A checklist was not used to note the requirements I monitored today. This facility currently operates with a five-star license issued 11/25/24. Their NAEYC accreditation is valid until 11/1/28. This facility has a 94% compliance score as of 2/3/26. The last annual compliance visit was on 8/28/25. The last sanitation visit was 2/3/26 with a superior rating and 0 demerits. The facility is current and active on The Secretary of State website as of 2/3/26. The facility was checked for lead in water on 7/18/24. Upon my arrival, I was greeted by Quana Taylor, Assistant Director. I informed Ashley Flowers, Director, of the purpose of today’s visit. Ms. Flowers gave me the necessary paperwork I needed to complete today’s visit. The last fire drill was conducted 1/15/26. The last emergency drill (shelter-in-place) was conducted on 12/23/25. The last playground inspection was completed on 1/30/26. Eighty-four (84) children were present during today’s visit. Ms. Flowers and I observed the indoor spaces. Due to inclement weather, the outdoor space could not be observed. I observed both staff/child ratio and supervision and found both to be in compliance. During today’s visit, I observed children playing in centers, eating lunch, and participating in group time. In one classroom the children were at group time participating in a sign language activity. All staff/child interactions were warm and nurturing. All medication and hazardous items were out of the children's reach. In one classroom medication was expired. I reviewed one staff folder for a new employee. All paperwork was complete. There was one violation cited during today’s visit. Violation Number Comment Rule 843 A drug or medicine was administered after its expiration date. In one classroom a bottle of Desitin expired 10/25. 10A NCAC 09 .0803(1)(d) Because the violation was corrected during the visit, no correction letter is needed. I provided technical assistance regarding: Medication expiration dates: In order to track when medications expire, list the expiration date on the permission to administer medication form. A chart can also be used that lists all medications and the their expiration date. Linking Criminal Background Checks – Staff need to log into the Criminal Background Check Portal on the DCDEE website and link to the facility license number. It is important to do this so staff at DCDEE can contact the center if a random criminal history check uncovers a staff member with a criminal charge or conviction working in a child care facility. It is also a way to for staff at the CBC Unit to keep you updated of the status of out-of-state checks if a new employee has a Provisional Qualification. Instructions on how to link to the facility was provided today. In the future, new staff need to link within five days of hire or transfer to your center.     Name of Operation: KINDERCARE LEARNING CENTER Facility ID: 41002408 Consultant: SAMANTHA MCLEOD Operation Type: Center Case Number: Visit Date: 9/11/2024 Number Present: 84 Completed Date: 9/11/2024 Age: From 0 To 4 Total Minutes: 390 Time In: 09:45 AM Time Out: 04:15 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s visit was to monitor for compliance during an annual compliance visit. A checklist was used to note the requirements I monitored today. Ericka Bailey, Child Care Consultant was present and assisted me during today’s visit. This center currently operates with a Four Star license issued on April 15, 2022. This facility is also NAEYC accredited. This accreditation expires on November 1, 2028. Upon arrival to the facility, I was greeted by the Center Administrator, Ms. Ashley Flowers. Ms. Flowers assisted me during my visit today. A walk-thru of the indoor and outdoor spaces used by the children was monitored. Eighty-four (84) children were present during today’s visit. During today’s visit we observed the children during center play, small group activities and during outdoor play. Several diaper changes were observed, and one infant feeding was observed during today’s visit. The teachers were observed reading books to the children and singing songs with the children. Positive interaction was observed between the staff and the children. I monitored staff/ child ratios and supervision as I walked throughout the facility and found both in compliance. A sanitation inspection was conducted on June 18, 2024. This facility received a superior classification and nine (9) demerits. Monthly fire drills and playground inspections have been documented as well as quarterly disaster drills. A satisfactory fire inspection was completed on February 29, 2024. This facility was approved for daytime care only. This facility’s corporation status was verified current on the NC Department of the Secretary of State on September 11, 2024. The following violations of childcare requirements were cited today. Violation Number Comment Rule 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In the space for infants a bottle of "Febreze" was not stored in a locked cabinet. Also a bottle of sanitizer was left in the hallway and not stored out of reach from the children. .2820(b) 847 Parent's medication authorization did not include required information. 