I used a checklist to note the requirements I monitored today. This NCPK currently operates with a Five-Star license, effective December 12, 2017. This elementary school has two NCPK classrooms. I observed the NCPK classrooms and gathered attendance. Today a total of twenty- eight children were present between both classrooms. When I arrived at the first NCPK classroom Ms. Hailey, LT, was engaged in a small group activity with children and Ms. Allan, TA, was engaged in a separate small group activity with children. The children were freely moving around to centers around the room. In the second NCPK classroom I was greeted by Ms.Shee, LT. She was sitting with a group of children working on a teacher lead activity. I observed routines, and children playing in centers. Children were moving freely through the classroom. The children cleaned up, washed their hands, and transitioned to small group time. The children then enjoyed a video of singing and moving, they moved along with the video, Ms. Shee, documents screen time. Children in both classrooms transitioned to lunch. All children eat in the classrooms. Tables were sanitized before children came to the table. The playground is outside both the doors of both classrooms, they have toys and activities they take outside. There is shade for the children. The area has room for gross motor play and vigorous play. All the interactions I observed were warm and caring. A Fire Inspection was conducted on January 30, 2024. The latest Sanitation Inspection was conducted February 12, 2025, with a Superior score. I reviewed a sampling of children’s files. I reviewed staff files and staff training. Your signature on these forms will serve as verification that the information provided is accurate and complete. Two violations of childcare rules was observed during the visit today. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In one of the NCPK classrooms four outlets were not covered. This violation was corrected during the visit. 10A NCAC 09 .0604(c) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. In both classrooms there was only one Shelter-in-place or lockdown drills practiced this school year. .0604(u);.0302(d)(8) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. Please send me a correction letter by email stating how the violations were corrected and how you plan to maintain compliance in the future. It must be submitted to me by March 21, 2025. Include the following information in your correction letter: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number, the date the violation was corrected, information regarding how the violation was corrected and how you plan to maintain compliance with the item number in the future. I used a checklist to note the requirements I monitored today. This NCPK currently operates with a Five-Star license, effective December 12, 2017. This elementary school has two NCPK classrooms. My supervisor, Meg Riddle accompanied me to the NCPK visit. The school’s office staff greeted us. A speech therapist walked with us to the classrooms. We observed the NCPK classrooms and gathered attendance. Today a total of thirty-two children are present between both classrooms. When we arrived at the first NCPK classroom we were greeted by Ms.Shee, LT. She was sitting with a group of children working on a teacher lead activity. We introduced ourselves and stated the reason for our visit. We observed routines, and children playing in centers. Children were moving freely through the classroom. The children cleaned up, washed their hands, and transitioned to the gym for active play. It is cloudy and at times drizzling rain. Children are to play outdoors every day. We reviewed the Child Care Weather Chart. The TA, Ms. Wilson was making copies for the classroom. She accompanied the classroom to the gym with Ms. Shee. The second classroom was engaged in a group activity with Ms. Hailey, LT. The TA. Ms. Gray was changing the linens on the children’s cots. Ms. Hailey has children with emergency medications. These children do not have the correct forms and one medication is out of date. I ask Ms. Hailey to use the medication forms from the DCDEE website for emergency medications. Action Plans are to be completed by the child’s health care provider and signed by them and the parent/guardian. The children were enjoying a video of singing and moving along with the video Ms. Hailey documents screen time. Children in both classrooms transitioned to lunch. All children eat in the classrooms. Tables were sanitized before children came to the table. The playground is outside both the doors of both classrooms, they have toys and activities they take outside. There is shade for the children. The area has room for gross motor play and vigorous play. All interactions I observed were warm and caring. A Fire Inspection was conducted on December 14, 2023, and I have a copy. The latest Sanitation Inspection was conducted September 25, 2023, with a Superior score. I reviewed a sampling of children’s files. I reviewed staff files and staff training. CBC’s are current. Ms. Shee will complete the staff and training worksheet and email it to me this afternoon. Your signature on these forms will serve as verification that the information provided is accurate and complete. The center’s compliance history is 92% as of April 9, 2024 Three violations of childcare rules was observed during the visit today. Violation Number Comment Rule 841 Medications including prescription and non-prescription items were not stored in a locked cabinet or other locked container. A staff member had medication on her desk. She locked it up while I was there. 15A NCAC 18A .2820(d) 843 A drug or medicine was administered after its expiration date. A child has an expired epi-pen. The medication had not been given to the child. In case of an emergency the child does not have unexpired medication. 10A NCAC 09 .0803(1)(d) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. A staff member was eating takeout food this morning while sitting with a group of children during an activity .0901(i) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. These NCPK classrooms are cohort #1 cohort to have the assessment of their rated license. July 1, 2023-June 30, 2024, is their preparation year and July 1, 2024-June 30 is their assessment year. A visit will be conducted in the fall of 2024 to provide the application for the ECER’s. I suggested using the website for NCRLAP, their website is ncrlap.org, there is very helpful information on their website to prepare for the assessment.
