Your program currently operates with a five-star license, issued 1/6/20, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced requirements and reduced ratios) and 1 quality point for the programmatic option of staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum, High Scope, as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 2/24/25. The sanitation inspection was completed 1/27/26 with a “Superior” classification. The last fire inspection was conducted 9/9/25 and your facility was approved for daytime care only. One group of children was observed. Upon arrival, the group was seated on the carpet and engaged in a group discussion about the three bears. The teacher reminded the children of story elements: characters, setting, plot, problem and solution. The teacher assisted the children with recalling the previously read versions of ‘The Three Bears”. Children shared how the books were alike and different. The teacher read the book ‘Goldilocks and the Three Bears’ by Estelle Corke. After reading the book, the children identified the problem and solution in the book and shared how it was different from other versions they have heard. In centers, children made hibernating bears in caves with paper bags, cutouts of bears and leaves, slivers of brown paper, glue and cotton. In dramatic play, children used masks to act out the story of three bears. Teachers were observed rotating around the room, talking with the children and asking open-ended questions. Proper handwashing techniques were observed. Lunch was observed during today’s visit and included hotdog, grilled cheese sandwiches, fries, corn, vegetable soup, frozen fruit cups, and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. The current NC Pre-K staff are lead teacher, K. Smith, and teacher, M. Blow-May. A selection of files were monitored for completed health assessments and developmental screenings. The classroom uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. Family involvement activities/events are offered throughout the school year. The first day of school was 9-3-25. The classroom operates from 7:30 am- 2:00 pm. Parent conferences are held two times per year or as needed. You stated that you use the Class Dojo apps, newsletters, children’s weekly communication folders to communicate with parents any information about the child’s day and any reminders. The environment rating scale score received on 11/2/22 was 6.16. The following violation was documented Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. There were two open electrical outlets in the cafeteria. 10A NCAC 09 .0604(c) Compliance Verification: The violation cited was corrected during today’s visit. No further action is required at this time. Technical Assistance: Electrical Outlets- Approximately 2,400 children are injured annually by inserting objects into the slots of electrical outlets. All electrical outlets not in use that are in areas accessible to children must be protected with an outlet cover. Today there were two open electrical outlets in the cafeteria. You were able to add covers to the outlet when you noticed them. You shared the custodial staff tend to remove the covers when they use the outlets and do not always replace the outlet cover. Upon arrival to the school, complete a walkthrough to observe any potential hazards and address them immediately. Consultation: Pathways to the Stars- An Application for Assessment for a Rated License was received on January 12, 2026. An Environmental Rating Scales Assessment has been scheduled. During today’s visit we discussed how you are continuing the work you began during the three-month self-study and the technical assistance received from the QUEST Consultants. The room has been re-arranged to maximize supervision and give the children better access to the materials in the classroom. We discussed your current schedule and your path to the outdoor learning area. Reminders: Be knowledgeable of the child care laws and rules and environmental health rules; review them for understanding and implement them to maintain compliance and keep children safe and healthy. The most recent versions of child care laws and rules and environmental health rules in North Carolina, and What’s New information are available on the DCDEE website, www.ncchildcare.ncdhhs.gov. Check the designated facility email at least weekly to stay current with communication and email blasts from DCDEE. If your email is not the facility email, sign up for email blasts on the What’s New page for general information and communication from DCDEE. NCID- Did you know that if you do not login on any DCDEE platforms (e.g., Moodle, WORKS, CBC) for a period of 12 months, your account will be archived? An archived account cannot be reinstated. You will need to create a new one and then email all platforms (e.g., Moodle, WORKS, CBC) to merge accounts. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from eight to 14 characters. When you change your current password after Feb. 23, however, you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). North Carolina General Statute 14-208 requires sex offenders to register with the North Carolina Department of Justice. The law states that a sex offender shall not knowingly reside within 1,000 feet of the property on which any public or nonpublic school or child care center is located. This does not apply to child care centers that are located on or within 1,000 feet of property of an institution of higher education where the registrant is a student or is employed. All licensed child care centers must register to receive e-mail notification when a registered sex offender moves within a one-mile radius of the center. Upon arrival, the group was engaged in a whole group discussion about eggs. The Big Words of the Day were displayed on the board: oviparous and viviparous. The teacher explained the meaning of the words and children gave examples of oviparous and viviparous animals. The group transitioned to a small group activity, where children used crayons to draw a self-portrait. The classroom is arranged in learning centers including blocks, library, sensory table, art, dramatic play, tabletop manipulatives, science, and technology. Materials are stored in photo labeled bins on low-lying selves for easy access. The outdoor space offers a stationary climbing structure, tricycles, a sand box with sand toys, balls, bats and catch toys. Additional gross motor materials are stored in the storage barn on the playground for easy access during outdoor free play. Lunch was observed during today’s visit and included mozzarella sticks with marinara sauce, general tso’s chicken with brown rice, steamed corn, green beans, banana, and milk. One canister of Zep Disinfectant wipes were stored in the emergency bag, above five feet. .2820(b) Compliance Verification: Cited violations were corrected during today’s visit. No further action is required at this time. Technical Assistance: Storage of Hazardous Items- Please review child care rules regarding storage and accessibility of potentially hazardous items. Items labeled “Keep out of reach of children” with no other warnings must be stored at a minimum of five feet off the floor. Hazardous cleaning supplies, including those kept under pressure in an aerosol can, as well as medications must be kept in locked storage. The definition of locked storage requires that the lock be unlocked with some type of device such as a key or combination. Ensure that all cleaning supplies and other items labeled “Keep out of reach of children” are kept inaccessible while children are in care. Today there was one canister of Zep Disinfectant wipes stored in the emergency bag, above five feet in space #1. Thank you for moving the disinfectant wipes to locked storage during the visit. You shared that you did not know the wipes were in the bag, as they have designated storage in the supply closet. I suggested you display the Hazardous Items Storage for Child Care poster as a visual reminder of proper storage of chemicals and potentially 8hazardous items. Reminders: Be knowledgeable of the child care laws and rules and environmental health rules; review them with your staff and assist them with understanding and implementing them to maintain compliance and keep children safe and healthy.
