The last Annual Compliance was conducted on 8/13/2025. P. Holmes-Watson, Administrator, assisted me with the visit. There were fourteen children present. I reviewed copies of CPR and First Aid Certifications, Infant and Toddler/Sudden Infant Death Syndrome Certifications, Criminal Background Qualifications Letters for the owner/operator, and household members. Outdoor inspections and emergency drills were current and documented. Required items were posted. One violation was observed today. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Qualification letters for two staff were expired. G.S. 110-90.2(b) & .2703(n)&(o) 1757 A valid qualification letter was not on file and available to review at the facility. Two staff were without a qualification letter. G.S. 110-90.2(b) & (d) & .2703(e) The violation documented must be corrected immediately. On or before 03/16/2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware that any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. We discussed the following items of technical assistance today: Criminal background checks Any employee in a licensed child care facility who is ever left alone with a child or group of children for any length of time must have a background check completed through the Division of Child Development and Early Education (DCDEE). A CBC must be completed every five years. An expiration date is listed on each Qualification Letter. Submissions can be made six months before the expiration date. Operators will need to be proactive and make staffing decisions and arrangements in advance to avoid non-compliance with this and other DCDEE staffing requirements. Criminal background checks must be completed online. To complete online criminal background check applications, go to www.ncchildcare.nc.gov/general/dhhscrc.asp. The $26.50 payment is a part of the online criminal background check application process. Fingerprints must be completed through LIVESCAN at your local county sheriff’s office. If you have any questions regarding the criminal background check process, dial 1-800-859-0829 and ask for the criminal background unit. We discussed the following consultation items today: In the two-year-old's classroom, chairs were initially stacked in front of the fire exit. During the visit, the teacher relocated them to another area. I reminded you that beds stored in the classroom must be placed in areas or spaces not used by children during center play. QRIS Modernization Pathway 2- CLASSROOM AND INSTRUCTIONAL QUALITY For more information visit: https://ncchildcare.ncdhhs.gov/Provider/Licensing/Star-Rated-License/QRIS-Modernization Education- We reviewed staff education in the Workforce Online Reporting & Knowledge System and discussed options for your possible star level, using the Education Standards. Approved Curricula – The NC Child Care Commission 2025-2026 Approved Early Childhood Curriculum was emailed to you during the visit today. Formative Assessments- The link to the approved formative assessments is: https://ncchildcare.ncdhhs.gov/Services/NC-Pre-K-Program/Formative-Assessment Professional Development Plan- Family Child Care providers are required to complete their plan with all requested information completed. This is also a place to document your Coach/Mentor that you will use for your Pathway #2 choice. Application For Assessment for a Rated License for Center – Together we reviewed the application for Pathway #2 CLASSROOM AND INSTRUCTIONAL QUALITY. NC WORKS- All staff need to have updated information in NC WORKS showing their most recent education. This information will be needed for the QRIS Rated License and will be determined by the information available in WORKS. The Workforce Education Unit has recently updated and added resource documents to assist individuals with all Workforce Education Unit processes.
