The Operator’s Statement of Responsibility and Verification of Required information forms were completed during the visit. During today’s visit, there were no children present. ** License Status: Currently this FCCH operates with a four-star rated licensed issued January 25, 2024. ** Annual Inspections: The last documented fire drill was conducted on June 4, 2024, the last documented lockdown drill was completed on June 4, 2024, and the last documented playground inspection was completed on June 5, 2024. During today’s visit, a full assessment of the Child Care Requirements was conducted. I observed all required postings and attendance logs. I reviewed all children’s records and the provider’s file and all applicable program records. The provider uses an additional caregiver. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. The following violations were cited during today’s visit. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. The operator was present when I arrived and assisted me with today’s visit. You were present with two children, one and two years of age. The children were observed engaged in free play and interacting with you. The meal observed being prepared consisted of ham, squash, rice, mixed fruit, and milk. The license was posted along with the NC Summary of the Law. A first aid reference sheet was available. The daily schedule and activity plan were posted. The last fire drill was completed August 9, 2023 with an evacuation time of 2 minutes and five seconds. The most recent outdoor play area inspection was completed August 14, 2023. Attendance records for documenting the arrival and departure times for each child was verified. Children's records for all four enrolled children were reviewed. The files for both you and your additional caregiver were also monitored. The following violations were documented today: Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. The health information on file for one child (RD) had not been signed by a health care professional. Parents did not sign a statement acknowledging the receipt and explanation of the plan. Parents did not give written permission for their child to be transported by the operator for specific routine tasks that are included on the written schedule. A signed statement verifying receipt of this plan was not on file for two children (JS and JS). .1712(e )(6) All violations must be corrected immediately. Please send me a compliance letter (written statement) describing how and when the above violations were corrected. The compliance letter must be received no later than September 13, 2023. The compliance letter may be sent to me via email, if you do not have access to email, please ensure that your compliance letter is mailed in a timely manner and that you allow for delays with the mail service. The Family Child Care Home Project was established in 2019 to contact family child care home providers, CCR&R and Smart Start agency staff and community stakeholders to gather data and create a report that provides a realistic picture of the current state of FCCHs in North Carolina. Prior to the Pandemic, the manager traveled to meet providers at their respective FCCH Association/Quarterly meetings to get feedback on their experiences as providers. The manager spoke with current and former parents who have chosen FCCHs and is continuing these conversations in FY21. The FCCH Project Manager has also spoken with consultants and lead agencies that work directly with FCCHs. These conversations will continue virtually, and a survey has been created that asks some of the same questions (the survey will be distributed at a later date). Family Child Care Homes and others may contact the manager directly at Southwestern Child Development Commission at www.swcdcinc.org and click on the FCCH Project tab. Encouraging and helpful resources specifically designed for FCCHs may be found on the Southwestern Child Development Commission website at www.swcdcinc.org/resources-for-fcchs. Foundations (NCFELD) All programs are required to plan weekly activities that relate to one or more of the five domains in North Carolina Foundations for Early Learning and Development (NCFLED). This information should be added to the weekly activity plan on the plan itself or caregivers will need to be able to share which domains/goals activities relate to activities on the weekly activity plan. Children’s experiences and the skills and characteristics they develop during the preschool years are critically important to their success later in school. What children learn between birth and the time they start kindergarten lays the foundation for their learning and development for years to come. NCFELD describes quality early childhood programming, and the purpose of the publication is to help educators plan their curriculum. NCFELD is an excellent resource for childhood programs, educators, parents and others. You may download free copies from www.ncchildcare.nc.gov. I encouraged you to seek technical assistance from the local partnership with planning your lesson plans (activity plans) and ensuring they contain the domains from NCFELD. Training classes: Emergency Preparedness & Response in Child Care(EPR) Training: this training will need to be completed within the first year of licensure. As you previously operated a family child care home, you more than likely have already completed this training session. If this is the case, please locate your training certificate and put it in your