This visit was conducted by Turkessha Casterlow, Childcare Consultant with Angeles Baeza, Director. Currently this program operates with a Five (5) star license issued on 7/28/22. The facility earned six (6) points in program standards, six (6) points in staff education, and one (1) quality point for programmatic options met. Restrictions include Daytime care only; Enhanced ratios minus one (1); Meets enhanced space. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on March 2, 2026, and Sounds and Colors #004, LLC, was listed as current and active. The program’s compliance history was 96% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children participating in outdoor play, routine care, and lunch preparation. I observed materials and activities that were available to the children in the classrooms. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your facility uses Creative Curriculum. The last annual compliance visit was conducted on March 11, 2025. A sanitation inspection was completed on January 22, 2026, with a Superior classification. The last fire inspection was conducted on January 8, 2026. Program records and required postings were monitored. A fire drill was conducted on February 10, 2026. A shelter in place drill was documented on December 5, 2025. An outdoor inspection was documented on February 19, 2026. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. Storage and administration of medication were monitored. Medication authorization was monitored. The program does not provide transportation. The following violations were cited during today’s visit: Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. In Spaces 1 and 2 a lesson plan was not posted for the current week. GS 110-91(12); .0508(a) Due to the lesson plans being located before the end of the monitoring visit, the violation was corrected during visit. Therefore, a compliance letter is not due currently. Additional monitoring visits may be conducted during the year to monitor compliance with applicable childcare requirements. Additional Information/Consultation: • You must notify your consultant 30 days prior to changing the ownership status of your facility. • Rated License Assessment: During today’s visit, you indicated you are choosing pathway one. We reviewed the requirements for maintaining a Five Star rated license today. You will be required to complete the ERS assessments. The scores will be used to develop your CQI plan for your facility. You may reach out to schedule a practice assessment with NCRLAP if you deem it necessary. All lead teachers and the administrator must complete the self-study review and use the forms on the NCRLAP website. Staff are required to complete the self-assessment tool in the back of the ITERS-3 and ECERS-3 books. Every classroom lead teacher should complete this. They will use this information for their three-month self-study. Please review a copy of the administrator’s self-study form. We discussed visiting the QRIS Modernization page on the NC Childcare website, https://ncchildcare.ncdhhs.gov, under the ‘What’s New’ tab. In addition, the NCRLAP website, https://ncrlap.org, has many resources and trainings for the ITERS3 and ECERS3 assessments. When you have all your staff in place, I can evaluate your education.
