C. Beaudoin, lead teacher, assisted me with the visit. Your program currently operates with a five-star license, issued 10/24/23, earning 7 points in the education component, 7 points in the program standards component (meeting all enhanced standards) and 1 quality point. Your program was also monitored for compliance with implementing an approved curriculum High Scope as required for all four and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted August 26, 2024. The sanitation inspection was completed on May 10, 2024, with a “Superior” classification. The last fire inspection was conducted on February 16, 2024, and your facility was approved for daytime care only. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. A selection of files was monitored. The facility uses the Teaching Strategies instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 9-4-24. The classroom operates from 7:25am to 2:00 pm. Parent conferences are held three times per year. In addition, a daily report is sent home to the parents which includes any information about the child’s day and any reminders. The environment rating scale score received on March 1, 2023, was 6.14. Upon arrival, the group was engaged in learning centers with cardboard blocks, dramatic play materials, play dough, Mr. Potato Head, puzzles, and books. Additional learning materials were stored on low, open shelves to make them easily accessible to the children. Children’s self-portrait and collage artwork were on display on the classroom wall. The outdoor play space included stationary and portable equipment including hula hoops, balls, rackets. Lunch was served in the cafeteria and included chicken nuggets, spaghetti, Caesar salad, carrots, Froote Jooce Freeze, and milk. The following violations were documented. L. Jackson, Teacher Assistant, assisted me with today’s visit. Your program currently operates with a license, issued 10/24/23, earning 7 points in the education component, 7 points in the program standards component (meeting all enhanced requirements and reduced ratios) and 1 quality point the programmatic option of staff benefits packages and infrastructure of parent involvement. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 2/16/24. This program is owned by Pitt County Schools. The license was posted, and the restrictions were in compliance. Upon arrival, children were engaged in indoor free play with carboard blocks, magnet tiles, dramatic play materials, paint, and sand play. Proper handwashing techniques were observed. Teachers moved around the classroom interacting with the children through positive language and problem solving. Teachers positioned themselves to have a full view of the children. I found supervision and staff/child ratios to be in compliance. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Fire and sanitation inspection reports were collected during the visit and remain current. Lunch was observed and consisted of cheeseburgers, macaroni and cheese, fries, banana, and milk. The following violation was observed. Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. Drills are conducted to ensure everyone knows what to do and where to go in the event of an emergency. You must conduct either a shelter-in-place or a lockdown drill every three months as well as a monthly fire drill. Drill records show the last lockdown drill was conducted on 10/19/23. You shared with me that you were completing drills with the school. Technical assistance was share today about conducting emergency drills independent of the school. Both individual drill and those done school wide can be documented on your drill log. Consider setting a reminder or posting a visual reminder to conduct a shelter-in-place or lockdown drill at least every three months. Reminders: Activity Plans – Activity Plans must be current, dated and posted where they are easily visible and include daily activities that meet the five developmental goals in the NC Foundations for Early Learning and Development. A copy of sub plans for the day was placed at the front of the classroom near the parent information board. You shared with me the teacher was out unexpectedly. Working ahead and planning lessons/activities at least one week in advance will allow plans to be finalized and ensure that all learning materials are available for upcoming lessons.
