L. Stevens, Early Childhood Coordinator, assisted me with the visit. Your program currently operates with a five-star license, issued 11/12/2021, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for having reduced group size by one in each group from the seven-point level as required in Rule .2818(c). The last annual compliance visit was conducted 2/13/25. The sanitation inspection was completed 11/15/25 with a “Superior” classification. The last fire inspection was conducted on 5/5/25. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent as of 1/23/26. This facility is owned by Craven County Schools. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and a preservice form has been provided for the new Principal to be completed. You visited the indoor and outdoor spaces with me. Children in the Developmental Day classroom were engaged in free play in activity centers and small group activities. A group of children sat at the table with a staff member and played with winter animals in a snow sensory table. A staff member assisted a child create a snowy owl craft with paint. The outdoor space was observed to have a music wall, sand box, stationary climber, riding toys, and balls for the children to engage in gross motor activities. The developmental day requirements in section .2900 of the child care rules were monitored for compliance. Children who receive developmental day services are currently cared for in space #1. The lead teachers assigned to this space have NC Birth-through-Kindergarten license and a Level III NCECAC with over ten years’ experience. I observed that the staff members have begun the three-month study and have been completing the thinking more about space and furnishings worksheet. The following violations were documented. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. A staff member hired on 1/7/26 had not completed a Criminal Background Check application. G.S. 110-90.2(b) 1321 Medical exam or health assessment record was not on file before or within 30 days after admission. McCoy, Principal, hired on January 7, 2026 and did not have a qualification letter on file. This information is the basis for meeting each child's physical, emotional, cognitive and social needs. When enrolling children into the facility, a medical report is needed within 30 days of enrollment. One of the two children’s files reviewed had an in complete medical report on file. We discussed the importance of having a medical report on file to know if the child has any allergies or medical conditions that require a medical action plan and medication. You stated that the school nurse is out of the office today and will speak with her to see if there is a completed copy in the nurse’s office. We discussed that the children’s application should be updated each school year to ensure that information is current. Use the Children’s File Checklist to document the child’s date of enrollment and the dates of all the documentation on the list to ensure that you have the necessary documents when they are due. Additional Comments: DCDEE WORKS: We discussed that a staff member needs to update their WORKS letters with their current education to gain updated letters. I provided you with instructions for account updates. Screen time: Today, we discussed that screen time should be used with intention and the minutes used should be documented on the lesson plan. You stated that that the classroom will receive a Tonie music/story box so that the screen will not be used to play music. B. Alexander, Lead Teacher, assisted me with the visit. Your program currently operates with a five-star license, issued 11/12/2021, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for having reduced group size by one in each group from the seven-point level as required in Rule .2818(c). The last annual compliance visit was conducted 2/26/24. The sanitation inspection was completed 11/15/24 with a “Superior” classification. The last fire inspection was conducted on 5/28/24. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety five percent as of 2/11/25. This facility is owned by Craven County Schools. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all the information is current. Children in the Developmental Day classroom were engaged in free play in activity centers and small group activities. A group of children sat at the table with a staff member and used stamp markers on paper. After free play, children completed personal care routines and danced on the carpet to music. The outdoor space was observed to have a music wall, sand box, stationary climber, riding toys, and balls for the children to engage in gross motor activities. The developmental day requirements in section .2900 of the child care rules were monitored for compliance. Children who receive developmental day services are currently cared for in space #1. The lead teachers assigned to this space have NC Birth-through-Kindergarten license and a Level III NCECAC with over ten years’ experience. I observed the children’s goal form that documents each child’s goals that they are continuing to work on. The following violation was documented. There was a large active fire ant hill located to the left of the stationary climber. Staff members reported that ant hills were treated but they relocate to another location. We discussed that the outdoor space needs regular treatment to keep the outdoor space free of active ant hills with ants that can bite the children. We also discussed that ant hills should be documented on the playground safety form and reported to management so that the ants can be treated immediately as this was seen during the last visit as well. Develop a plan to treat the outdoor space regularly to eliminate active ant hills and deter ant hills from being created. Additional Comments: Criminal Background Check: V. Howell’s criminal background check expires 3/18/25. We discussed completing the application immediately and I sent you the ABCMS Applicant Instructions via email during the visit. If you have not completed the online enrollment, online training, and initial survey, complete this for your facility as soon as possible. Fall injuries are the result of two things: 1) The height a child falls from and 2) The material/surface the child falls upon. Provide “soft” resilient surfacing under and around stationary playground equipment. Mulch under the stationary structures measured two (2) inches instead of the required six (6) inches. The teachers stated that a work order has been placed for mulch to be added under the stationary climbers. Swings shall have protective surfacing that extends two times the length of the pivot point to the surface below. The surfacing shall be to the front and rear of the swing. The surfacing beneath the swings extends fifteen (15) feet eight (8) inches, rather than the required eighteen (18) feet eight (8) inches. Today, I measured the length and width of the borders around the stationary equipment. I found that the width of the borders needs to be extended an additional three (3) feet for the swings, but an additional four (4) feet is needed so that there is six feet of surfacing to extend from the stationary structures. You stated that you will check the progress of the previous work order and will add an additional work order to extend the borders. Add mulch and extend the borders around the stationary equipment to provide adequate surfacing. ADDITIONAL COMMENTS/ REMINDERS: TRANSITION BACK TO RATED LICENSE ASSESSMENTS AND COHORTS To transition back to rated license assessments, the Division has created a two-year Cohort Model. All facilities are assigned to one of three cohorts based on their current rated license assessment due date. Each cohort will have a year for preparation and a year for assessment. (However, you are encouraged to begin preparations now so that you are ready when your cohort group is due!) Your child care center was due for a three-year rated license reassessment by 4/1/2023 and has been assigned to Cohort 2. The Cohort 2 Rated License Preparation Year is from 7/1/2024 – 6/30/2025. During your preparation year, if you are interested in having the Environment Rating Scales completed, review the ITERSR by obtaining the manuals for each classroom and looking for assessment related resources at ncrlap.org. Request technical assistance and training for your staff from Children & Youth Partnership for Dare County. You can request and complete an ITERS-R during your preparation year. If your scores help you meet or exceed your current star rating and you are ready to move forward with your rated license assessment, you may choose to do so during your preparation year. Your preparation year is also the time to work on staff education and ensure that WORKS accounts are completed and up to date for staff members. Look at options to help staff earn the NC Early Childhood Credential (NCECC) – EDU 119, Early Educator Certification, the new NCECC Equivalency Exam option available on Moodle. During your assessment year you may choose to complete the ITERS-R again at no cost even if you completed them during your preparation year. Use the feedback from your preparation year scores to create a plan to improve your scores. During this year, all education needs to be posted in Works. At some point during that year, you will have your rated license assessed.
