T. Burton, Administrator, assisted me with today’s visit. Your program currently operates with a Notice of Compliance issued 8/12/24. The last annual compliance visit was conducted on 5/14/25. The sanitation inspection was completed on 3/10/26 with a “Superior” classification. The last fire inspection was conducted on 2/18/26 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent as of 4/7/26. The NC Secretary of State website was reviewed on 4/7/26 and Pamlico Agape Community Center Inc. was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. You visited all indoor and outdoor areas with me. Children in all spaces transitioned to the outdoor space and painted at tables. Toddlers were observed eating morning snack. Preschools were having group time on the carpet. Children throughout the center were eating lunches that were brought in from home as each child has a Nutrition Opt-out form on file. After completing lunch, children completed personal care routines before resting on child sized cots covered with sheets. The outdoor space was observed to have a stationary climber, basketball court, sand tables under a large shade structure, and balls for the children to engage in gross motor activities. The following violation was documented. Violation Number Comment Rule 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. In space #5, a Ventolin inhaler was on file that expired 3/26. .0803(12) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical Assistance with Documented Violations: Medication Disposal: Medication should not be used beyond the date of expiration. Unused medications should be returned to the parent/guardian for disposal. Proper disposal of medications is important to help ensure a healthy environment for children in our communities. In space #5, a Ventolin inhaler was on file that expired 3/26. You stated that you had recently reviewed medication and the date on the prescription label was different than the date on the inhaler. During the visit, the parent brought in a current inhaler and took the expired inhaler to correct the visit. The parent also completed a new medication permission form. Review medication carefully to ensure that medications are replaced before they expire. Resources: As a licensed child care facility, it is your responsibility to be knowledgeable of the child care laws and rules and to teach your staff the rules to ensure your center remains in compliance. Additional Comments: During the visit, you notified me that a sink has been added in space #3. I measured the space with the additional sink. We discussed that once I have confirmation from building, fire, and sanitation that the sink is approved for use, the space will be approved. I will send you an updated floor plan and space calculation sheet. You also stated that you are interested in adding a toddler outdoor space outside of space #3. We reviewed Chapter 9 and the rules for Outdoor Learning Environments. North Carolina General Statute 14-208 requires sex offenders to register with the North Carolina Department of Justice. The law states that a sex offender shall not knowingly reside within 1,000 feet of the property on which any public or nonpublic school or child care center is located. This does not apply to child care centers that are located on or within 1,000 feet of property of an institution of higher education where the registrant is a student or is employed. All licensed child care centers must register to receive e-mail notification when a registered sex offender moves within a one-mile radius of the center. All medications for children present at the center must have a current, completed medication permission form even if there is a Medical Action Plan. Medication permission forms are valid for a defined length of time and must be updated, if needed. A child enrolled in space #5 had an Albuterol inhaler on file with written permission from the parent that expired 3/25/25 and the Albuterol inhaler expired 1/25. Additional Comments: Fire Inspection: Total safeguarding is achieved through a multiplicity of regulatory programs and agencies including sanitation and fire inspectors. A. Keller, Administrator, assisted me with today’s visit. Your program currently operates with a Notice of Compliance issued 9/22/22. The last annual compliance visit was conducted 8/30/23. The sanitation inspection was completed on 10/11/23 with a “Superior” classification. The last fire inspection was conducted 6/29/23. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 2/16/24. Technical Assistance with Documented Violations: Nutrition: To be good role models for children, food and beverages must meet the nutritional requirements as outlined in the Meal Pattern for Children in Child Care Programs when they are in the presence of children. In space #2, a can of Diet Mountain Dew was located on a shelf beside the children sitting at the table. We discussed that staff members should only have beverages in the classroom that children can drink as caregivers are their role models. When this was brought to the attention of caregiver, the can was disposed of to correct the violation. It would be helpful to discuss this with all staff during the next staff meeting. Additional Comments: During today’s visit, you requested to change the ages of children in care to 1-5. I monitored space #2 that you would like to use for one year old children, and you stated that you are going to be putting an additional sink or sinks in the classroom. Contact me once the renovation has been made so that I can remeasure the classroom space with the sinks installed. After this change has been made, request your environmental health specialist and fire inspector to complete an inspection. Send me the inspection reports after they are completed. Health & Safety Training: Health & Safety (H&S) Training includes training in 9 topic areas plus Recognizing and Responding to Suspicions of Child Maltreatment and CPR/First Aid. New staff are required to complete H&S Training within one year of hire (CPR/First Aid and Recognizing and Responding to Suspicions of Child Maltreatment within 3 months of hire) and then complete training in all topic areas every five years. Free H&S Training developed specifically for North Carolina is available in Moodle on the DCDEE website. https://www.dcdee.moodle.nc.gov/. We discussed that even though these are not required for your staff, they have lots of great information. Natural Learning Initiative: Time outdoors is a critical tool for supporting mental and physical health in young children. Adoption of best practices for outdoor play and learning spaces is critical to increase daily time spent outside. The four components of this project include: 1. Relaunch a supportive network for outdoor play and learning environments in North Carolina; 2. Research nature-based programs and spaces and develop a plan to embed these in licensed childcare in North Carolina; 3. Motivate and train early educators and specialists to promote best practices and increase time in outdoor play and learning in NC childcare facilities; 4. Increase time outdoors playing and learning in NC family child care homes through professional development and technical assistance. Today, we discussed ways to create a natural learning environment in the outdoor spaces. Some of the ideas included a music wall made from kitchen accessories, a garden that the children can help plant, a science center, and stepping stone made from logs.
