K. O’Neal, lead teacher, assisted me with today’s visit. Your program currently operates with a five-star license, issued 3/2/20, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced requirements and reduced ratios) and 1 quality point for the programmatic option of staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum, High Scope, as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 3/22/23. The sanitation inspection was completed 12/18/23 with a “Superior” classification. The last fire inspection was conducted 2/22/24 and your facility was approved for daytime care only. Upon arrival, children participated in indoor free play, including playdough, sand table, building with cardboard block and magnet tiles, and pretending to have a hair salon in the dramatic play area. Teachers moved about the classroom engaging in conversation and play with the children. Teachers were observed assisting children with problem solving strategies. The outdoor learning area offered a climbing structure, tricycles, balls and hula hoops to encourage vigorous gross motor play. Proper hand washing techniques were observed. Lunch was observed during today’s visit and included mozzarella cheese sticks with marinara sauce, sriracha chicken with brown rice, corn, green beans, and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teacher, K. O’Neal and teacher, C. Hardy. A selection of files were monitored for completed health assessments and developmental screenings. The facility uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 9-5-23. The classroom operates from 7:30 am to 2:00 pm. Parent conferences are held three times per year or as needed. You stated that you use the Class DoJo app and children’s weekly communication folders to communicate with parents any information about the child’s day and any reminders. The environment rating scale score received on 10/25/22 was 6.03. The following violation was observed. Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The drill log reviewed showed last lockdown drill was documented on 10/20/23. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 3/11/24, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. Drills are conducted to ensure everyone knows what to do and where to go in the event of an emergency. You must conduct either a shelter-in-place or a lockdown drill every three months as well as a monthly fire drill. Drill records show the last lockdown drill was conducted on 10/20/23. You shared that you had completed some shelter in place drills independent of the school, but they were not documented on the drill log. Technical assistance was share today about conducting emergency drills at least every three months. Both individual drills and those done school wide can be documented on your drill log. Consider setting a reminder or posting a visual reminder to conduct a shelter-in-place or lockdown drill at least every three months. Reminders: Be knowledgeable of the child care laws and rules and environmental health rules; review them with your staff and assist them with understanding and implementing them to maintain compliance and keep children safe and healthy.
