Upon my arrival, I was greeted by teacher Lorea Ford. Kristina Pollock arrived a short time later. A checklist was used to note the requirements I monitored today. I was unaccompanied as I completed a general walk-through of the indoor and outdoor areas, which consisted of three (3) classrooms, the kitchen, and the outdoor play environment. The children were observed during outdoor play, lunch and completing routine care tasks. The facility only provides snacks. Enrolled children bring all meals and beverages from home. **Current License Status Currently this center operates with a one-star rated license issued September 2, 2022. ** Annual Inspections: The last sanitation inspection was completed August 13, 2024, and received a ‘Superior’ classification with 6 demerits. The last fire inspection was completed on February 12, 2025. The last documented fire drill was conducted on February 7, 2025, the last documented lockdown drill was completed on February 11, 2025, and the last documented playground inspection was completed on February 25, 2025. Prior to today’s visit I reviewed the NC Secretary of State’s website and observed that the owner of this facility is listed as current/active. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings and attendance logs. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 1232 Each employee's personnel file did not contain an annual staff evaluation and a staff development plan. 10A NCAC 09 .0514(f) In order to comply with the NC Laws and Rules, a compliance letter must be submitted to me by March 20, 2025. The compliance letter must address each violation, explain how it has been corrected, and how it will be maintained in the future. If the compliance letter is not received by the date listed a return visit will be made to the child care center. As a reminder, hold harmless remains effective until all new QRIS rules are effective. The North Carolina Rated License Assessment Project (NCRLAP) has prepared many resources and trainings for child care facilities to use in planning for the new editions of the Environment Rating Scale. QRIS is based on a star-rating licensing system that applies to child care centers and family child care homes that meet all minimum child care requirements which include but are not limited to health and safety standards and those who voluntarily choose to meet higher standards. The proposed rules incorporate all the elements of QRIS required by legislation as well as additional changes necessary for administrative clarity. The rules preserve the integrity of the state’s existing QRIS while providing more options for child care facilities to demonstrate and meet quality standards. These options include adjustments to current requirements related to staff/child ratio and enrollment that will result in more availability for families, options for early childhood education professionals to meet education standards at all star levels, and a choice of three licensure pathways to earn a Star Rated License. This will enable operators to demonstrate quality care practices by meeting standards that best fit the needs of the families they serve and the early childhood education professionals they employ. A checklist was used to note the requirements I monitored today. We were unaccompanied as we completed a general walk-through of the indoor and outdoor areas, which consisted of three (3) classrooms, the kitchen, and the outdoor play environment. The children were observed during group time, free choice activities and completing routine care tasks. The facility only provides snacks. Plastic bags were in cubbies accessible to children ages two years old. .0604(q) 1052 Staff required to receive on-going training had not completed the required number of hours according to their education and experience. Four staff have not completed the required number of hours of on-going training. .1103(a) Failure to comply with the Child Care Requirements puts children’s health and safety at risk. As a result of staff/ child ratio violation, a return visit will be made within two (2) weeks to ensure that compliance has been maintained. Although the classroom is next to the kitchen, going into the kitchen is leaving the classroom. During today’s visit, we discussed other options for finding on-going training. On-going training requirements are based on an individual’s position, education level and years of verifiable experience. Training may occur through various learning platforms. Training hours received through face-to-face classroom instruction, pre-recorded distance learning, college coursework, Continuing Education Unit (CEU) credits, and/or real-time virtual training, can be used towards meeting on-going training as long as the training received is recognized by the DCDEE and the training(s) received address one or more of the training topic areas identified in G.S. 110-91(11) staff development. On-going training received must be appropriate to the job responsibilities of the individual. Professional development training and education provides early childhood staff with the knowledge and skills needed to perform their duties and provide quality child care. Training is an on-going process which prepares educators to develop and expand upon their skills. There are training courses available through the Southwestern Child Development Commission which can also be found at www.swcdcinc.org.
