    Name of Operation: BABY'S WORLD #3 Facility ID: 41001047 Consultant: SAMANTHA MCLEOD Operation Type: Center Case Number: Visit Date: 5/31/2024 Number Present: 0 Completed Date: 5/31/2024 Age: From 0 To 0 Total Minutes: 60 Time In: 01:00 PM Time Out: 02:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced A routine unannounced visit was conducted today to assess compliance with applicable childcare requirements. This facility currently operates with a Four Star license issued on October 28, 2019. Upon arrival to the facility, I was greeted by the Program Coordinator Ms. Faye Russell. Mrs. Upchurch, the administrator assisted me during today’s visit. A walk-thru of the indoor and outdoor spaces used by the children was monitored. A sanitation inspection was conducted on March 26, 2024. This facility received a superior classification and nine (9) demerits. Monthly fire drills and playground inspections have been documented as well as quarterly disaster drills. The following violations of childcare requirements were cited today: Violation Number Comment Rule 847 Parent's medication authorization did not include required information. One child enrolled did not have medication authorization completed by the parent. 10A NCAC 09 .0803(4)(6-9) 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. Medication was still left at the facility after a child was no longer enrolled. .0803(12) 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). One staff member did not have an updated/current criminal qualification letter on file. G.S. 110-90.2(b) & .2703(n)&(o) 1834 Application did not have a medical action plan attached for any child with health care needs such as allergies, asthma, or other chronic conditions that require specialized health services. One child did not have a medical action plan on file as required. .0801(b) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. Several staff members did not have current/updated Child Maltreatment training on file as required. .1102(g) 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. Several staff members did not have updated Health & Safety training as required. .1103(b) Child Care facilities must maintain compliance with applicable childcare requirements at all times. In order to maintain compliance with North Carolina childcare laws and rules, the above violation must be corrected immediately. Please send a letter of compliance stating how the above violation was corrected and what you will do in the future to prevent this violation from being cited. Please email me this letter by June 14, 2024. CONSULTATION AND RESOURCES: Technical assistance regarding how to achieve and maintain compliance was offered. Health & Safety Requirements were also reviewed. RATED LICENSE UPDATE: The hold harmless legislation was extended and signed into law on Monday June 12, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. Your facility is in Cohort Two, the preparation year for Cohort Two begins July 1, 2024 and the reassessment year will begin July 1, 2025. I will reach out to you prior to the beginning of the preparation year of your assigned cohort and will provide guidance to assist you as you begin the process. It is recommended that you use your preparation months to determine steps you need to take to maintain or increase your current star rating. Make sure all staff have updated WORKS accounts. This is a great time to encourage staff to take additional college coursework. I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year, which will be sometime between July 1, 2025, and June 30, 2026. --Have all staff update their WORKS account to reflect all currently completed coursework (DCDEE-WORKS) --Determine whether you wish to have the Environment Rating Scale (ERS) Assessment conducted. --Request technical assistance with your child care consultant and local partners --Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information) --Reach out to your local Community College to discuss educational opportunities --Review NCRLAP website ERS resources (www.NCRLAP.org). To help review ERS requirements and think carefully about the current characteristics and practices in your program and classrooms, check out the Thinking More worksheets. A worksheet is available for each subscale of each rating scale. --Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways. ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality. If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment. Assessment scores can be saved to use during the reassessment year. Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0. UPDATED RULES: Effective July 1, 2023, we have new rules posted on the DCDEE website. The changes are within the rules for: staff/child ratios and group sizes .0713, cooperative arrangements .2513, and enhanced space requirements .2809.
