Upon my arrival, I was greeted by director J. Hobbs. A checklist was used to note the requirements I monitored today. I was unaccompanied as I completed a general walk-through of the indoor and outdoor areas, which consisted of seven (7) classrooms, the kitchen, and the outdoor play environment. The children were observed during outdoor play, free choice activities and completing routine care tasks. Today’s meal was observed and in compliance with the Meal Patterns. **Current License Status Currently this center operates with a five-star rated license issued June 2, 2022. ** Annual Inspections: The last sanitation inspection was completed January 14, 2025, and received a ‘Superior’ classification with 7 demerits. The last fire inspection was completed on August 14, 2024. The last documented fire drill was conducted on April 3, 2025, the last documented lockdown drill was completed on March 5, 2025, and the last documented playground inspection was completed on March 31, 2025. Prior to today’s visit I reviewed the NC Secretary of State’s website and observed that the owner of this facility is listed as current/active. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings, and attendance. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Classroom C was missing an outlet cover. 10A NCAC 09 .0604(c) The violation was corrected during today’s visit therefore, a compliance letter is not needed. The 18-month compliance history for this facility is 98%. Technical Assistance/ Consultation: North Carolina Child Care Providers must obtain access to the ABCMS Provider Portal in order to meet the requirement to report new employees within five days of hire. Access to the Provider Portal is granted by CBC Unit staff after providers have completed the required Moodle training and submit the signed Powerform available at the conclusion of the training. Additional information and instructions are available in this ABCMS Provider Portal Guide. Once you have been notified that access has been granted, log into the provider portal to locate the unique provider code for the facility. Applicants and employees will use this code to create a connecting application to be associated with your facility. During today's visit Ms. Hobbs wanted to discuss environmental rating scales. As a reminder, “Hold Harmless” remains in place until all new QRIS rules are effective. However, you may choose to go ahead with program assessment now, knowing that if you are satisfied with your scores and star rating, it will be valid for three years. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings, and attendance. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. A current activity plan was not posted in the classroom designated for three year old children. GS 110-91(12); .0508(a) The violation was corrected during today’s visit therefore, a compliance letter is not needed at this time. The 18-month compliance history for this facility is 98%. Technical Assistance/ Consultation: During today’s visit, Ms. Hobbs wanted to confirm when it is time to reassess the program’s license. The program preparation year is July 1, 2024, to June 30, 2025. The program’s reassessment year is July 1, 2025, to June 30, 2026. Beginning in July and throughout the next few months I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year. If possible, we will align the reassessment with your annual compliance visit timeframe. Have all staff update WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS).Determine whether you wish to have Environment Rating Scale (ERS) Assessments [ITERS-R, ECERS-R}conducted. Request technical assistance with me your child care consultant and local partners. Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information). Reach out to your local Community College to discuss educational opportunities. Review NCRLAP website ERS resources (www.NCRLAP.org). To help review ERS requirements and think carefully about the current characteristics and practices in your program and classrooms, check out the Thinking More worksheets. A worksheet is available for each subscale of each rating scale. Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways. ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality. If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment. Assessment scores can be saved to use during the reassessment year. Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0.
