Upon my arrival, I was greeted by assistant director Crystal Williams. Director, Cammy Lowe arrived a short time later. In addition, a monitoring visit for the NC Pre-K classrooms at this facility was completed. I was accompanied by Ms. Lowe as I completed a general walk-through of the indoor areas, which consisted of eight (8) classrooms, and the kitchen. The outdoor play environment was not monitored due to inclement weather. The children were observed during free choice activities and completing routine care tasks. Meals were observed and in compliance with the Meal Patterns. **Current License Status Currently this center operates with a five-star rated license issued June 12, 2014. ** Annual Inspections: The last sanitation inspection was completed August 11, 2025, and received a ‘Superior’ classification with 7 demerits. The last fire inspection was completed on November 13, 2025. The last documented fire drill was conducted on January 7, 2026, the last documented lockdown drill was completed on January 22, 2026, and the last documented playground inspection was completed on February 6, 2025. Prior to today’s visit I reviewed the NC Secretary of State’s website and observed that the owner of this facility is listed as current/active. During today’s visit, a partial assessment of Child Care Requirements was conducted. The monitoring included: NC Pre-K requirements, supervision of children, staff/child ratio, storage of hazardous substances, storage of medicine, adequate/ approved space, posted license, license restrictions, attendance logs, and program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. An outlet was uncovered in the classroom designated for NC Pre-kindergarten teacher. 10A NCAC 09 .0604(c) The violation cited during today’s visit was corrected therefore a compliance letter is not needed. Prior to today’s visit, the 18-month compliance history for this facility was 92%. During today’s visit we discussed the Quality Rating Improvement System. Ms. Lowe stated that they are choosing Pathway 2 Classroom and Instructional Quality. We reviewed lead teacher, teacher, and administrator qualifications. We discussed the Continuous Quality Improvement process. Ms. Lowe read through the Family Engagement choice and discussed which items the facility was already using. Lowe asked if she could have a new license. I stated to Ms. Lowe that I can reassess her license or the facility could choose to go through the Rated License process. Senate Bill 425 which includes the Quality Rating Improvement System Modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. The Child Care Commission is currently in the process of drafting proposed child care rule language to begin the rulemaking process for implementing the new requirements. Hold Harmless provisions have been extended and star rated license assessments for licensed child care providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. In addition, a monitoring visit for the NC Pre-K classrooms at this facility was completed. Upon my arrival, I was greeted by the director, C. Lowe. A checklist was used to not the requirements monitored today. I was accompanied by Ms. Lowe as I completed a general walk-through of the indoor and outdoor areas, which consisted of eight (8) classrooms, the kitchen, and the outdoor play environment. The children were observed during center activities, group time, and routine care tasks. Meals were observed and in compliance with the Meal Patterns. **Current License Status: Currently this center operates with a five-star rated license issued June 12, 2014. ** Annual Inspections: The last sanitation inspection was completed April 27, 2023, and received a ‘Superior’ classification with 10 demerits. The last fire inspection was completed on January 10, 2024. The last documented fire drill was conducted on January 4, 2024, the last documented lockdown drill was completed on January 4, 2024, and the last documented playground inspection was completed on January 3, 2024. Prior to today’s visit I reviewed the NC Secretary of State’s website and observed that the owner of this facility is listed as current/active. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings, attendance, transportation, safe sleep checks, NC Pre-K requirements. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 843 A drug or medicine was administered after its expiration date A tube of Aquaphor was expired. 10A NCAC 09 .0803(1)(d) The violation cited during today’s visit was corrected. Therefore, a compliance letter is not needed. Technical Assistance/ Consultation: During today’s visit, I observed a tube of Aquaphor had expired. As a reminder, check medicines and diaper creams expiration date. An example of checking expirations dates is to write them down on the cabinet.
