This program currently operates with Four (4) Star License issued 10/26/21 earning five (5) points in Education, two points (5) points in Program Standards and One (1) point in Quality for enhanced policies and parent involvement. Ms. Sharon Moore, lead teacher greeted me at the door. Ms. Moore assisted me during the visit. Ms. Nicole Davis- Charles, the director/owner, arrived shortly after my arrival. A partial assessment of applicable child care requirements was conducted during today’s visit. I completed a walk-through of the indoor and outdoor areas used by the children. There were thirty one (31) children present during today's visit. In Classroom 2a, I observed nine children sitting at tables completing morning snack. In Classroom 2b, I observed three children sitting in bouncy seats and two children sitting at a table. I observed the school age children playing outside, completing bathroom routines and participating in free choice activities. During today's visit one violation of the child care requirements was cited. Violation Number Comment Rule 1756 Enhanced staff/child ratios and group sizes were not met. There were 17 school age children (5 years - 10 years) present with one staff on the playground. Voluntary Enhanced Ratio: Staff/Children is 1 to 15. The second staff member was scheduled to arrive at work at 9AM but did not arrive until 10AM. 10A NCAC 09 .2818 Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. TA: Today Ms. Charles stated the one staff member was scheduled for 9AM but was late and four children were not scheduled to attend on today. She contacted the parent to pick up the children. Staff Child Ratio: A staff-to-child ratio is a measure of the number of children for whom each childcare provider is responsible. Because younger children need more direct one-on-one interaction, response, and supervision, staff-to-child ratios are lower for younger children than for older ones. Ratio and group size are two factors that are critical to a child’s health, safety, and development. Ratios and group sizes help ensure that a child gets enough one-on-one attention from an adult who is available to take care of each child’s unique needs. This responsive caregiving is extremely important to a child’s social and emotional development, physical well-being, and overall learning. Group sizes: Depending on the ratios the facility is required to meet; the group sizes will vary. Group sizes are in place so teachers can maintain supervision, and to ensure the safety of the children. You should be following the ratios based on the youngest child in the group throughout the day. This includes the first and last hour of the operating day. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
