    Name of Operation: ACADEMY OF SPOILED KIDS, INC Facility ID: 41000966 Consultant: ELIZABETH CHILDRESS Operation Type: Center Case Number: Visit Date: 9/19/2024 Number Present: 60 Completed Date: 9/19/2024 Age: From 0 To 5 Total Minutes: 75 Time In: 11:45 AM Time Out: 01:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of this unannounced visit was to monitor compliance with applicable Child Care requirements during a Routine Unannounced visit. This facility currently operates with a Five- Star License issued12/3/2018. The last Annual Compliance Full visit was conducted on 4/2/2024. The last Sanitation Inspection was conducted on 2/8/2024 and the facility received a “approved “classification with twenty-four demerits. The last Fire Inspection occurred on 8/09/2023 and the facility was approved for day and nighttime care only. J. Boana, Administrator, W. Wilson and sixty children were present during the visit. Forty-two school age children were enrolled but not present during the visit. Mr. Wilson assisted me during the visit. I observed children eating lunch, transition activities and interacting in centers. Staff were interacting in a position manner. I assessed compliance with staff/child ratios, group size, space capacity, use of space, license restrictions, supervision, outdoor environment, storage of hazardous supplies, and required documents. One violation was observed during the visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last fire inspection was conducted on 08/09/2023. 10A NCAC 09 .0304(a) Violation documented above must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 10/01/2024, describing how and when the violation was corrected and how compliance will be maintained in the future. Cherissa Alston, Child Care Consultant accompanied me on the visit today. During today’s visit we conducted a walk-through and observed interactions between staff and children. I observed children during free play activities, learning activities, transitions to lunch and diaper changing. Staff were talking to children in an appropriate manner. I did not observe any instances of inappropriate actions while in the classrooms. We interviewed teachers who stated they have routines with the children going to the restroom prior to resting as needed. They also stated that if a child asks to get up for any reason, they allow them to do so, while also encouraging them to stay in their beds to rest after a few times of getting up. A teacher also stated that if a child needed a tissue that she would take it to them. We observed screen time while in a school age classroom during the visit. The teachers were interacting with the children in an educational video. We spoke with the teacher about screen time and asked how she documents the time that children have access to screen time. She stated that she does not document the times. Based on the observations and interviews conducted during the visit there were no violations related to the allegations related to nurture and care. However, one violation unrelated to the complaint was observed. Violation Number Comment Rule 524 When children 3 years and older were in care, screen time was not used to stimulate a developmental domain; was not limited to 30 minutes a day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. Screen time was not documented. .0510(d)(2)(A-C) 10A NCAC 09 .1718 REQUIREMENTS FOR DAILY OPERATIONS (b) When screen time is provided on any electronic media device with a visual display, it shall be: (2) limited to a maximum of 30 minutes per day and no more than a total of two and a half hours per week per child; and (3) documented on a cumulative log or activity plan, and shall be available for review by the Division. Violations documented above must be corrected immediately. An Annual Compliance Monitoring Checklist for Child Care Centers was completed during this visit. This facility currently operates with a Five- Star License issued12/3/2018. The last Annual Compliance Full visit was conducted on 4/19/2023. The last Sanitation Inspection was conducted on 2/8/2024 and the facility received an “approved “classification with twenty-four demerits. The last Fire Inspection occurred on 8/9/2023. S. Stewart, Assistant Administrator assisted me with the visit today. Fifty-six children were present during the visit. I observed staff attending to the individual needs of the children in a positive manner and observed children on arrival, during breakfast and lunch and outside activities. This facility is currently active on the Secretary of State Website. The Corporation was formed on 7/18/2000. I reviewed all staff member’s files employed since the last Annual Compliance Full visit dated 4/19/2023. All staff files were current and complete. There was one violation of Child Care requirements observed on this visit. This violation was corrected during the visit. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. Two cribs in the infant room had items in them. There were also barriers in the way preventing easy access to the fire exit door. 10A NCAC 09 .0601(a) -We reviewed fire evacuation plans for the infant room, moved items from the cribs and removed barriers that would potentially slow down the evacuation process. -New Child Care Sanitation Rules- Please refer to sanitation rules in reference to questions about discarding milk from bottles when infants complete bottles. https://ehs.dph.ncdhhs.gov/hhccehb/cehu/ccs/children.htm -We discussed, when a child finishes a bottle, many children do not finish a bottle, they get distracted etc. and we used to be able to hold that bottle for an hour, now we cannot do that if they go back to other activities? There is no “1 hour rule” after the completion of feeding. Once a child begins feeding, the feeding is considered complete when the child care center employee has stopped feeding the child and the child has been removed from the feeding area in the child care center and returned to other activities. (.2804(h)). This is not a new rule; just a clarification of what is considered a completion of feeding. -Please refer to the email sent during today’s visit for testing instructions. The testing is only from the sinks/faucets/fountains that the center uses for drinking and cooking.
