C. Seward, Lead Teacher was present and available to assist. Currently, this facility operates with a Five-Star license issued on December 5, 2023. The center's last annual compliance visit was completed on February 18, 2025. A checklist was used to note the requirements I monitored during the visit. The last sanitation inspection was completed on March 25, 2025 earning a “Superior” classification and “4” demerits. The last fire inspection was completed on September 26, 2025, and was approved for day time care. Forty- one (41) children aged three (3) to five (5) years of age were present during the visit. Children were observed in free choice activities, screen time, eating lunch, eating pm snack, preparing for nap, napping, toileting, and handwashing. Lunch consisted of Corn Dog, sweet potatoes, peaches, and ,milk. PM snack consisted of Sweet whole grain crackers and apple juice. Staff interacted with children in a positive manner. This facility participates in the NC PreK program and is owned and operated by the NC Public Schools. NC PreK requirements were monitored during today’s visit. The monitoring tool was observed onsite. The following violations of child care requirements were documented. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Several staff members First Aid has expired. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. Several staff CPR has expired. .1102(d) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. Staff are not linked into the ABCMS system. G.S. 110-90.2 & .2703(r) The above violations must be corrected immediately. The letter must describe, in detail, specifically how each violation has been corrected and any supporting documents. CHILDREN AND STAFF RECORDS: Ten percent (10%) or more of children records were monitored. Children records reviewed were in compliance. Ten percent (10%) or more of existent staff files were monitored. Staff records reviewed were not in compliance. Staff members S. Nicholson, A. Liley, and S. Hargrove CPR and FIRST Aid trainings are expired. Staff members stated that they would go ahead and complete them immediately. During the visit staff member signed up for the next upcoming class held in March 2026. I encouraged you to request an extension for the correction letter. I am scheduling to come back on Monday February 9, 2026 to review and discuss QRIS with administrator and C. Seward. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. DCDEE WORKS: New staff that has not had their education evaluated will need to create a WORKS account by accessing our website under the provider tab, then click DCDEE WORKS. Once account is created, staff should upload or submit original transcripts or certificates to the division for evaluation of their education. Operational policies, and the summary of the law for NC should be given to parents and acknowledged. An application should be completed for each child enrolled. Parents should include on the application, whom the child can be released to, a health care professional, health professional contact number and a parent signature. Smoking and tobacco restriction and shaken baby policy should be reviewed and acknowledged by parents at enrollment. Health assessments should be completed and include dental, hearing and vision for NC PreK requirements. If not included, assessments should be completed and documented individually. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. Information will be shared with providers according to what cohort they are in. EARLY CHILDHOOD EQUIVALENCY EXAM: The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. CHALLENGING BEHAVIOR ASSISTANCE: Did you know assistance can be requested for help with handling challenging behaviors. The Healthy Social Behaviors in Child Care Centers Project (HSB) provides ideas to create a learning environment that can assist in preventing challenging behaviors. They provide free technical assistance, professional development, and they offer a variety of additional resources.
