I used a checklist to note the requirements I monitored today. This NCPK currently operates with a Five-Star license, effective June 8, 2018. There are four NCPK classrooms located in this elementary school. The classrooms are in a quad unit located on the school grounds. Classroom Q1 has thirteen children enrolled, and all thirteen were present today. I observed the children transitioning to outdoor play and lunch. The Lead Teacher is Ms. C. McNeal, and the Teaching Assistant is Ms. F. Teart is currently on leave; Ms. B. Aniyikaiye, a long-term substitute, was present in her place. I monitored the outdoor playground during this time. Snow remained on portions of the playground. Classroom Q3 has fourteen children enrolled, and all were present today. I observed the children participating in free-choice activities. The Lead Teacher is Ms. E. Rankin, and the Teaching Assistant is Ms. C. Hunt. Classroom Q0 has fourteen children enrolled, with twelve children present today. I observed children participating in water play, small-group activities, and free-choice activities. The Lead Teacher is Ms. A. Troxler, and the Teaching Assistant is Ms. J. Cornelius-Scott. Classroom Q2 has fifteen children enrolled, and all children were present today. I observed children participating in teacher-directed activities, free-choice activities, and small-group activities. Ms. P. Koffi is the Lead Teacher, and Ms. T. Thompson is the Teaching Assistant. The NCPK classrooms eat in their classrooms. All the interactions I observed were warm and caring. I reviewed a sample of children’s files and reviewed all staff files. Information on the staff and training worksheets was verified; however, these worksheets require updates. We agreed that the updated staff and training worksheets will be emailed to me by Friday, February 13, 2026. Your signature on these forms will serve as verification that the information provided is accurate and complete. A sanitation inspection was completed on September 9, 2025, and received a Superior classification. A fire inspection was conducted on October 17, 2025. Documentation of fire drills and quarterly disaster drills was available for review. The facility has an 18-month compliance history of 97%. Three items of noncompliance with child care requirements were cited during today’s visit. Violation Number Comment Rule 620 All walls and ceilings including doors and windows were not kept clean, free of visible fungal growth, and in good repair. In Q2 and Q3, peeling material was observed on the window sills. The surface was deteriorating and accessible to children. 15A NCAC 18A .2825(a) 721 All equipment and furnishings were not in good repair. In Q0 the blue child-size couch was observed with worn and deteriorating material. In Q2, the window blind was broken. G.S. 110-91(6); .0601(b) 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. The last documented playground inspection was 11/5/25. .0605(q) Childcare programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violations documented must be corrected immediately. A signed and dated letter of compliance must be emailed to me at sharon.y.williams@dhhs.nc.gov on or before February 24, 2026. The letter of compliance should contain the following information: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number. The date the violation was corrected. How the violation was corrected. 5. Signature of the person preparing the letter. If I do not receive your letter by February 24, 2026 a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Additional violations may be documented if the violations have not been corrected or addressed. Pathway to Stars Today, we discussed the Pathway to Stars. We discussed the updated rules in Section .3200 regarding the Standards for Two through Five Star Rated facilities. A new rule rollout module is now available on the DCDEE e-learning Moodle platform. The GCS Central Office Administrators have selected Pathway 1: Program Assessment for this program. I received your application packet and the ERS assessment has been requested. I used a checklist to note the requirements I monitored today. This NCPK site currently operates with a Five-Star license, effective June 8, 2018. There are four NCPK classrooms located in this elementary school. The classrooms are in a quad unit located on the school grounds. I was greeted by Ms. A. Troxler, LT and Ms. P. Koffi LT. Their classrooms were on the playground. Both of these classrooms came inside and the other two classrooms went outdoors. The playground received new mulch last weekend. The playground is shaded by trees and has climbing equipment. There is room for gross motor play and vigorous play. Playground inspections are current. A Sanitation Inspection was conducted November 1, 2024, with a Superior score. Fire drills and quarterly emergency drills have been conducted. A Fire Inspection was completed on November 1, 2024. The center’s compliance history is 95% as of February 25, 2025. Classroom Q1 has thirteen children enrolled, today twelve children were present. I observed the children transition to outdoor play and lunch. After lunch one of the students had a birthday party. The LT is Ms. C. McNeal, and the TA is Ms. F. Teart. Ms. Teart recently completed her CDA. Classroom Q3 has fourteen children enrolled and today all children are present. I observed the children transitioning to the playground. When I visited their classroom, the children had completed lunch and were resting. The LT is Ms. E. Rankin and the TA is Ms. C. Hunt. Ms. Hunt has completed her CDA. Classroom Q0 has fourteen children enrolled, today twelve are present. I observed children playing outdoors and transitioning back to their classroom. When visited their classroom children were resting. The LT is Ms. A. Troxler and the TA is Ms. K. Robinson. Ms. Robinson complete her AAS in Early Childhood Education and will graduate in May 2025 with her BA/BS in ECE. Classroom Q2 has fifteen children enrolled and all children are present today. I observed children playing outdoors and transitioning back inside. When I visited their classroom, the children had finished lunch and were resting. Ms. P. Koffi is the LT and Ms. T. Thompson is the TA. Ms. Thompson is enrolled in an AAS Early Childhood Education program. The NCPK classrooms eat in their classrooms. All the interactions I observed were warm and caring. I reviewed a sampling of children’s files. I reviewed staff files and the staff and training worksheet. Your signature on these forms will serve as verification that the information provided is accurate and complete. I observed one violation of childcare rules during the visit today. Violation Number Comment Rule 1044 Prior to the expiration n date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). One staff member has an expired CBC Qualification letter. She had a prior appointment for fingerprints, but weather cancelled it. She has another appointment March 4, 2025. G.S. 110-90.2(b) & .2703(n)&(o) The staff member with the expired CBC Qualification letter has an appointment for her fingerprints on March 4, 2025. She had a previous appointment that was cancelled due to snow/icy roads. A letter of correction is due by March 12, 2025. Please send your correction letter to Meg Riddle. I will send you her email.
