Upon my arrival, I was greeted by the assistant director, K. Ferris. Ms. Ferris stated that the owner would arrive shortly. A checklist was used to note the requirements I monitored today. C. Lee owner of the facility arrived a short time later. I was unaccompanied as I completed a general walk-through of the indoor and outdoor areas, which consisted of six (6) classrooms, the kitchen, and the outdoor play environment. The children were observed during teacher directed activities, free choice activities and completing routine care tasks. Today’s meal was observed and in compliance with the Meal Patterns. **Current License Status Currently this center operates with a three-star rated license issued November 16, 2023. ** Annual Inspections: The last sanitation inspection was completed December 19, 2023, and received a ‘Superior’ classification with 3 demerits. The last fire inspection was completed on June 9, 2023. The last documented fire drill was conducted on April 30, 2024, the last documented lockdown drill was completed on March 18, 2024, and the last documented playground inspection was completed on April 25, 2024. Prior to today’s visit I reviewed the NC Secretary of State’s website and observed that the owner of this facility is listed current/active. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings, and attendance logs. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 303 Children were not adequately supervised at all times. A child was not adequately supervised in the bathroom. .1801(a)(1-5) 432 The center did not have developmentally appropriate equipment and materials accessible daily. In the classroom designated for one year olds, toys and materials were stored on shelves not accessible to children. GS 110-91(12);10A NCAC 09 .0509(1) Failure to comply with the Child Care Requirements puts children’s health and safety at risk. As a result of supervision violation, a return visit will be made within two (2) weeks to ensure that compliance has been maintained. In addition to a return visit, to comply with the NC Laws and Rules, any violations cited today must be corrected immediately. A compliance letter must be sent to me by May 28, 2024. The letter must address each violation, explain how it has been corrected and how it will be maintained in the future. If the compliance letter is not received by the date listed a return visit will be made and the violations cited again. I was unaccompanied as I completed a general walk-through of the indoor and outdoor areas, which consisted of six (6) classrooms, the kitchen, and the outdoor play environment. The children were observed during teacher directed activities, outdoor play, and completing routine care tasks. Today’s meal was observed and in compliance with the Meal Patterns. ** Annual Inspections: The last sanitation inspection was completed June 5, 2023, and received a ‘Superior’ classification with 5 demerits. During today’s visit, a partial assessment of Child Care Requirements was conducted. The monitoring included: supervision of children, staff/child ratio, storage of hazardous substances, storage of medicine, adequate/ approved space, posted license, license restrictions, attendance logs, and program records. **License Status: Currently this center operates with a three-star rated license issued January 19, 2019, earning 5 points in staff education, 2 points in program standards, and 1 quality point by the administrator completing a Child Care Business Basic training. Prior to today’s visit, the 18 month compliance history for this facility was 96%. The following violations were observed during today’s visit. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. A current activity plan was not posted in the classroom designated for one year old children GS 110-91(12); .0508(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Outlet cover missing in the classroom designated for twos. 10A NCAC 09 .0604(c) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. Aerosol cans of sunscreen was not locked up in the classroom designated for two year old children. .2820(b) The violations cited during today's visit was corrected. Therefore,a compliance letter is not needed. Completion of Rated License Assessment: Program Standards: The facility has opted not to participate in the Environment Rating Scale assessments (ERS); therefore the facility will receive two (2) points in the Program Standards Component. Staff Education: The Administrator is a Level 2 administrator with 4 years of experience. All lead teachers have NCECC, and at least five (5) years’ experience, and 50% of teachers have NCECC. The program coordinator and group leader have BSAC with seventeen (17) semester hours. Based on this, the facility has earned a total of four (4) points in this component. Quality Point: The facility will maintain the programmatic option by the administrator taking a business training course that is at least 30 hours of training time. Therefore, pending final approval, this facility is eligible to receive 2 points in program standards, 4 points in staff education, and 1 quality point for a total of 7 points for a 3-star rated license.Please be advised that any complaints or Administrative Actions against your facility may impact your rated license.
