This visit was conducted by Turkessha Casterlow, Childcare Consultant with Deja Dunn, Lead Teacher. Your program currently operates with a Three Star license. Restrictions include Daytime care only; No use of deadbolts during operating hours; Meets enhanced space. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on June 16, 2026, and Kidz N Progress Childcare Centers INC was listed as current and active. The program’s compliance history was 99% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children during free play and teacher directed activities. I observed materials and activities that were available to the children in the classrooms. Your program is currently researching a curriculum to use as you prepare for the new QRIS Pathways to the Stars. The last annual compliance visit was conducted on July 10, 2025. A sanitation inspection was completed on December 16, 2025, with a Superior classification. Program records and required postings were monitored. A fire drill was conducted on June 23, 2026. A shelter in place drill was documented on May 29, 2026. An outdoor inspection was documented on May 4, 2026. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. Storage and administration of medication were monitored. Medication authorization was monitored. You stated that you do provide transportation to and from field trips. During today’s visit, I monitored emergency information, permission to transport forms for all children being transported, and the bus log. I observed first aid kits and fire extinguishers on the vehicle. I monitored one vehicle today. I observed a 2008 Ford E-350 XLT, Tag #KBL-2601. This vehicle was clean, in good repair, had working seatbelts and had adequate tire tread. The vehicle inspection was current. Your next inspection date on this vehicle is due July 2026, and I was unable to verify the insurance on this vehicle. The following violations were cited during today’s visit: Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance).One staff members CBC expired on 8/21/25 and was not renewed until 9/4/25. G.S. 110-90.2(b) & .2703(n)&(o) 1739 All records required were not available for review by a representative of the Division. I was unable to verify the current insurance information for the vehicle. .2318(1-8) 1902 The professional development plan was not reviewed annually. The professional development plan did not consist of the required information. .1104 Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. A lockdown drill was documented on August 29, 2025. An outdoor inspection was documented on November 3, 2025. No new staff member was reported at this program. The following violations were cited during today’s visit: Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last documented lockdown drill was completed on August 29, 2025. A lockdown drill was completed while I was at the facility. .0604(u);.0302(d)(8) Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. This violation was corrected during the visit therefore a compliance letter is not necessary. Ms. Latasha and I discussed the requirements for the emergency drills. Additional Information/Consultation: • You must notify your consultant 30 days prior to changing the ownership status of your facility. • Preparing for North Carolina’s New QRIS System North Carolina’s Quality Rating Improvement System (QRIS) is being modernized to provide more flexible and equitable ways for programs to demonstrate quality. Soon you will begin to choose from three star-rating pathways: Program Assessment, Classroom & Instructional Quality Accreditation. This new approach allows programs to align their strengths with the pathway that best fits their operations. Now is the time to prepare. Programs should begin evaluating staff qualifications including updating staff education in NC Works, curriculum, and classroom interactions to determine the most suitable pathway. Updates to staff qualification standards and assessment tools are expected, and while current star ratings remain valid for now, all new ratings will be issued under the revised QRIS system. Your program’s quality should reflect not only compliance, but also a strong commitment to best practices, child development, and continuous improvement. A checklist was used to note the requirements I monitored today, and a copy was left with you. The last annual compliance visit was conducted 7/28/22. Currently this program operates with a three (3) star license, issued 7/20/18. The facility earned four (4) points in staff education, two (2) points in program standards, and one (1) quality point form programmatic options met. Deja Dunn and Latoya Poole assisted me today. I conducted an unassisted walk-through of the center. The last sanitation inspection was completed 5/17/23 with an ‘Approved’ classification and 18 demerits. The last fire inspection was conducted on 1/13/23. Children were observed engaged in large group activities outside, playing in activity areas, and routine care activities. Transportation is provided. A passenger van KBL-2601 is used for transportation. It was available and monitored for compliance today. A full assessment of childcare rules was conducted today. The following violation(s) were documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 524 When children 3 years and older were in care, screen time was not used to stimulate a developmental domain; was not limited to 30 minutes a day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. When children used screen time for gross motor activities, the time was not recorded on a screen time log. .0510(d)(2)(A-C) 1052 Staff required to receive on-going training had not completed the required number of hours according to their education and experience. J. Shaw was short three training hours. Copies of the training certificates must accompany the corrective action letter. .1103(a) 1232 Each employee's personnel file did not contain an annual staff evaluation and a staff development plan. The annual staff evaluation for J. Shaw was due by 6/20/23 and was completed 7/10/23. The annual staff development plan for J. Shaw was not completed. 10A NCAC 09 .0514(f) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. The training for J. Shaw was due by 9/20/22 and was completed 10/11/22. Technical assistance was provided. .1102(g) You were provided an opportunity to ask questions regarding interpretation and implementation of all childcare requirements. Each violation cited was discussed with Ms. Dunn. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or 8/8/23. CONSULTATION: DCDEE and NCRALP are beginning the process to resume rated license assessments. Your facility is in Cohort 1. You are currently in your preparation year which will end June 30, 2024. Ms. Poole and I discussed options for the center. If you would like to increase in stars, you will need to complete the rated license assessment with NCRLAP. This will be the initial assessment for this facility. You can contact me at any time to schedule a technical assistance visit to help you prepare for the assessment if you choose to complete it. The assessment completed prior to June 30, 2024 may be retaken during your actual assessment year of 2024-25 if you score below a 5. The annual staff evaluation for D. Dunn must be completed by 8/24/23. A copy of the screen time log was left with you today.
