D. Brothers, Owner, assisted me with the visit. The facility was issued a temporary license on July 30, 2025. Corporation Status: Per your statement and according to the NC Secretary of State's website, this facility is not currently owned or operated by a corporation. Please contact your child care consultant prior to any changes regarding the ownership of this facility. Your contact information on the Division of Child Development & Early Education (DCDEE) website was reviewed and the information is current. It is important to frequently check your email to remain informed about any new changes that have or may occur. During this visit, we walked through the facility observing the indoor environment. One school-age child was present. Open ended questions were asked, prompting the child to write. The child shared the most exciting thing he did over winter break and the most boring thing he did over winter break. After writing, he drew a picture to correspond to the prompt. You used words to encourage writing like, “I like that thought” and “I like the way you are thinking”. After the writing activity you and the child washed your hands and transitioned to the kitchen. The child assisted you with lunch preparation. The facility was assessed for supervision, staff/child ratio, and health and safety requirements. Children’s records, operator records and program records were monitored. Lunch included chicken nuggets, French fries, green beans, apple sauce and milk. Compliance History - Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The compliance history for this facility prior to today’s visit is 100%. The violation(s) documented may impact the compliance history score and must be corrected immediately. The following violation was one documented violation that was corrected during the visit. Violation Number Comment Rule 1854 The operator did not conduct a quarterly lockdown or shelter-in-place drill and or the drill record was incomplete. The facility was licensed on July 30, 2025. An emergency drill was to be completed in October 2025. The first emergency drill was completed on November 13, 2025. .1719(a )(16) & .1721(e )(7) * Technical Assistance with Documented Violation(s): Emergency Drills: Emergency drills are required to be conducted at least every three months to ensure that the operator and children are aware of what actions to take in the event of a life-threatening emergency. Documentation of an emergency drill was completed on 11/13/25. Your facility was licensed on July 30, 2025; this means that an emergency drill should have been completed in October 2025. You indicated you did not count the months correctly. Setting a reminder on a digital calendar is an efficient way to ensure compliance. During the visit you scheduled emergency drills to occur every three months on your cellular calendar. Rated License – You indicated you are applying for the 5-Star level of Pathway 2- Classroom and Instruction Quality. You and I reviewed the Application for Assessment for a Rated License you submitted today. We reviewed and verified the 3 additional options on your FCCH Family and Community Engagement Standards. Inside your binder, you provided documentation and I verified the options you chose. The FCCH Operator Continuous Quality Improvement Plan was reviewed and your plans for implementation were observed with the school -age child present today. Education: Your staff meet the 5-Star Education Level. After verifying, we reviewed and completed the Pathway 2- Classroom & Instructional Quality - Star Level Assessment for Family Child Care Homes form. A new license effective January 31, 2026 will be mailed directly to you and must be posted upon receipt. Health & Safety Training - You must complete the required applicable Health and Safety Training (s) and have documentation on file for review within 1 year of employment and every five years thereafter. ABCMS - Notification to the Division of New Hires or Residents - As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. You will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days.
