Kayla Bradley, Operator, was on-site and available to answer and ask questions. Felecia "Hope" Edwards, Additional Caregiver, was also on-site while children were in care. Currently this center operates with a Temporary License, issued on 4/13/26. The restrictions include daytime care only, fireplace/woodstove not used during operating hours. Maximum capacity, ten (10) children. Ms. Bradley stated the facility began operation with children on 4/22/26. The business, God’s Gift’s Child Care LLC, is operating as a Limited Liability Company. The North Carolina Secretary of State website was reviewed today, and God’s Gift’s Child Care LLC is listed as current-active. Reminder that any changes in members may result in a change of ownership. If any changes to the business need to be made, then you must notify your consultant at least thirty (30) days prior to any changes occurring. The license cannot be bought, sold, subleased, transferred to another person or location or inherited. During this first Temporary Time Period visit, the caregiving space was monitored as well as the outdoor learning environment, materials, equipment and required posted items for meeting minimum licensing requirements. The last monthly fire drill was practiced on 5/5/26. A fire drill was not practiced in April 2026. The last approved fire inspection was conducted on 3/9/26. A shelter-in-place drill or lockdown drill is due to be practiced in July 2026. The last monthly outdoor checklist was completed on 5/5/26. The Emergency Preparedness and Response (EPR) plan was completed on 4/6/26. The Emergency Medical Care (EMC) plan was posted and current. Per Ms. Bradley, no incidents have occurred to require incident reports or the incident log. Five (5) children files were monitored. The personnel files for Ms. Bradley and Ms. Edwards were monitored. The program files were monitored. The FCCH Operator’s Statement of Responsibility was completed and signed on 4/8/26 during the initial assessment visit. The FCCH Verification of Required Information for Operator and Additional Caregivers was updated and signed by Ms. Bradley today during the visit. The children were observed eating breakfast, routine care and free play. The breakfast today was Chex cereal, raspberries, and milk. Sufficient materials were accessible to the children. The outdoor play area was organized and provided room for gross motor activities. There were no children with food allergies or special diets. Per Ms. Bradley, there are no medications The Initial Application for Assessment for a Two Component Star Rated License was provided by Ms. Bradley on 5/14/26. There is a contract with WNCSource for Early Head Start through 7/31/26. Children receiving subsidy vouchers cannot continued to be enrolled at the facility unless a three-star or higher rated license is achieved. A fire drill was not practiced in April 2026. .1719(a)(15) & .1721( e)(2) Technical assistance for correction plan: *Fire Drills – Item #1853 To achieve compliance, a written plan is needed to state how monthly fire drills will be practiced in any month children are in care. You stated you were not aware that a fire drill needed to be done in April since the program began operation during the month. Corrective Action Plan: All violations are required to be corrected immediately. However, if at any time you are unable to correct all violations within the specified time frame, please send a written statement regarding those violations that were corrected and include a specific plan for correction of the remaining violations. This will be monitored at the next temporary time period visit. **New and terminated staff notification requirement: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. Any household member over the age of fifteen (15) must have a DCDEE CBC qualifying letter on file at the home. Criminal Background Check Requirements All household members over the age of fifteen and staff associated with the child care facility must be assigned to the child care facility in the ABCMS portal. This will be monitored at the next temporary time period visit. **New and terminated staff notification requirement: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. We discussed that Ms. Edwards, additional caregiver, completed health and safety training over 12 months ago prior to the facility receiving the license. Ms. Edwards will need to complete applicable health and safety trainings again on or before 4/12/27. Reminder that medical reports and immunization are required to be on file within thirty (30) days of a child's enrollment. There is one child that began enrollment on 4/22/26 that does not have a child medical report on file. The parent will need to bring the medical report for the child by 5/22/26.
