The FCCH operates with a 1 STAR rated license. You are licensed to care for 8 children ages 1-12 and of these 8 children, only 5 children can be preschool aged. Today's visit was conducted with Beatrice King, owner/operator. Upon arrival to the FCCH today, the children were observed playing with various toys in the child care area. The child care area is a converted bedroom to the right as you enter the front door of the home. Caregiver interactions were observed to be warm and nurturing. Records: Provider and program records were monitored during today's visit. Arrival and departure times for the children were observed documented in a notebook as you enter the main door of the FCCH. I also monitored the required posted documents for compliance. CPR, First Aid and SIDS were all current and on file. A current CBC Qualifying letter was on file for Ms. King as well as her husband who resides in the home. Ongoing training was monitored and we discussed that you will need six and 1/2 more ongoing hours by 3-5-26. Emergency telephone numbers were readily accessible and emergency procedures were posted. A written daily schedule was posted. The daily schedule reflected outside time. Fire drills, EPR drills and outdoor playground inspections were monitored and observed to be in compliance. The last fire drill was conducted 2-19-26. The last EPR drill was conducted on 1-9-26. The most recent revision date of the EPR Plan was 3-10-24 and we discussed that EPR Plans must be renewed annually and this plan should have been renewed before 3-10-25. You will now need to go to the NC Risk Management Portal and review your plan and publish after any changes are made. A copy should be printed for your notebook. The last outdoor playground inspection 1-11-26 and a new one shall be conducted by 2-28-26. The FCCH operates on community well water and the most recent test for bacteriological testing is on file dated July 2025. Results of lead water testing dated 8-28-25 are on file and results of asbestos testing are on file dated 2-5-26. Due to the age of the home, Ms. King is exempt from Lead-Paint testing. All children’s records were monitored and technical assistance was given on file organization. I assisted Ms. King with organizing each child’s file to assure that all items required to be on file were present. I did observe that three newly enrolled children were missing health assessments, one child was missing proof that the Summary of the Law was reviewed and given and one child did not have documentation on file that the smoking policy was reviewed. Child Care Space: The main area that the children use is a converted bedroom to the right of the front door. For outside play, the children use a fenced back yard. Meals and snacks are eaten in the child care area. No safety concerns of the indoor or outdoor play areas were observed during my visit. The smoke detector and fire extinguisher were observed to be in working order during my visit today. Transportation requirements were monitored and observed to be in compliance. Ms. King drives a Honda Pilot with license plate ECX 9366 for field trips. We did discuss that one child’s permission for field trip was expired and will need to be renewed. *****Violations****** Five violations pertaining to children’s recordkeeping and EPR were observed out of compliance and must be corrected ASAP. A corrective action letter stating how each violation was corrected is due to me no later than March 10, 2026 and can be mailed or e-mailed to me at the address at the bottom of this report. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. Three children were missing health assessments from their file. Name of Operation: THE KINGS KIDS Facility ID: 92003930 Consultant: KIMBERLY WIMBERLY Operation Type: Family CC Home Case Number: Visit Date: 7/17/2023 Number Present: 4 Completed Date: 7/17/2023 Age: From 1 To 4 Total Minutes: 150 Time In: 09:15 AM Time Out: 11:45 AM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of today's visit was to monitor your program for compliance with applicable child care requirements during the second temporary time period visit. Beatrice King, owner/operator, assisted me with the visit. This facility was issued a temporary license on 3-27-23 with a restriction of daytime care only. During this visit, I walked through the child care area, bathroom and outdoor play area. The FCCH was assessed for supervision, staff/child ratio, and health and safety requirements. Children were observed engaged in free play activities in the child care room which is located down the hall to the right. As of today’s visit, there are 4 children enrolled at the FCCH. Operator, program, and all children’s records were monitored during my visit today. I did not see documentation for proof of completion of an outdoor playground inspection for June 2023. We discussed that if you want to save on paper, you can just review and sign at the bottom of the Outdoor Playground Inspection form monthly and make note of any items needing attention. I also observed that as of today’s visit, you have not completed your Recognizing and Responding to Child Maltreatment training (preventchildabuse.org) that was due by 6-27-23. We discussed the importance of using the checklists that were given to you during pre-licensing to assure that all trainings and deadlines are met. Transportation requirements were monitored during today’s visit. Ms. King drives a 2008 Honda Pilot SUV with license plate ECX 9366. During my review of the transportation vehicle, there were no visual issues. Tires were observed to be within the guidelines and all seatbelts worked. Don’t forget that your tags are due for renewal no later than 7-31-23. Auto insurance was current and on file. Please review the rules for transportation in Child Care Rules .1719 and .1723 to assure you are meeting all requirements. You will need to add a first aid kit and a fire extinguisher prior to use. Ms. King did state to me today that on 7-13-23 she did take the children on a field trip to the movies. Permission slips were on file for this field trip and all other paperwork was on file pertaining to the transportation vehicle. This information was reviewed and discussed with you during Pre-Licensing. Ms. King stated that as of today, she has not obtained any official transcripts to submit to Workforce Section of DCDEE pertaining to the rated license assessment. As I reminded you today, on your next visit, we will be conducted a rated license assessment and you will be assessed based on where you are on that visit so if you have any college coursework that you would like to submit, please obtain those official transcripts ASAP and let me know so that I can submit them. Two violations regarding program records and operator records were observed out of compliance during my visit today. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 7-31-23, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Mail or email the information to: Po Box 609, Knightdale, NC 27545 or Kim.Wimberly@dhhs.nc.gov. If you email the compliance letter, it must be sent from the email address registered with the DCDEE (this serves as your signature) and the following information must be included: name, position, facility name, and facility ID. Documentation was not on file proving that an outdoor playground inspection was completed June 2023. 10A NCAC .1721(e)(5)(A-F) 2019 Operator did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required time frame. Ms. king did not complete this training which was due no later than 3-27-23. .1703(a)(5) REMINDERS: *Your Health and Safety trainings must be completed by 3-27-24. I would suggest not waiting until the last minute to complete these. I encourage you to go back and review your visit summaries prior to today on where to locate these trainings on MOODLE on the DCDEE website. *You must take the required Emergency Preparedness and Response Training (EPR) no later than 3-27-24. Don’t forget you will have 4 months after completion of this training to complete your EPR Plan. This plan must be on file for review. Your third and final temporary time period visit will be conducted in the near future and as stated earlier, we will assess your FCCH for a rated license. Please keep me posted if there are going to be any closures at your FCCH. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
