Michelle O’Kelley, Child Care Consultant, accompanied me during today’s visit. The last annual compliance visit was conducted on July 11, 2023. Your program currently operates with a five-star license, issued 2/24/23, earning 7 points in the education component, 7 points in the program standards component and 1 quality point: you have obtained an infant/toddler certificate. Your contact information on the Division of Child Development & Early Education (DCDEE) website was reviewed during today’s visit and all information is current. It is important to frequently check your email to remain informed about any new changes that have or may occur. A walk-through of the family child care home was completed today, all indoor and outdoor areas were monitored. Four (4) children and the provider were present when I arrived. Two (2) children were seated at a child sized table and two (2) were seated in high chairs in the kitchen. Oatmeal, applesauce, and milk was served. You fed one of the infants, while the other children fed themselves. After breakfast, personal care routines occurred including toileting and hand washing. The children gathered for story time in the designated childcare space. Afterwards the children participated in indoor free play. Learning materials were kept on low-lying shelves easily accessible to the children. The outdoor play area in the back yard provided additional space and materials to promote physical development and gross motor skills. The following violation was documented. Violation Number Comment Rule 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. On the floor of the unlocked kitchen pantry, two (2) plastic grocery store bags were observed. .1719(a)(18) * Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Your program’s compliance history was one hundred percent as of 3/18/2024. Any violation(s) documented today may impact the compliance history score. The following violation was documented and corrected during the visit, requiring no further action. Technical Assistance with Documented Violation (s): Plastic Bags – Plastic bags have been recognized for many years as a suffocation hazard. The U.S. Consumer Product Safety Commission (CPSC) has received average annual reports of twenty-five deaths per year to children due to suffocation from plastic bags. In child care facilities, plastic bags must be made inaccessible to children less than three years of age. On the floor of the kitchen pantry, I observed two plastic store bags containing cat food. You indicated, the cat food had been purchased this morning and you placed it in the pantry to keep Emmie (the cat) from gaining access to the food. Because the pantry door was unlocked, all its content was accessible to the children in care ranging from age 0-3 years old. You discarded the plastic bags during the visit and indicated moving forward, you will discard all plastic bags when removing the purchased items. Additional Comments/ Reminders: Be knowledgeable of the child care laws and rules, review the with your center staff, and assist your staff with maintaining compliance with the laws and rules. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation will allow facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. The family childcare home’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 7/10/23. Learning materials and activity area supplies were kept on low-lying shelves easily accessible to the children. The outdoor play area in the back yard provided additional space and materials to promote physical development and gross motor skills. The following violation was documented.
