G. Hunter, Administrator assisted with the visit. Forty-seven (47) children were observed in care today ranging from zero to five years old. Children were engaged in morning activities, free choice play with developmentally age-appropriate materials, interacting with the caregivers, outdoor play, and completing toileting, diapering, and hand washing routines. Interactions with caregivers were positive and nurturing. Currently this program operates with a Four-Star License earning five points in education, five points in program standards and one quality point for having a combined turnover rate of 20% or less for the administrator, program coordinator, lead teacher, teacher, and group leader over the last 12 months. The last sanitation inspection was completed on March 18, 2025, earning a superior classification. The last fire inspection was completed on December 27, 2024 and the center was approved for daytime care. The last annual compliance visit was completed on September 27, 2024. The following violations were documented today: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. Operator did not submit to DCDEE within one week of the inspection visit. 10A NCAC 09 .0304(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In space #3, a electrical outlet was not covered with safety plug while not in use located behind cubbies. 10A NCAC 09 .0604(c) Violations documented above must be corrected immediately. A signed and dated letter of compliance must be mailed to me by May 12, 2025 describing how and when the violations were corrected. TECHNICAL ASSISTANCE/CONSULTATION PROGRAM RECORDS: Fire Drills/Emergency Drills, Fire inspection, Sanitation report, First Aid/CPR Poster, Playground Outdoor Inspections, EMC Plan and License were reviewed and current. FIRE INSPECTION: I encouraged you to send the fire inspection form within one week of the inspection date. You submitted the fire inspection during the visit. Electrical Outlet: We discussed making sure all electrical outlets are covered with safety plugs at all times of the day. I suggested that teachers make sure they do a visual check before children arrive and at the end of the day to ensure all outlets are covered. You corrected this immediately during the visit. DCDEE WORKS: All staff should ensure they have an education qualification letter on file. Each staff member should create an account, apply for DPI teacher or DPI teacher assistant, and submit transcripts and licensure if not already done so. PROGRAM RECORDS: Fire Drills/Emergency Drills, Fire inspection, Sanitation report, First Aid/CPR Poster, Playground Outdoor Inspections, EMC Plan and License were reviewed and current. TRANSPORATION REQUIRMENTS: You stated the program does not transport children and field trips are not completed. MEDICATION AUTHORIZATION: You and the staff stated the program does not administer medication including diaper creams and ointment to children. SAFE INDOOR: An electrical outlet were uncovered without plug in Space #4. We discussed making sure all electrical outlets are plugged at all times. I reviewed with you how to access provider forms and documents. I encourage you to use the sign in/sign out sheet provided on the Division website. EARLY CHILDHOOD EQUIVALENCY EXAM: The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. DCDEE WORKS: New staff that has not had their education evaluated will need to create a WORKS account by accessing our website under the provider tab, then click DCDEE WORKS. Once account is created, staff should upload or submit original transcripts or certificates to the division for evaluation of their education. Existing staff who has completed additional college course work should also upload and or submit new transcripts. Staff should also apply for what position they want to be evaluated for. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. FIRE INSPECTION REPORTS: Fire inspection reports should be submitted to the Division within one week of the date the inspection was completed. The fire inspection report given to me today was dated January 5, 2023. I suggested setting an alert on a calendar (electronic or desktop) to remind you to submit the fire inspection when completed. ARRIVAL/DEPARTURE: Be reminded arrival and departure times must be documented for all children each day. It was recommended you or staff check the arrival and departure logs periodically throughout the day to ensure the arrival and departure times have been documented. This will ensure accurate times recorded and this requirement is met. SAFE INDOOR ENVIRONMENT: The environments used by children should always remain safe and healthy. Potentially hazardous items should be stored appropriately. Items labeled keep out of reach of children with no other warning labels should be stored at least 5ft. from the finished floor and inaccessible to children in care. Items with additional warning added should be stored in a locked space using an approved locking device. The caregiver removed the sanitizer and Clorox bottle and placed it on a shelf higher than 5ft. PLASTIC BAGS: Plastic bags were observed in children cubbies below 5ft. from the floor. The caregiver removed the plastic bags from the bubby and placed them in the bathroom on a shelf higher than 5ft. I reminded you plastic bags and small choking items cannot be in spaces with children under the age of three. RECOGNIZING AND RESPONDING TO SUSPICIONS OF CHILD MALTREATMENT TRAINNG: One employee hired on March 8, 2023, did not complete Recognizing and Responding to Suspicions of Child Maltreatment Training within ninety days of employment. The training certificate on file was dated November 15, 2021. I informed you the training was older than twelve months; therefore, the employee should have retaken it within ninety days of employment. I reviewed the child care requirements regarding health and safety which includes Recognizing and Responding to Suspicions of Child Maltreatment and verified it must be retaken as a new employment. EMERGENCY PREPAREDNESS AND RESPONSE (EPR) The EPR plan was not reviewed annually as required. the last documented date of review was in 2019. I reminded you the EPR plan must be reviewed annually and documentation presented verifying review. You completed the annual review during the visit and updated the review date in the Risk Management portal. FIRST AID & CPR TRAINING: The First Aid and CPR card on file for one employee was from an online course. When verified the agency was not on the approved organization list. I explained, for the course to be valid, meeting NC Child Care Requirements, a completion card/certificate is required that reflects successful completion of the course, following the approved organization’s standards for the specific course. I further shared while distance learning (pre-recorded training) is not permitted for CPR or First Aid, a blended learning course (including face-to-face and virtual instruction) is permitted; so long as the course received is from an approved training organization and the student’s competency has been evaluated by the instructor. To determine if an organization is approved, visit the Division’s website under the “Providers” tab. Then click training and professional development, health and safety and the link in the blue box that states be a smart consumer of first aid and CPR training. TRANSPORATION REQUIRMENTS: You stated the program does not transport children and field trips are not completed. MEDICATION AUTHORIZATION: You and the staff stated the program does not administer medication including diaper creams and ointment to children. UPDATED CHILD CARE RULEBOOK: I informed you an updated child care rulebook dated July 1, 2023 is located on the Division of Child Development and Early Education website. You can obtain training regarding clarification of the updated child care rules in MOODLE on the Division’s website. STAR RATED LICENSE: I informed you information regarding the preparation for the star rated license assessment process is located on the Division of Child Development & Early Education and North Carolina Rated License Project websites. I recommended you and staff visit ncrlap.org to obtain detailed information about how the process will be implemented and review prep year activities and ideas offered. More information will be provided regarding your programs rated license assessment timeframe. DCDEE RESOURCES: I recommended you periodically visit the DCDEE website at https://ncchildcare.ncdhhs.gov/ under the "What's New" tab to stay abreast of updated information provided. Be reminded you are responsible for maintaining compliance with all applicable child care requirements whether they have been discussed or reviewed with you in the past.
