D. Walston, administrator and K. Foskey, assistant, assisted me with today’s visit. Your program currently operates with a notice of compliance issued on 12/30/2019. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine percent as of 5/27/26. The NC Secretary of State website was reviewed on 5/27/26 and Sycamore Chapel Missionary Baptist Church's Tender Touch Childcare was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. Throughout the facility children rested on linen covered cots. The lights were dimmed, and teachers positioned themselves to hear and see children as they rested. Following naptime the children engaged in free play, and conducted care routines. Violation Number Comment Rule 856 The indoor and/or outdoor premises was not checked once a day, prior to initial use, ensuring debris, and broken equipment was removed and disposed of. There was a broken bucket and a torn foam football on the preschool playground. 10A NCAC 09 .0604(p) 1874 The Prevention of Shaken Baby Syndrome and Abusive Head Trauma policy was not reviewed with new staff prior to providing care with children and/or a signed acknowledgement with all the required information was not maintained in the staff person's file. A staff member hired on 6/2/26 was caring for children in classroom space #4. .0608(d)(1-4) The violations were corrected during the visit, therefore no further action is required at this time. Technical Assistance with violations documented: Staff Records: The health and safety of children requires that information regarding each staff working with the children be kept and available when needed. Staff records consist of various documentation to include emergency contact information. During the visit today one staff hired on 6/11/26, working in classroom space #4 did not have a signed acknowledgment of review of the facilities Prevention of Shaken Baby policy. You had staff review the policy during the visit. We discussed including this in the facilities staff handbook to ensure staff review it during orientation prior to caring for children. Outdoor Environment: The outdoor learning environment offers a sense of freedom for children. Children are able to play freely with peers, expand their imagination beyond restraints of indoor activities, release energy and explore their sense of touch, smell, taste and their sense of motion. It is important that the outdoor area is checked daily and proper upkeep is conducted to ensure the environment is safe for use. There were a broken bucket and a torn foam football. Additional Comments: Conversation with adults is one of the main channels through which children learn about themselves, others, and the world in which they live. While adults speaking to children teaches the children facts and relays information, the social and emotional communications and the atmosphere of the exchange are equally important. The future development of the child depends on his/her command of language. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-five percent as of 5/28/24. The NC Secretary of State website was reviewed on 5/28/2024 and Sycamore Chapel Missionary Baptist Church's Tender Touch Childcare was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, breakfast and personal care routines. Breakfast included cheese toast, honey dew melon, and milk.
