You, Leah Chapman, Assistant Principal, assisted me with the visit. Your program currently operates with a Notice of Compliance. The NC Secretary of State website was reviewed on April 6, 2026, and Hillsborough Christian Academy, was listed as current and active. The program’s compliance history was 99% prior to today’s visit. Today, the following items were monitored: • Supervision • Staff / Child Ratio • CPR / First Aid • CBC Qualification • ITS – SIDS • Emergency Medical Care Plan • Administration of Medication • Storage of Hazardous Products • Storage of Medication • General Safety • Discipline • Adequate / Approved Space • Program Records A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children during free play and routine care. No new staff were reported at this program. A playground inspection was recorded on February 27, 2026. A fire drill was recorded on March 26, 2026. A shelter drill for the facility was recorded on October 24, 2025. The most recent fire inspection was on June 27, 2025. I observed a sanitation inspection that was last conducted on November 5, 2025, earning a Superior classification. The program does not provide transportation. The following violations were cited during today’s visit: Violation Number Comment Rule 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. The last playground inspection was completed on February 27, 2025. .0605(q) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last safety drill was completed on October 24, 2025. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. You must correct the violations cited during today's visit immediately and send me documentation verifying compliance on or before April 22, 2026. The following information must be included in your signed and dated compliance letter: • the name of your center • facility ID number • date • title of the person who signs the letter • each violation number(s) • describes accurately and in detail how and when you corrected each violation If you state in your letter that corrections or changes have been made when they have not, it will be considered falsification of information and could lead to administrative action taken by the DCDEE. Technical assistance discussed during today’s visit: • Regular playground inspections in child care are essential to prevent injuries, ensure compliance with safety standards, and reduce liability. Inspections identify hazards like broken equipment, improper surfacing, and entrapment risks, ensuring a safe, secure environment for children while extending the lifespan of the equipment. • Completing safety drills in childcare is essential to ensure the safety of children, familiarize them with emergency procedures to reduce fear, and prepare staff to react calmly and efficiently. Regular drills identify weaknesses in evacuation plans, ensure compliance with licensing regulations, and build staff confidence in managing crisis situations. Ms. L. Chapman assisted me with the visit today. Currently this facility operates with a GS 110 Notice of Compliance that was issued 1/20/23. The center's compliance history was reviewed with the operator. The program’s compliance history was 100% as of 5/6/25. The notice of compliance was posted, and the restrictions were in compliance. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in the indoor and outdoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in morning outdoor time, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Fire (8/12/24) and sanitation (3/17/25) inspections remain current. I reviewed one new staff member’s file. The last fire drill was conducted on 3/27/25. Shelter and lock down drills were conducted on 4/17/25. The outdoor check list was conducted on 4/17/25. One violation was observed. This violation was corrected during the visit. The provider did ask questions pertaining to staying in compliance. One staff member who started on 3/31/25 did not have a signed acknowledgement with all the required information on their personal file prior to providing care to children. .0608(d)(1-4) Consultation and Technical Assistance We discussed staff records and surfacing for the outdoor environment. 10A NCAC 09 .0608 PREVENTION OF SHAKEN BABY SYNDROME AND ABUSIVE HEAD TRAUMA (1) the individual's name; (2) the date the center's policy was given and explained to the individual; (3) the individual's signature; and (4) the date the individual signed the acknowledgment. Each child care center shall review the policy with new staff members prior to the individual providing care to children. The acknowledgement of this review shall contain: 10A NCAC 09 .0605 OUTDOOR LEARNING ENVIRONMENT IN CHILD CARE CENTERS The depth of the loose surfacing material shall be based on the critical height of the equipment, which is defined as the maximum height that a child may sit, or stand, as follows: (1) equipment with a critical height of 5 feet or less shall have 6 inches of loose surface materials; 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS Plastic bags, toys, toy parts small enough to be swallowed, and materials that can be torn apart, such as foam rubber and styrofoam, shall not be accessible to children under three years of age. Jump ropes and rubber bands shall not be accessible to children under five years of age without adult supervision. Balloons shall be prohibited for children of all ages. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care.
