I was greeted by Casey Fowler, Director. This center currently operates with a GS-110 Notice of Compliance since 12/3/2004. As of 3/30/26, the facilities compliance score was ninety-eight (98) percent. A sanitation inspection was conducted on 10/15/25. This facility received a Superior classification and 4 demerits. This facility’s corporation status was verified current and active on the NC Department of the Secretary of State on 3/30/26. According to the sanitation inspection, lead in water was up to date as of 9/25/24 and the facility has no results for lead-based paint and asbestos testing. Ms. Fowler accompanied me on a walk-through of the classrooms. One-hundred-ninety-five (195) children were present. I monitored staff/ child ratios and supervision as I walked throughout the facility and found both in compliance. Children were participating in eating lunch, transitioning to nap, playing in centers and participating in group activities. Monthly fire drills and playground inspections were reviewed as well as quarterly disaster drills. The last fire drill was 3/17/26. The last disaster drill (lockdown) was 11/18/25. The last playground inspection was 3/31/26. A satisfactory fire inspection was completed on 10/24/25. There was one violation cited during today's visit. Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last lockdown drill was 11/18/25. .0604(u);.0302(d)(8) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) to achieve and maintain an eighteen-month compliance history score of at least seventy-five (75) percent. Any violations documented may impact the compliance history score. To maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. Please send me a correction letter by email stating how the violations were corrected. It must be submitted to me by 4/15/26. Include the following information in your correction letter: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number, the date the violation was corrected, and information regarding how the violation was corrected. I provided technical assistance regarding: Linking Criminal Background Checks – Staff need to log into the Criminal Background Check Portal on the DCDEE website and link to the facility license number. It is important to do this so staff at DCDEE can contact the center if a random criminal history check uncovers a staff member with a criminal charge or conviction working in a child care facility. It is also a way to for staff at the CBC Unit to keep you updated of the status of out-of-state checks if a new employee has a Provisional Qualification. Instructions on how to link to the facility was provided today. In the future, new staff need to link within five days of hire or transfer to your center. Review Criminal History Record Check Requirements for Child Care Centers in the NC Child Care Requirements 10A NCAC 09 .2703. Fire drills/emergency drills: Fire drills are required monthly. Document dates that you will conduct fire drills each month and have someone available for backup in case the person that usually conducts the fire drills isn’t present. Emergency drills are conducted every 3 months. Document the dates you plan to conduct the emergency drills and have someone available for backup in case the person that usually conducts the emergency drills is not present. We were greeted by Ms. Casey Fowler, director. This center currently operates with a GS-110 Notice of Compliance since December 3, 2004. Jen Jones, Child Care Consultant, accompanied me on the visit today. An approved fire inspection was conducted on September 19, 2024. The fire inspector is coming out by out to this program on October 24, 2025,and Ms. Fowler is going to email me a copy. The latest sanitation inspection was conducted on October 15, 2025, with a Superior score. The compliance history is 98% as of October 23, 2025. A full assessment of applicable child care requirements was conducted, I used the Annual Monitoring Checklist during today’s visit. Ms. Fowler accompanied us on a walk-through of the center and the playgrounds. We observed the children and gathered attendance. Children were participating in group activities, playing outside, preparing for lunch, eating lunch and napping. The classrooms are supplied with many activities and toys for the children. The infants were playing on the floor, napping, and having bottles. The playground has many items to promote vigorous play and room to run, also has shaded areas. All the classrooms were neat and organized. The staff/child interactions I observed were warm and caring. The playground is large and divided into age groups. Majority of the playgrounds have turf. There is plenty of mulch and shady areas too. Children have room to run, jump and other vigorous play. We reviewed a sampling of staff and children files. Program files were current and in order. Your signature on these forms will serve as verification that the information provided is accurate and complete. There was one violations cited during today's visit. Violation Number Comment Rule 856 The indoor and/or outdoor premises was not checked once a day, prior to initial use, ensuring debris, and broken equipment was removed and disposed of. The last indoor and/ or outdoor check was completed on April 2025. 10A NCAC 09 .0604(p) The above violations must be corrected immediately, and a letter must be email to me no later than November 06,2025 stating how the one item was corrected. This center currently operates as a GS-110. Ms. Casey Fowler, the assistant director accompanied me on the walk-through of the center. I gathered the attendance and observed children. The classrooms are neat and well organized. Some children were participating in activities with teachers, others were finishing up lunch and transitioning to rest time. Routines were being completed in the infant classrooms. All interactions I observed were warm and caring. The playgrounds have many activities and have plenty of room for vigorous play. The fence in-between the two year old and three year old playground has areas of protrusions at the bottom. A partial assessment of applicable child care requirements was conducted during today’s visit. I observed one violation of childcare rules during the visit today. Violation Number Comment Rule 824 Outdoor play area was not enclosed by fence with a minimum height of 4 feet. The top of the fence, less than six feet, was not free from protrusions. The fence in-between the two and three year old playground had areas of protrusions at the bottom. GS 110-91(6); .0605((i) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately.