file. Once you complete the EPR course you will need to create an EPR plan in the Emergency Management Risk Portal (online), print it and have it available for review at your facility. You will need to complete emergency drills every three months. I reminded you that the Ready-to-Go File is required, however the Ready-To-Go Kit is optional. You will need to complete all Health & Safety trainings within the first year of operation. However, CPR, First Aid, and Recognizing and Responding to Suspicions of Child Maltreatment trainings are due within the first 90 days of licensure. You have completed CPR and First Aid training. We discussed that the Child Maltreatment training is due by October 24, 2023. We discussed that this training may be found on the Prevent Child Abuse NC website. I encouraged you to use the Health and Safety training log to ensure all trainings are completed. I noted that both Medication Administration and Recognizing and Responding to Suspicions of Child Maltreatment are part of this series. Rated License: As discussed today, you must transition to a 3-5 Star License to continue to be eligible to receive subsidized care after 6 months. A rated license application was received today. Staff Education: I observed in the WORKS database that you have obtained an Associates Degree in Early Childhood Education. You have been a licensed family child care home operator for 27 years. The facility will earn seven points in Staff education. Program Standards You will need to complete a three-month self-study using the FCCERS-R to earn two points in Program Standards, I provide you with the self-study information via email. The self-study will be due by December 15, 2023. You stated today you are not interested in having an Environment Raing Scale assessment conducted at this time. Failure to complete the self-study will result in the facility earning one star in this component. Quality Point You stated today you wanted to earn the quality point by limiting the number of infants to no more than two. This facility will earn a quality point. I reminded you that a Star Rated License cannot be issued until the end of the temporary time period. Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Law and Rules from this website. NCFELD describes quality early childhood programming, and the purpose of the publication is to help educators plan their curriculum. NCFELD is an excellent resource for childhood programs, educators, parents and others. You may download free copies from www.ncchildcare.nc.gov. I encouraged you to seek technical assistance from the local partnership with planning your lesson plans (activity plans) and ensuring they contain the domains from NCFELD. Training classes: Emergency Preparedness & Response in Child Care(EPR) Training: this training will need to be completed within the first year of licensure. As you previously operated a family child care home, you more than likely have already completed this training session. If this is the case, please locate your training certificate and put it in your file. Once you complete the EPR course you will need to create an EPR plan in the Emergency Management Risk Portal (online), print it and have it available for review at your facility. You will need to complete emergency drills every three months. I reminded you that the Ready-to-Go File is required, however the Ready-To-Go Kit is optional. You will need to complete all Health & Safety trainings within the first year of operation. However, CPR, First Aid, and Recognizing and Responding to Suspicions of Child Maltreatment trainings are due within the first 90 days of licensure. You have completed CPR and First Aid training. We discussed that the Child Maltreatment training is due by October 24, 2023. We discussed that this training may be found on the Prevent Child Abuse NC website. I encouraged you to use the Health and Safety training log to ensure all trainings are completed. I noted that both Medication Administration and Recognizing and Responding to Suspicions of Child Maltreatment are part of this series. Rated License: As discussed today, you must transition to a 3-5 Star License to continue to be eligible to receive subsidized care after 6 months. A rated license application was received today. Staff Education: I observed in the WORKS database that you have obtained an Associates Degree in Early Childhood Education. You have been a licensed family child care home operator for 27 years. The facility will earn seven points in Staff education. Program Standards You will need to complete a three-month self-study using the FCCERS-R to earn two points in Program Standards, I provide you with the self-study information via email. The self-study will be due by December 15, 2023. You stated today you are not interested in having an Environment Raing Scale assessment conducted at this time. Failure to complete the self-study will result in the facility earning one star in this component. Quality Point You stated today you wanted to earn the quality point by limiting the number of infants to no more than two. This facility will earn a quality point. I reminded you that a Star Rated License cannot be issued until the end of the temporary time period. Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Law and Rules from this website. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. A follow up visit may be conducted in the near future to verify compliance with violations documented during the visit.
