The last AC visit was conducted on 10/1/25. During today’s visit I met with Mrs. Angela Davis, Owner/Director and Ms. Rhonda Bittings, Assistant Director. The children were observed during free play, playing outside and transitioning to lunch. The teachers were all actively engaged and positively interacting with the children. Limited child care items were monitored during today’s visit: Supervision, Staff/Child Ratios, Approved Space, Items posted, permit posted and restrictions met, nutrition requirements and a sampling of age-appropriate activities and there were no new staff since the last visit. The following violations were cited during today’s visit: Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference, the activity plan for the classroom with 2 year old children was from October 2025. GS 110-91(12); .0508(a) 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook. The menu that was posted in all classrooms and entry way were all for January 2026. 10A NCAC 09 .0901(b) We discussed the following items of consultation during today’s visit: -Pathway to the stars information and what 5-star requirements are for the pathway that you are interested in, Classroom and Instructional Quality Pathway. We discussed all requirements for Family and Community Engagement, CQI, approved curriculum and approved assessments, along with the coaching/training requirements. You can find all required items in child care rule section .3200 on our DCDEE website. I am emailing you a link for approved curriculums and assessments, for 5 stars you must have both of these requirements. There is a free curriculum called Early Learning Matters, elmcurriculum.org You can find all QRIS information on our DCDEE website under the What's New tab, then QRIS modernization and scroll down to the handouts that we discussed. We discussed that you had ice storm damage and what has been done to fix the ceiling and wall, and that you have been using other classrooms while the damaged classroom is being fixed. Please remember that it is your responsibility to know and follow all child care laws and rules, even if they have not been reviewed with you. Your violations were all corrected during today's visit, therefore no compliance letter is required. You were given an opportunity to ask any child care related questions. A checklist was used to note the requirements I monitored today. Ericka Bailey, Child Care Consultant, accompanied me today. This center currently operates with a Five Star license, effective January 2, 2020. Upon arrival, we were greeted by Ms. Angela Davis, director. I stated the purpose of the visit and completed a walkthrough of the facility. Ms. Angela Davis accompanied us during the walkthrough of the indoor and outdoor spaces. A full assessment of child care requirements was conducted during today’s visit. There are four NC Pre K classrooms on site. There were 75 children present during the visit. The children were observed playing outside, completing bathroom routines, eating lunch, and resting. Two NC Pre K Classrooms were on a field trip to the pumpkin patch. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Monitoring Tool was reviewed today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. A selection of files was monitored for completed health assessments and developmental screenings. The center uses the Teaching Strategies instrument to document evidence of children's ongoing progress. The first day of school was 9-3-24. The classrooms operate from 7:30 am to 2:00 pm. A satisfactory fire inspection was conducted 01/31/2024. A sanitation inspection was conducted 02/07/2024resulting in a Superior classification. Playground inspections and emergency drills were current and documented. Today violations of child care requirements were cited. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In three classrooms electrical outlets and one power strip, not in use children did not have safety outlets or were not covered with safety plugs. It was corrected during the visit by the director placing safety plugs in the outlets. 10A NCAC 09 .0604(c) 1901 All administrators and staff did not complete a professional development plan within one year of employment, that included all the required information. Documentation of the professional development plans were not on file for review. .1104(1-5) The violations documented must be corrected immediately. A signed and dated letter of compliance must be emailed to me on or before November 5, 2024. The compliance letter should contain the following information: 1. Facility Name 2. Facility ID 3.
