The last annual compliance visit was conducted on 3/12/2025. An Annual Compliance Monitoring Checklist for FCCH checklist was used to note the requirements I monitored today. The facility has an 18-month compliance history of 100%. You, Terry Anderson, Owner/Operator, assisted me with the visit. Your program currently operates with a Four-Star License effective March 01, 2019. The license was posted, and the restrictions were in compliance. I walked through the indoor and outdoor licensed spaces of the home that the children use during the visit. I observed the children eating, completing transition activities and interactions during center activities. Ms. Anderson interacted with the children in a pleasant manner. Two children were present. The last fire inspection was conducted on 4/25/2025 and your program was approved. I advised Ms. Anderson to contact her inspector prior to the expiration date to schedule the next visit. The owner/operator stated she used the battery- operated smoke detector to activate the drill. Shelter-in-Place or Lock Down Drills and Fire Drills were completed and current. Playground inspections were completed and current. Required items were posted and current. An Operator Statement of Responsibility and a Verification of Required Information for Operators and Additional Caregivers was completed and reviewed during the visit today. I reviewed two out of five children’s files. A full assessment of applicable child care requirements was conducted during today’s visit as per the attached checklist. There were three violations observed during today's visit. Violation Number Comment Rule 508 Operator did not successfully complete a first aid course as referenced in Rule.1702(b)(2) First aid training was not renewed on or before the expiration of the certification. Two staff had expired first aid training. .1703(a)(2) 511 Operator did not successfully complete a CPR course as referenced in Rule.1702(b)(2) CPR training was not renewed on or before the expiration of the certification. Two staff had expired CRR training. .1703(a)(3) 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The expiration date of the qualification letter for Ms. Anderson is dated 2/3/2026. G.S. 110-90.2 & .2703(n) & (o) Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 3/16/2026, describing how and when the violation(s) were corrected and how compliance will be maintained in the future. We discussed the following items of technical assistance today: Criminal background checks (CBC)- A CBC must be completed every five years. An expiration date is listed on each Qualification Letter. Submissions can be made six months before the expiration date. Operators will need to be proactive and make staffing decisions and arrangements in advance to avoid non-compliance with this and other DCDEE staffing requirements. To complete online criminal background check applications, go to www.ncchildcare.nc.gov/general/dhhscrc.asp. The $26.50 payment is a part of the online criminal background check application process. Fingerprints must be completed through LIVESCAN at your local county sheriff’s office. If you have any questions regarding the criminal background check process, dial 1-800-859-0829 and ask for the criminal background unit. We also reviewed the application and forms required on the website during the visit today. https://ncchildcare.ncdhhs.gov/Provider/Provider-Documents-and-Forms *It is important to start working on this now and begin familiarizing yourself with the forms/process. Professional Development Plan - Family Child Care providers are required to complete their plan with all requested information completed. This is also a place to document your Coach/Mentor that you will use for your Pathway #2 choice. Transportation - Motor vehicle crashes are the leading cause of death in children two to fourteen years of age in the United States. For this reason, it is essential to ensure children’s safety by requiring caregivers to fully comply with transportation requirements. During our last monitoring visit, you indicated that you would like to begin transporting children. I reviewed all rules and regulations with Ms. Anderson prior to today’s visit to ensure compliance. Transportation was monitored during the visit today. Asbestos Hazards - 10A NCAC 41C .1001 through .1007 and 15A NCAC 18A .2816 require all child care facilities (homes and centers) to test for lead in drinking, water, identify lead-based paint hazard, and mitigate or restrict access to identified hazards. The Clean Classrooms for Carolina Kids program is designed to identify and eliminate exposure to lead and asbestos hazards in building infrastructure, while providing child care facilities with the support needed to meet all rule requirements. Ms. Anderson has completed the process for the inspection and provided information and results during the visit today. Ms. Anderson plans to follow up to ensure no additional requirements are needed. Linking Criminal Background Checks – Staff need to log into the Criminal Background Check Portal on the DCDEE website and link to the facility license number. It is important to do this so staff at DCDEE can contact the center if a random criminal history check uncovers a staff member with a criminal charge or conviction working in a child care facility. It is also a way to for staff at the CBC Unit to keep you updated of the status of out-of-state checks if a new employee has a Provisional Qualification. Instructions on how to link to the facility were provided today. In the future, new staff need to link within five days of hire or transfer to your center.
