K. Keyes, owner, assisted me with the visit. This facility was issued a temporary license on November 21, 2025, caring for no more than 30 children, 2 -12 years of age on first and second shift. You are also restricted to serve children under 2 ½ years of age in rooms with direct exits only. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and determined a change in telephone number was required. The information was updated during the visit. Contact me anytime you need to make any changes to your contact information, e.g., phone numbers, mailing address. This facility is owned and operated by The Scholars House Learning Center, LLC. The NC Secretary of State website was reviewed on 1/8/26 and The Scholars House Learning Center, LLC was listed as current- active. Your contact information on the Division of Child Development & Early Education (DCDEE) website was reviewed during today’s visit you indicated a change in the facility telephone number. I updated the information during the visit. It is important to frequently check your email to remain informed about any new changes that have or may occur. Children were participating in indoor and outdoor free play. I observed transitions and personal care routines. The caregiver was interacting and meeting the developmental needs for each of the children. The fenced outdoor play space located at the rear of the facility includes portable materials and trees for shade. Three (3) children records and all staff files were reviewed. Program records, including fire drills and monthly outdoor inspections were completed and current. You provide transportation and were in compliance with requirements. Lunch included mini-corn dogs, broccoli, oranges, wheat bread and milk. The following violations were documented; however, you corrected them during the visit. Violation Number Comment Rule 415 A current schedule was not posted for each group of children for reference. The activity plan posted in Space 1 was date March 2-6, 2026. GS 110-91(12);.0508(a) 1327 Accurate records were not maintained for all children. The attendance record in space 2 was blank for today’s date; however, three (3) children were present. G.S. 110-91(9) * Compliance History - Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The compliance history for this facility prior to today’s visit is 100%. The violation(s) documented may impact your compliance history score. Technical Assistance with Documented Violations: Activity Plans – Current activity plans must be posted in the classroom and must address four of the five domains as listed in the NC Foundations for Early Learning. This allows parents to see what the children are learning and extend the topic at home. The activity plan posted in Space 1 was dated March 2-6, 2026. You indicated the plans are kept on a different laptop that was not at the facility. You contacted a relative who brought the laptop to you, and you printed the current activity plan for the space. You stated a new laptop would be purchased to ensure you always have access to activity plans. Plans can be completed and printed weekly or monthly but must be current and rotate activities to include all five domains. It is also important to complete a walk-through of the facility at the end of day each Friday to ensure they are posted in each space. Attendance Records - Accurate attendance daily records must be maintained and always accurately reflect the number of children in care. The attendance record in space 2 was blank for today’s date; however, three (3) children were present. You appeared surprised by this and asked the lead teacher to complete the attendance record. You indicated it is typically done and were unsure of why it was not today. Completing a walk-through periodically throughout each morning would add an extra layer of accountability. Rated License Assessment - Discussions occurred today regarding the Pathways to the Stars. You indicated Pathway 2 -Classroom and Instructional Quality is your choice. We reviewed the Application for Assessment for a Rated License for Centers. Each tab within Pathway 2 was opened and reviewed. We also reviewed Education Standards for each position and star level. Please submit the application and supporting documents by April 10, 2026. WORKS - WORKS is a self-service applicant portal that will be used by an individual applicant to register and maintain their workforce information to support education requirements. The WORKS portal is available online and requires the user to create and maintain an individual North Carolina Identity Management (NCID) username and password. Electronic official transcripts can be submitted to the Workforce Education Unit from a person’s college or university provided the school participates with the National Clearing House. If not, then official transcripts must be mailed to the Workforce Education Unit at DCDEE for evaluation. All staff education should be current within four months of the six month temporary time period (April 1, 2026).
