This visit was conducted by Turkessha Casterlow, Childcare Consultant with Joyce Vaughn, Operator Your program currently operates with a Three-Star license. Restrictions include Daytime care only; Maximum of 5 preschool children at any time; Serves no more than two infants under age one; Fireplace/woodstove not used during operating hours. The license was observed, and the restrictions were found in compliance. The program’s compliance history was 97% prior to today’s visit. A walk-through of the home was completed today. Indoor and outdoor areas were observed. We tested the smoke detector during today’s visit, and it worked. Capacity was monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children during free play and interactions with Mrs. Joyce. I observed materials and activities that were available to the children in the classrooms. The last annual compliance visit was conducted on February 3, 2025. A Verification of Required Information for Operator and Additional Caregivers form was completed during the visit for the operator and additional caregiver. A FCCH and Centers Located in a Residence Operator’s Statement of Responsibility form was reviewed and signed during the visit. We discussed the owner status of this facility. Individuals living in the home were discussed and are recorded on the Verification of Required Information for Operator and Additional Caregiver form. Be reminded that everyone living in the home must have criminal record checks conducted every five (5) years. Program records and required postings were monitored. A fire drill was conducted on December 30, 2025. A shelter in place drill was documented on December 30, 2025. Review the Pathways and start thinking about which path you would like to choose to earn your 2-5 Star license. Look at Pathway 2 located under Family Child Care Homes and see if this pathway would work for you. • As stated in G.S. 110-90.2 & .2703(r) childcare operators are to notify the Division of any new childcare providers working who were hired or moved into the childcare facility within five business days. • We discussed you completing the Health and Safety training courses since a few courses are approaching the five-year mark. We also discussed completing an approved Recognizing and Responding to Child Maltreatment at the same time. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new childcare providers working who were hired or moved into the childcare facility within five business days. Look at Pathway 2 located under Family Child Care Homes and see if this pathway would work for you. • As stated in G.S. 110-90.2 & .2703(r) childcare operators are to notify the Division of any new childcare providers working who were hired or moved into the childcare facility within five business days. • We discussed you completing the Health and Safety training courses since a few courses are approaching the five-year mark. We also discussed completing an approved Recognizing and Responding to Child Maltreatment at the same time. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new childcare providers working who were hired or moved into the childcare facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. A checklist was used to note the requirements I monitored today, and a copy was left with you. The last annual compliance visit was conducted 2/8/24. This family childcare home currently operates with a three (3) star license issued 2/5/20. The owner/operator Joyce Vaughn assisted me during today’s visit. Five preschool and two school-age children are enrolled. Four preschool children were present. Care is provided for first shift only. The children were observed playing in activity areas, preparing for lunch, and routine care activities. Transportation is provided for routine activities and school-age pick-up from school. The provider has a 2017 15 passenger Ford Transit van. The van was available and monitored for compliance today. The provider does not administer medication. Firearms are located in closet of a locked bedroom. The children use the bathroom, kitchen, dining and great room as designated childcare spaces. The last fire inspection was conducted 1/28/25. A full assessment of childcare rules was conducted today. The following violation(s) were documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Cleaning items and two aerosol cans of cooking spray were not in locked storage. This was corrected during the visit. .1719 (a)(7) 907 Written record of up-to-date pet vaccinations as required by NC law and local ordinances, including rabies vaccination for dogs and cats, was not available. The rabies vaccination for one dog expired 12/2024. .1719(b)(1) 2048 Products that are labeled “keep out of reach of children” with an additional warning(s) on the label, were not kept in locked storage while children were in care. Glue and other items were stored in an unlocked cabinet. This was corrected during the visit. 10A NCAC 09 .1719(a)(7) You were provided an opportunity to ask questions regarding interpretation and implementation of all childcare requirements. Each violation cited was discussed with Ms. Vaughn. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or before 2/17/25. The letter must include the following: *Facility Name and ID number *List of each violation number *How each violation was corrected *How you will maintain compliance in the future All items must be included, or the corrective action letter will be returned for corrections. CONSULTATION: All licensed childcare facilities are currently under the ‘Hold-Harmless’ state for their license from DCDEE. The NCRLAP website, https://ncrlap.org, has trainings geared towards the new FCCERS3 assessment scale. These will introduce you to the updated assessment scale and provide tips for completing the new scale. We discussed childcare rule !0A NCAC 09 .1719(a)(7) today regarding appropriate locking mechanisms. The lock must be operated by a key, magnet, or combination to meet the requirements. A key cannot be stored in the lock and meet rule requirements. All family childcare homes are required to register for lead and asbestos testing. I forwarded the email to you today with the information for registration. The rabies vaccination for Prissy and Smoke is due by 3/2025, Ruby by 5/2025, and Bean by 9/2025. Your professional development plan is due for update by 2/7/25. Your next well water test will be due by 6/6/25.
