Name of Operation: GARNER ACADEMY, INC Facility ID: 92002158 Consultant: KIMBERLY WIMBERLY Operation Type: Center Case Number: Visit Date: 8/18/2025 Number Present: 17 Completed Date: 8/18/2025 Age: From 1 To 10 Total Minutes: 85 Time In: 10:50 AM Time Out: 12:15 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of todays unannounced visit was to monitor child care requirements during a routine unannounced visit. Today’s visit was conducted with Charisse Stabler, Administrator. I reviewed the NC Secretary of State’s website and the owner of the facility, Garner Child Care Center, Inc. is listed as current-active as of 8-18-25. Program requirements The following items were observe posted: license, no smoking sign, summary of the law and emergency care plan. I did not see a First Aid poster in the lobby or in any of the classrooms. As we discussed I will e-mail you a copy. The indoor environment was monitored for safety and no items of non compliance were observed. Daily arrival and departure times of the children are documented on a clipboard at the entrance to the center. We discussed that current menus were not posted in any of the classrooms or the entrance to the center. Ms. Stabler updated the menus and this violation was corrected during the visit. All space used by the children were adequately heated and cooled. There are individual units in each classroom. We did discuss that the entry foyer was observed to be very warm. I would recommend researching this so it does not cause the units in the classrooms to work harder which could compromise their performance. An incident log is stored in the Director’s office. The last fire inspection was conducted on 1-9-25. I would suggest that you reach out to Fire Inspector late November/first week of December to avoid any delays in your annual inspection. The last Sanitation inspection was conducted on 11-21-24. The last documented outdoor playground inspection was 7-29-25. Fire drills and EPR drills were current and on file. The last fire drill was conducted on 7-31-25 and the last EPR drill was conducted on 6-30-25. Remember that a new EPR drill must be conducted by 9-30-25 in order to remain in compliance. Staff Records: There have been no new staff hired at the center but I monitored Staff & Training worksheets and current criminal background qualification letters and all were observed to be current and on file. Ms. Stabler and I discussed that the Infant/Toddler teacher is no longer employed and Ms. Stabler and the owner, Ginger Cloutier, have been filling in until a new teacher can be hired. Staff/Child Ratios and Supervision: During todays visit I observed the children finishing lunch and transitioning to nap time and quiet activities. There are no infants enrolled at the center at this time. Supervision was observed being maintained. Staff/child ratios were observed in compliance. Medications and Hazardous Products: All hazardous products were either locked up or placed out of reach of the children. The center does not allow medications and Ms. Stabler stated there are no children on emergency medications as of today. Two violations regarding nutrition and daily schedules/activity plans were observed out of compliance today. The violation pertaining to nutrition was corrected during the visit. The remaining violation must be corrected ASAP. A correction letter stating how the violation was corrected is due to me no later than September 1, 2025 and can be sent to the address at the bottom of this report either via e-mail or USPS. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. A current activity plan was not posted in the preschool classroom. The activity plan posted in the preschool classroom was dated 7-14-25 to 7-18-25. GS 110-91(12); .0508(a) 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook.
