The last annual compliance visit was conducted on . An Annual Compliance Monitoring Checklist for FCCH checklist was not used to note the requirements I monitored today. The facility has an 18-month compliance history of 100% as of 3/16/26. The facility operates with a three-star license issued 6/13/24. The facility is licensed to provide 1st and 2nd shift care. Criminal Background check for the operator is expired as of 3/3/26. Upon arrival I was greeted by Kimberly Eaton. Ms. Eaton, Owner/Operator, and five (5) children were present during today’s visit. I walked through the indoor and outdoor spaces of the home that the children use during the visit. A partial assessment of child care requirements was monitored today. I observed the children playing in centers, with magnetic blocks and cars and maps. Upon arrival the children were excited to tell me about drinking green milk for St. Patrick’s Day. Ms. Johnson interacted with the children in a pleasant manner. Monthly fire drills and playground inspections were reviewed as well as quarterly disaster drills. The last fire drill was 3/6/26 The last disaster drill (shelter in place) was 2/6/26. The last playground inspection was 3/11/26. Ms. Eaton received first aid and CPR training 2/17/26. There were two violations cited during today’s visit. Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The provider's CBC expired 3/3/26 G.S. 110-90.2 & .2703(n) & (o) 1846 An individual over the age of 15, who resides in a family child care home or a center located in a residence on a permanent or temporary basis, or those who had their 16th birthday after the initial licensing of a family child care home; did not complete and submit required forms within five business days. There is a 16 year old living in the home that does not have a CBC. G.S. 110-90.2 & .2703(q) To maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. Please send me a correction letter by email stating how the violations were corrected and how you plan to maintain compliance in the future. It must be submitted to me by 4/1/26. Include the following information in your correction letter: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number, the date the violation was corrected and information regarding how the violation was corrected. Technical Assistance was provided on: Criminal background checks (CBC) are completed to protect the children from abuse and reduce liability risks. The CBC process must be completed before a person can begin work; therefore, a Qualification Letter must be on file prior to employment. Any employee in a licensed child care facility who is ever left alone with a child or group of children for any length of time must have a background check completed through the Division of Child Development and Early Education (DCDEE). A CBC must be completed every five years. An expiration date is listed on each Qualification Letter. Submissions can be made six months before the expiration date. Operators will need to be proactive and make staffing decisions and arrangements in advance to avoid non-compliance with this and other DCDEE staffing requirements. Having applicants submit a copy of their Qualification Letter along with their resume and application can facilitate a shorter selection and hiring process. Criminal background checks must be completed online. To complete online criminal background check applications, go to www.ncchildcare.nc.gov/general/dhhscrc.asp. The $26.50 payment is a part of the online criminal background check application process. Fingerprints must be completed through LIVESCAN at your local county sheriff’s office. If you have any questions regarding the criminal background check process, dial 1-800-859-0829 and ask for the criminal background unit.