10A NCAC 09 .0803(4)(6-9) 1052 Staff required to receive on-going training had not completed the required number of hours according to their education and experience. Several staff members did not complete the required amount of training for 2023. It was corrected by using training completed in 2024. .1103(a) 1898 Staff did not complete the health and safety training within one year of employment. One staff member did not complete health & safety training within one year as required. .1102(a) Child Care facilities must maintain compliance with applicable childcare requirements at all times. In order to maintain compliance with North Carolina childcare laws and rules, the above violation must be corrected immediately. Please send a letter of compliance stating how the above violation was corrected and what you will do in the future to prevent this violation from being cited. Please email me this letter by September 25, 2024. CONSULTATION AND RESOURCES: Technical assistance regarding how to achieve and maintain compliance was offered. Health & Safety Requirements were also reviewed. **As a reminder the following items must be included in the Health File for each employee: Annual Health Questionnaire, initial medical Assessment and TB test as well as any other medical information the employee has on file. MEDICATION: Medicines can be crucial to the health and wellness of children. They can also be very dangerous if the wrong type or wrong amount is given to the wrong person or at the wrong time. Prevention is the key to prevent poisonings by making sure medications are inaccessible to children. Prescribed medications as well as over the counter (OTC) medicines, must be labeled properly when brought to the childcare facility by the parent/guardian. The medication must be in the original container (with a label that includes the child’s name, date filled, prescribing clinician’s name, pharmacy name and phone number, dosage/instructions, and relevant warnings). It is important that all medications properly contain the child’s first and last name on the medicine and the box (if applicable) to avoid a child receiving the wrong medication (this also includes OTC medication). We discussed in detail options to assist you with monitoring on a more consistent basis for compliance with medication requirements in your classrooms. I recommended that you keep a tracking log available for review that lists the medications (prescribed/over the counter) in each classroom. The tracking log could include the medication, the date it expires and when to notify the parents. It is also recommended that you complete at least monthly checks of the classrooms to ensure all required forms, authorization and action plans are current and accessible. OUTDOOR LEARNING ENVIRONMENT: During today’s visit we discussed your outdoor spaces. It was recommended that you consider adding additional learning experiences to the play space. We discussed bringing various learning centers to the outdoor space such as music, dramatic play and blocks. By adding these additional materials, it will give the children enhanced experiences in the outdoor area. ANNUAL TRAINING REMINDERS: All staff members that have responsibility for planning and supervision of a childcare program; as well staff who work directly with children must complete in-service training annually. The required number of in-service training hours to be completed yearly is based on the education and/or experience of each individual staff member. --Please use the Record of In-service Training Chart to keep track of your training completed each year. (It is recommended that you use one sheet for each year). Also have at least two years available for review (current year and previous year). --CPR & First Aid training must be completed within 90 days of hire and be completed every two years. Please make a copy of your CPR and First Aid card for your file. CPR & First Aid training cannot be counted towards annual in-service training requirements. --SIDS training must be completed within 60 days and can only be counted once every three years. (For required staff members). --BSAC training must be completed within 3 months of hire (for required staff members) BSAC training does not need to be completed again. --Playground Safety training must be completed by one staff member within the first 6 months of hire (This must be the staff member who is completing the monthly playground inspections) --Health & Safety Training is required within the first year of employment for all staff members expect those who do not have direct caregiver responsibilities. (This training must be completed once every 5 years). -- Recognizing and Responding to Suspicions of Child Maltreatment training must be completed within 90 days of employment by ALL staff members. --If you receive more than the required number of hours required, you may only carry forward half of what you are required for the next year. Lead Teacher Training reminders: (Preservice) -If you hire a LT without NCECC and they do not have 1 year of experience; they must complete 20 hours of training within the first six months (in addition to all other training requirements). --They also must enroll in EDU 119 within the first six months and complete NCECC within 18 months. Teacher Training reminders: (Preservice) --If you hire a Teacher without NCECC and they do not have at least 1 year of experience; they must complete 20 hours of training within the first six months (in addition to all other training requirements) For the complete rule reference and further clarification please refer to the following sections in Chapter 9 of the Child Care Rules .0710; .1102; .1103; .1105 & .1109 RATED LICENSE UPDATE: The Governor signed Senate Bill 425 (now Session Law 2024-34), Health and Human Services Omnibus Bill, which includes the Quality Rating Improvement System (QRIS) Modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. Hold Harmless provisions have been extended and star rated license assessments for licensed child care providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. During today’s visit you expressed interest in updating your current Star license to reflect your NAEYC accreditation status. Once the violations from today’s visit have been corrected, I will assist you processing this change. UPDATED RULES: Effective January 1, 2024, we have new/updated rules posted on the DCDEE website. The changes relate to definitions; lead and asbestos for centers and family child care homes; building requirements for family child care homes; multi-unit child care centers; and criminal background checks.
