Name of Operation: LOTS OF LOVE AND LEARNING FAMILY CHILD CARE Facility ID: 92001778 Consultant: KIMBERLY WIMBERLY Operation Type: Center Case Number: Visit Date: 10/13/2025 Number Present: 9 Completed Date: 10/13/2025 Age: From 1 To 4 Total Minutes: 135 Time In: 12:45 PM Time Out: 03:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to inspect the facility for compliance with child care requirements during your annual compliance visit. The center currently operates as a center-located-in-a-residence with a 5 STAR rated license. The center is approved for 12 children ages 0-12. My visit was conducted with Jackie Speller, Owner/Administrator. During today’s visit an assessment of Child Care Requirements was conducted, inspecting all space used by children. Upon arrival to the program today, the children were observed participating in morning activities. There are two groups of children cared for in the program. Daily arrival and departure times are documented on a clipboard at the entrance to the center. I monitored all space used by the children during my visit. Staff and training worksheets were completed by consultant during the visit today while monitoring each staff file. I did observe and we discussed that there were four staff who did not have updated staff development plans. These same four staff also did not have annual staff evaluations on file. Current emergency information was not current for four staff. Four staff did not have the proof of annual review on file for the EPR plan or EMC plan. Criminal background check qualification letters were current and on file for all staff. A spot check was conducted on three children’s files and observed to be in compliance. I inspected the facility’s posted information such as the license, EMC plan, emergency telephone numbers, staff/ratio sheets, allergy lists, etc. Fire drills, EPR drills and outdoor playground inspections were monitored and observed to be in compliance. The last fire drill was conducted this morning prior to my arrival. The last EPR drill was conducted on 7-14-25. The last outdoor playground inspection was conducted 10-13-25. The most recent fire inspection was conducted on 2-17-25. The most recent Sanitation inspection was conducted on 2-24-25. The EPR plan was reviewed and revised on 7-7-25. *****Violations: Four violations of child care requirements pertaining to medical, staff records and EMC Plan were observed out of compliance and must be corrected. A corrective action letter stating how each violation was corrected is due to me no later than October 27, 2025 and can be mailed or e-mailed to me at the contact information at the bottom of this report. Violation Number Comment Rule 862 The EMC plan was not reviewed with all staff annually and whenever the plan was revised. Documentation was not on file for proof that the EMC plan was reviewed with four staff. 10A NCAC 09 .0802(a) 1035 Child care providers, including the director, uncompensated providers, substitute providers, and volunteers did not have the required Emergency Information Form on file on or before the first day of work, which included all the required information and/or the information on the form was not updated as changes occur and at least annually. Four staff did not have updated emergency information on file. .0701(a) 1232 Each employee's personnel file did not contain an annual staff evaluation and a staff development plan. Four staff did not have documentation on file that an annual staff evaluation was conducted or a staff development plan was updated. 10A NCAC 09 .0514(f) 1825 All staff did not review the center's EPR Plan during orientation and/or on an annual basis with the trained staff. Documentation of the review was not maintained on file. Documentation was not on file verifying that the most recent EPR plan was reviewed with staff on an annual basis. .0607(f) During today’s visit, we discussed your transition to the new QRIS Rated License. Ms. Speller is considering possible retirement in the near future and is contemplating her application for a QRIS license.
