I used a checklist to note the requirements I monitored today. This NCPK currently operates with a Five-Star license, effective May 20, 2018. I was greeted by Ms. Sarah Fields, TA that is subbing for teacher currently and Ms. Tracey Boker. Today thirteen children were present. I observed the NCPK classroom and gathered attendance. Children were participating in free play, story time and group activities. Ms. Fields and Ms. Boker were involved with the children and guiding the children with activities. The children washed hands and transitioned to lunch time. After lunch Ms. Fields and Ms. Boker engaged in dance movements due to early dismal. All interactions I observed were warm and caring. I was unable to monitor the playground due to ice and snow covering it. A Fire Inspection was conducted on December 05.2024. The latest Sanitation Inspections was conducted September 03, 2024, with a Superior score. I reviewed a sampling of children’s files. I was not able to review staff files. Your signature on these forms will serve as verification that the information provided is accurate and complete. The center’s compliance history is 99% as of January 21, 2025. I observed 2 violations of childcare rules during the visit today. Violation Number Comment Rule 1043 All staff records, except financial records, were not made available for review. One staff member records were not accessible for review during visit. G.S. 110-91( 9) 1757 A valid qualification letter was not on file and available to review at the facility. The sub in the classroom did not have a valid qualification letter on file for review. G.S. 110-90.2(b) & (d) & .2703(e) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. Please send me a correction letter by email stating how the violations were corrected and how you plan to maintain compliance in the future. It must be submitted to me by February 4, 2025. Included the following information in your correction letter: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number, the date the violation was corrected, information regarding how the violation was corrected and how you plan to maintain compliance with the item number in the future. This NC Pre-k currently operates with a Five-Star License effective May 30, 2018. This NC Pre-k operates in a DPI elementary school. This site has one NC Pre-k classroom. A partial assessment of applicable child care requirements was conducted during today’s visit. I was greeted by Ms. M. DeVane, the lead teacher, and Ms. Fields, the teacher’s aide. I observed children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. Thirteen children were present during today’s visit. Children throughout the classroom were participating in free play in activity areas. The caregivers were interacting and meeting the developmental needs for each of the children. The outdoor space was monitored, and one hazard was observed today. Outdoor inspections were documented monthly. A sanitation inspection was conducted on September 3, 2024, with a superior classification and 5 demerits. The last fire inspection was conducted on July 14, 2023. There were two items of non-compliance observed during the visit. It is your responsibility to know and follow all of the child care rules and requirements, even if they have not been explained to you. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last inspection was completed July 14. 2023. 10A NCAC 09 .0304(a) 1757 A valid qualification letter was not on file and available to review at the facility. One staff member has not completed a criminal background check. G.S. 110-90.2(b) & (d) & .2703(e) The violations documented above must be corrected immediately. A signed and dated letter of compliance must be emailed to me by November 11,2024, describing how and when the violation was corrected and how compliance will be maintained in the future. Please remember your letter should include facility name, facility ID, and original signature. During the visit I provided technical assistance regarding storage of emergency medication. Although emergency medications were stored properly, I reminded staff to always ensure emergency medications and required documents are always with the child. I also reminded staff that health issues could include allergies, asthma, or other chronic conditions that require specialized health services. I suggested fanny packs or backpacks for the teachers to wear while outside so emergency medications are near but not in reach of children. I reminded them that medication should also be placed back into the medicine cabinet or five feet above when teachers return to the classroom. Criminal background checks (CBC) are completed to protect the children from abuse and reduce liability risks. The CBC process must be completed before a person can begin work; therefore, a Qualification Letter must be on file prior to employment. Any employee in a licensed child care facility who is ever left alone with a child or group of children for any length of time must have a background check completed through the Division of Child Development and Early Education (DCDEE).
