Your program currently operates with a four-star license, issued January 21, 2022, earning 7 points in the education component, 2 points in the program standards component and 1 quality point for limiting infant capacity to no more than two children under one year of age. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine percent as of February 24, 2026. The license was posted, and the restrictions were in compliance. A walk-through of the home was completed today; all indoor and outdoor areas were monitored. I observed children in indoor learning environments and found supervision, capacity and interactions to be in compliance. Children throughout the home were participating in group time, free play in activity areas, transitions and personal care routines. Infants were engaged in tummy time, napping, and diapering routines. Sleep checks were completed, recorded, and maintained as required. The caregiver was interacting and meeting the developmental needs for each of the children. Rated license requirements were reviewed to ensure compliance was maintained with the current program and education components as well as the quality point. The following was cited during today’s inspection. Violation Number Comment Rule 1103 For each child being transported, the operator or other transportation provider did not have identifying information, including the child's name, photograph, emergency contact information, and a copy of the emergency medical care information form required by Rule .1721(a )(3) in the vehicle whenever children were transported. Identifying information, including the child's name, photograph, emergency contact information, and a copy of the emergency medical care information form was not on file. .1723(13) Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. On or before March 23, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Some safe substitutes would be to provide alternative chewable toys or snacks that are safe for the child to help meet their sensory needs. We discussed the importance of updating your roster in the ABCMS Provider portal. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. During play, they would discuss numbers and how many hands, feet, eyes, ears, etc. each child had. Violation Number Comment Rule 1945 Items that are prohibited to be an infants sleep space, eg. pillows, wedges, blankets, toys, bumper pads, quilts, loose bedding, towels, and wash cloths were present in the crib with a sleeping infant. An infant was sleeping in a pack and play with a blanket. The blanket was removed during the visit. .1724(a )(3) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical assistance: We discussed the importance of not allowing blankets with infants until they are 12 months old because blankets can increase the risk of suffocation. Sleep sacks can be used as long as they have the arms free and the infant is able to turn over while wearing the sleep sack. We discussed registering with Clean Classrooms for Carolina Kids at https://www.cleanwaterforuskids.org/en/carolina/. The goal of the Clean Classrooms for Carolina Kids™ program is to identify and eliminate lead and asbestos hazards where North Carolina children learn and play. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. We discussed requesting Environment Rating Scale (ERS) assessments in an effort to increase the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful. You are in Cohort 2 for the rated license process. This means that your preparation year is July 1, 2024 – June 30, 2025. You will complete the assessment for the July 1, 2025 – June 30, 2026, year. The Chatham County Partnership for Children is a great resource to help prepare you for the assessment.
