I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival and departure procedures, first aid chart, menus, activity plan, daily schedule, staff/child ratios, emergency medical care plan, emergency telephone numbers and a summary of NC Child Care Law were all posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. Three new staff members were hired since the 4-05-24 routine unannounced visit. The new staff files were reviewed today. A sample of existing staff files were reviewed and the information on the Staff and Training worksheets was verified. A sample of children's records were reviewed and the worksheet was completed. The last fire drill was documented as conducted on 8-6-24 at 10:14 am. The last outdoor inspection was documented as conducted on 8-12-24. A lockdown drill was conduct on 7-22-24 at 12:05 pm. An approved fire inspection was completed on 8-1-24. A sanitation inspection was last completed on 7-26-24 with 17 demerits and a approved classification. The corporation status of 61 Technology Drive, LLC was verified as current and active following the visit using the Secretary of State's website. During the visit, the children were observed in outdoor play, and eating lunch, which consisted of chicken quesadilla, peas, green beans, mixed fruit and milk. A three star child care center with five points in education, two points in program standards and one quality point was issued on 4-22-19. Based on information provided and observations made during the visit you continue to meet the requirements previously met to obtain such a license. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The last fire inspection was completed on 8-1-24. 10A NCAC 09 .0304(a) Prior to today's visit you sent an email stating that you had contacted your fire inspector because your inspection was due, but he had not gotten back in touch with you. Today a violation was documented because your last inspection was completed on 8-1-24. You called the inspector during the visit and he stated that they had not done any inspections because they were short staffed and working with new software. He told you he would be out sometime this week to complete your inspection. Please send me a copy of the inspection within one week of having the inspection completed. ****Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. Limited monitoring of the childcare requirements was observed during today's visit. I observed all required postings, including the license. Staff/child ratios, supervision, permit restrictions, and adequate/approved space were all monitored and in compliance. I completed a general walk-through of the indoor space. The outdoor space was not observed today. Following the visit on 7-26-23 during a telephone interview additional information regarding the incident which occurred on 7-24-23 in the classroom for the five-year-old children was received. The individual stated that when she entered the classroom a teacher was sitting in front of the bathroom door and several children were inside the bathroom. One child came out of the bathroom and was crying and said to the individual that he had gotten in trouble for jumping on the cots. Based on the conversation with this individual a violation regarding inappropriate discipline was documented and the complaint is substantiated. The following violations were cited during today’s visit: Violation Number Comment Rule 303 Children were not adequately supervised at all times. Children were in the bathroom without adult supervision. .1801(a)(1-5) 910 Children were disciplined by leaving them alone in a room separated from staff. Children were placed in the bathroom separated from staff for jumping on the cots. .1803(a)(2) 1321 Medical exam or health assessment record was not on file before or within 30 days after admission. A medical exam or health assessment was not available one child whose file was reviewed today. GS110-91(1) A violation was documented today regarding inappropriate discipline. I encouraged you today to review the child care rules regarding discipline. A violation was documented regarding supervision. Please be reminded that while children are involved in routines such as toileting they still must be supervised. Supervision was monitored during the visit today b in the classrooms. DCDEE expects staff to interact with children in positive ways by helping them feel welcome and comfortable, treating them with respect, listening to what they say, responding to them with acceptance and appreciation, and participating in activities with the children. If you know a particular child is having difficulties join in that child’s activities. Position yourself close to that child, invite them to be your partner in activities. Call to the office for assistance when needed. You and your staff are encouraged to read section .1800 of the child care rules which discusses staff/child interactions and behavior management, specifically Child Care Rule .1801(a)(1-5) which reads as follows: 10A NCAC 09 .1801-SUPERVISION IN CHILD CARE CENTERS (a) Children shall be adequately supervised at all times in child care centers. Adequate supervision shall mean that: (1) staff must be positioned in the indoor and outdoor environment to maximize their ability to hear or see the children at all times and render assistance; (2) staff must interact with the children while moving about the indoor or outdoor area; (3) staff must know where each child is located and be aware of the children's activities at all times; (4) staff must provide supervision appropriate to the individual age, needs, and capabilities of each child; and (5) staff must be able to see and hear children aged birth to five years old while the children are eating. All of the conditions in this Paragraph shall apply except when emergencies necessitate that adequate supervision is impossible. Documentation of emergencies shall be maintained and available for review by Division representatives upon request. Please continue to provide ongoing training to staff to ensure that supervision is maintained at all times. ****Child care licensing requirements are established to ensure a safe and healthy child care environment.
