The facility has an 18-month compliance history of 100%. The last annual compliance visit was completed on 11/20/2024. I completed an Annual Compliance Monitoring Checklist for Centers during today’s visit. Upon arrival at the elementary school, I was greeted by the office staff. Ms. Baldwin and Ms. Hill assisted me during today’s visit. A fire inspection was completed on September02, 2025. I received a copy of the inspection report during the visit today. The most recent sanitation inspection was conducted on October 31, 2025, and received a classification of Superior with eight demerits. I walked through the indoor areas of the program that the children use during the visit. Twenty-four children were present today. I observed the children participating in morning activities, eating lunch, resting and transition activities. The teachers interacted with the children in a pleasant manner. The public-school off-site records verification forms for staff records and children’s records were completed and were signed by the principal. A full assessment of applicable child care requirements was conducted during today’s visit as per the attached checklist that was emailed to the provider. One violation was observed during today’s visit. Violation Number Comment Rule 847 Parent's medication authorization did not include required information. The child did not have an EpiPen. 10A NCAC 09 .0803(4)(6-9) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. Signature of the person preparing the letter. -Having a medical action plan in place where caring for children with health issues is vital in ensuring their health and safety. These health issues could include allergies, asthma, or other chronic conditions that require specialized health services. The maintenance of these plans and the ability to implement such plans for the treatment of reactions are essential. It is important to remember that a medical action plan must be attached to the child’s application for enrollment, completed by the child's parent or a health care professional and must be updated on an annual basis. Permission to administer emergency medications must be updated every 6 months by the parent. As discussed during our visit when a child has an action plan the necessary medication must be provided. -It is important for child care programs not only to keep good records, but also to know which ones to retain and for how long. Refer to Section .2318 Child Care Center Record Retention to keep required documents for the timeframe identified within the rule. -We discussed information regarding QRIS Pathway #1 – Program Assessment. We reviewed classroom structure, interactions during mealtimes, reminders of time limits for screentime, handwashing prior to meals and waiting times for children. Together we also reviewed the clarification sections in ECERS-3’s book, to gain a better understanding for questions you had. I also emailed you Getting to Know the ECERS-3 handout to assist you further. We appreciate all you are doing to serve the children and families of NC. If you have any questions or if I may be of further assistance, please contact me at 743-241-0126 or by email at elizabeth.childress@dhhs.nc.gov. Thank you for your time and cooperation during the visit today.
