There are two NCPK programs located in this public elementary school. This NCPK program currently operates with a Five-Star License effective May 21, 2018. I was greeted by the school office staff and signed in. A partial assessment of applicable child care requirements was conducted during today’s visit. I reviewed the staff and training worksheet. Ms. K. Miles lead teacher, and Ms. F. Baldwin the assistant teacher greeted me when I entered their NCPK classroom. I observed the children participating in a group gross motor activity, completing bathroom routines, eating lunch and transitioning to rest time. The classroom is organized with many items for play and activities. The outdoor area has riding toys, and the teachers take out activities for outdoor play as well. There are sixteen children present today. The second classroom I was greeted by Ms. J. Donaldson and Ms. D. Villanueva. The children were eating lunch in the classroom. There are fifteen children present today. All the interactions I observed were warm and caring. Today two violations of child care requirements were cited. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). F. Baldwin did not complete and submit required forms to complete a criminal background check. The qualification letter expired on 6-29-25. G.S. 110-90.2(b) & .2703(n)&(o) 1757 A valid qualification letter was not on file and available to review at the facility. A valid qualification letter was not on file and available to review at the facility for F. Baldwin and D. Villanueva. G.S. 110-90.2(b) & (d) & .2703(e) Childcare programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violations documented must be corrected immediately. A signed and dated letter of compliance must be emailed to me at sharon.y.williams@dhhs.nc.gov on or before September 26, 2025. The letter of compliance should contain the following information: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number. Date the violation was corrected. How the violation was corrected. 5. Signature of the person preparing the letter. If the letter of compliance is not received on September 26, 2025, a follow-up visit will be conducted. Today in Space #49, the qualification letter for F. Baldwin expired on 6/29/25. I checked the criminal background check in the ABCMS system and F. Baldwin was previously qualified to work in child care on 6/29/20. Qualification letters are valid for five years from the date on the qualification letter. In Space #50 a letter for D. Villanueva was not on file for review. In the ABCMS system, D. Villanueva was previously qualified to work in child care on 9/3/21. Pathways to the Stars The Pathways to the Stars transition will begin soon. A rule roll out module in the DCDEE e-learning Moodle platform is now available. On September 8, 2025,the new rules in Section .3200; Standards for Two through Five Star Rated Licenses were discussed with the school's central office, The central office will decide which pathway your facility will choose. Today we discussed the 3 Pathways to the Stars. You can review the information on the DCDEE website. Thank you for your cooperation during today's visit. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
