteen (18) children present from ages four (4) to five (5) years old. A walk-through of the facility was completed today. I observed children in the indoor and outdoor learning environment. Staff/child ratios were in compliance. Children throughout the facility were participating in free play, group time, transitions, and personal care routines. The teachers interacted with the children in a nurturing and caring manner. The children ate the following for breakfast: apple sauce, cheese biscuit, and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. The current NC Pre-K staff are in space one, lead teacher, A. Horton and teacher assistant, M. Mills. A selection of files was monitored for completed health assessments and developmental screenings. You stated ages and stages is used for your developmental screenings. The checkpoint assessments are conducted three times per year: Fall, Winter, and Spring. The first day of school was August 26, 2024. The classroom operates from 7:30 am-3:30 pm. Parent conferences are held every two (2) months and when needed throughout the year. You stated that you use the Class DoJo app to communicate with parents. In addition, emails or notes are sent home to the parents which includes any information about the child’s day and any reminders. NC Prek site-monitoring tool was completed on December 16, 2024. There were no issues noted. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit. The following violation was documented during today's visit: Violation Number Comment Rule 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. Ms. Horton had documentation of completing Recognizing and Responding Suspicions of Child Maltreatment training; however, the training had expired on April 4, 2017. .1103(b) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. PROGRAM ASSESSMENT (ERS-3) UPDATE: Starting February 1, 2025, as part of QRIS Modernization, Session Law 2024-34 states that beginning on February 1, 2025, new child care facilities and child care facilities that choose to use program assessment to earn points toward their Two through Five Star Rated License shall be evaluated using the following, as applicable: • Infant/Toddler Environment Rating Scale, Third Edition (ITERS-3) • Early Childhood Environment Rating Scale, Third Edition (ECERS-3) • Family Child Care Environment Rating Scale, Third Edition (FCCERS-3) • School-Age Care Environment Rating Scale, Updated Edition (SACERS-U) The North Carolina Rated License Assessment Project (NCRLAP) has prepared many resources and trainings for child care facilities to use in planning for the new editions of the Environment Rating Scale. The NC Division of Child Development and Early Education is implementing the use of lower threshold scores to assist child care facilities in their shift to the new edition, matching the NC Child Care Commission’s on-going work regarding proposed QRIS rules. A. Horton, Lead teacher assisted with the visit. This center currently operates with a five-star license, earning seven points in the education component, seven points in the program standard component and 1 quality point for all lead teachers having an AAS or higher in ECE/CD. The last annual compliance visit was completed on March 7, 2023. The last sanitation inspection was completed on March 14, 2023, earning a “Superior” classification. The last fire inspection was completed on August 24, 2023, and the center was approved for daytime care only. Seventeen children were observed in care today. Children were engaged in morning activities, free choice play with developmentally age-appropriate materials, completing toileting and hand washing routines, interacting with caregivers, outdoor play and eating breakfast. Breakfast consisted of Cinnamon Toast Crunch cereal bars, peaches, pineapple juice, and milk. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 96% as of February 13, 2024. The following violations were documented. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The fire inspection report dated August 24, 2023, was received on September 3, 2023. 10A NCAC 09 .0304(a) 1203 Operational policies were not discussed with parents on or before the child's first day and/or they were not notified in writing of all changes. Documentation was not on file to verify the center's operational policies were reviewed and given to parents. 10A NCAC 09 .0514(b) 1775 NC Pre-K program staff/child ratios and group sizes were not met. There was a short lapse in staff/child ratio requirements when one teacher was observed providing care for sixteen children ranging from ages four to five years old. .3009 The violations documented must be corrected immediately. Lesson plans for December 2023, January 2024, and February 2024 were reviewed today. Children were engaged in activities documented on the lesson plan reviewed. The teachers observed working today were the same staff listed in the NC Pre-K plan. Staff interacted with children in a positive and nurturing manner. Staff reported the program continues to use the Creative Curriculum and Teaching Strategies Gold in conjunction with North Carolina Learning Foundation for Early Learning and Developmental. Staff stated the program uses the Ages and Stages developmental screening tool. Developmental screenings were complete and on file in children records reviewed today. The program’s monitoring tool dated January 11, 2024, was reviewed. No concerns were identified. Menus for the month of February 2024 were posted and reviewed. Health assessments reviewed in files showed completed dental, hearing and visions screenings. STAFF/CHILD RATIO: Upon entering the building and walking to the office, I observed NC Pre-K children in the cafeteria eating breakfast. One teacher (M. Mills) was observed providing care for the children alone. When leaving the office and transitioning to the cafeteria, a staff member entered before me and began assisting the teacher. A. Horton, Lead teacher assisted with the visit. This center currently operates with a five-star license, earning seven points in the education component, seven points in the program standard component and 1 quality point for all lead teachers having an AAS or higher in ECE/CD. The last annual compliance visit was completed on March 7, 2023. The last sanitation inspection was completed on March 14, 2023, earning a “Superior” classification. The last fire inspection was completed on August 24, 2023, and the center was approved for daytime care only. Seventeen children were observed in care today. Children were engaged in morning activities, free choice play with developmentally age-appropriate materials, completing toileting and hand washing routines, interacting with caregivers, outdoor play and eating breakfast. Breakfast consisted of Cinnamon Toast Crunch cereal bars, peaches, pineapple juice, and milk. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 96% as of February 13, 2024. The following violations were documented. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The teachers observed working today were the same staff listed in the NC Pre-K plan. Staff interacted with children in a positive and nurturing manner. Staff reported the program continues to use the Creative Curriculum and Teaching Strategies Gold in conjunction with North Carolina Learning Foundation for Early Learning and Developmental. Staff stated the program uses the Ages and Stages developmental screening tool. Developmental screenings were complete and on file in children records reviewed today. The program’s monitoring tool dated January 11, 2024, was reviewed. No concerns were identified. Menus for the month of February 2024 were posted and reviewed. Health assessments reviewed in files showed completed dental, hearing and visions screenings. STAFF/CHILD RATIO: Upon entering the building and walking to the office, I observed NC Pre-K children in the cafeteria eating breakfast. One teacher (M.
