Name of Operation: VICTORY LEARNING CENTER Facility ID: 41002279 Consultant: CHERISSA ALSTON Operation Type: Center Case Number: Visit Date: 3/25/2026 Number Present: 30 Completed Date: 3/25/2026 Age: From 0 To 5 Total Minutes: 75 Time In: 10:15 AM Time Out: 11:30 AM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today’s routine unannounced visit was to monitor for compliance of child care rules. The last annual compliance visit was conducted on 8/21/25. This facility operates with a 3-Star license issued in 2024. Upon arrival, I was greeted by Angela Williams, Administrator. Deja Strickland, Assistant Administrator, was also present during the visit. I stated the purpose of today’s visit, and we completed a walkthrough of the licensed space. There were 30 children present today, ages 0-5 years old. Children were observed playing with plastic eggs with hidden shapes inside, engaged in group time and playing outside. There were two infants present, one was observed in a bouncer seat and the other was crawling around playing assorted toys. Required items were posted and current. I monitored documented sleep checks, arrival and departure times and attendance. Outdoor inspections, fire and emergency drills were current and documented. I monitored the following child care requirements today; Supervision, Capacity, CPR / First Aid, CBC Qualification, Storage of Hazardous Products, General Safety, General License Requirements, Program Records, License Posted, and Fire Safety. There was one item of non-compliance observed during today’s visit and one violation was cited. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. Two new employees Ms. Butler and Natalie, did not have a medical report on file. 10A NCAC 09 .0701(a) Violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 4/8/26, describing how and when the violation(s) were corrected. Please remember your letter should include facility name, facility ID#, and original signature. The letter can be emailed to cherissa.alston@dhhs.nc.gov. Lead in water testing was completed in 2025. A site visit was conducted for lead in paint and asbestos testing, you are waiting on results. This information was verified on the Clean Classrooms website. Thank you for your time today. Name of Operation: VICTORY LEARNING CENTER Facility ID: 41002279 Consultant: CHERISSA ALSTON Operation Type: Center Case Number: 0725-434L Visit Date: 8/12/2025 Number Present: 36 Completed Date: 8/12/2025 Age: From 0 To 10 Total Minutes: 60 Time In: 03:00 PM Time Out: 04:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Complaint Visit Announced/Unannounced: Unannounced The purpose of today's unannounced visit was to monitor for compliance of child care rules after receiving a report of violation of child care rules regarding nurture and care. After finishing the annual compliance visit, I told Ms. Williams I needed to discuss a complaint report I received. We discussed the details in the report and watched the video I received. Minimal child care requirements were monitored during today's visit. There was one violation cited during today's visit. Violation Number Comment Rule 902 Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. A teacher picked up a 23 month old child by their upper arms instead of under their arms. The teacher also moved the child by the upper arm to pull them back into the high chair. She also redirected the child by pulling on their arm near their elbow. G.S. 110-91(10) Findings: Today I spoke with Ms. Williams regarding a report I received stating that a teacher had handled a one-year old child roughly. Ms. Williams was aware of the situation, but did not think the child was handled roughly. I asked if there was video footage from that day, Ms. Williams stated there was not. I then let Ms. Williams know that I had received a portion of the video from that day. The portion I could view, showed the teacher lift the child up by his upper arms and carry him to the high chair. She later used his upper left arm and moved him back into the seat. A few minutes later you see the teacher grab the child again by the arm near the elbow and pulled him to redirect him to his chair at the table. I was unable to speak with the teacher, she no longer works at the facility. Based on the video, the report regarding nurture and care is substantiated. Violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 8/26/25, describing how and when the violation(s) were corrected.
