The NC Pre-K requirements in section .3000 of the childcare rules were monitored for compliance. The facility was monitored for health and safety requirements, program requirements, equipment, and furnishings. They all complied. A sample of existing and new staff records were monitored. This facility currently operates with a Four-Star License. You, Stacie Baker, Lead Teacher, assisted me today. CAREGIVING: I walked through the facility and monitored the one space. Children were finishing a pumpkin activity where they explored the inside of pumpkins and completed a pumpkin seed activity. Children later went outside and participated in an obstacle course activity. You assisted children with activities and documented their activity. Other staff also assisted children with routines, activities, and transitions. Staff/child ratios, supervision, group size, and capacity complied. RECORDS: The license was posted and permit restrictions were met. Two violations related to fire drills and playground inspections were cited. A lockdown/shelter-in-place drill has not yet been completed since the new school year started. The emergency medical care plan was accessible. Staff’s qualifying letter, CPR, first aid and Special Trainings complied. ADDITIONAL REQUIREMENTS: General health, storage of hazardous products and medication complied. The facility continues to meet requirements for adequate and approved space. The sanitation and fire inspections were current. Emergency drills are conducted every three months. Document the dates you plan to conduct the emergency drills and have someone available for backup in case the person that usually conducts the emergency drills is not present. Playground Inspections - The outdoor learning environment offers a sense of freedom for children. Since children are exploring and taking risks it is very important to provide a safe environment by checking daily for hazards and documenting the checks at least monthly. You may develop a process that will ensure the documentation is completed each month. Electronic or written reminders may be used. CONSULTATION/REMINDERS: New Environmental Rating Scale – You may access free training on the ITERS-3 and the ECERS-3 by visiting https://ncrlap.org/Resources/Training/Register/. The trainings count towards on-going training hours. QRIS – The next Child Care Commission meeting is scheduled for December 9, 2024. Be sure to watch out for newsletters from DCDEE, they will have information on how to watch the commission meeting virtually. During the meetings they may discuss updates to the QRIS modernization and it’s a great way to know what changes may be coming. ABCMS (new staff) - In G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility, within five business days of employment. The process of notifying the Division has changed and is now captured in Automated Background Check Management System (ABCMS). This change has been in effect since February 2024. You will need to link you and your staff. Center directors/owners can now access the ABCMS, the DCDEE’s criminal background check system. This access will allow providers to: -See the real-time background check status of staff members. -Run a printable report of the staff roster to assist with compliance visits. -See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. This facility currently operates with a Four-Star License. You, Stacie Baker, Lead Teacher, assisted me today. CAREGIVING: I walked through the facility and monitored the one space. Children were finishing a pumpkin activity where they explored the inside of pumpkins and completed a pumpkin seed activity. Children later went outside and participated in an obstacle course activity. You assisted children with activities and documented their activity. Other staff also assisted children with routines, activities, and transitions. Staff/child ratios, supervision, group size, and capacity complied. RECORDS: The license was posted and permit restrictions were met. Two violations related to fire drills and playground inspections were cited. A lockdown/shelter-in-place drill has not yet been completed since the new school year started. The emergency medical care plan was accessible. Staff’s qualifying letter, CPR, first aid and Special Trainings complied. ADDITIONAL REQUIREMENTS: General health, storage of hazardous products and medication complied. The facility continues to meet requirements for adequate and approved space. The sanitation and fire inspections were current. Violation Number Comment Rule 805 Fire drills were not practiced monthly and/or the drill record was incomplete. Documentation of monthly practiced fire drills was not completed for May and September 2024. .0604(t); .0302(d)(5) 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. Documentation of monthly playground inspection was not completed for September 2024. .0605(q) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 11/14/2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Document dates that you will conduct fire drills each month and have someone available for backup in case the person that usually conducts the fire drills isn’t present. Fire drills teach children what to do in case of a fire. If fire drills are not practiced monthly, it will affect the children’s safety if there is a fire. Emergency drills are conducted every three months. Document the dates you plan to conduct the emergency drills and have someone available for backup in case the person that usually conducts the emergency drills is not present. Playground Inspections - The outdoor learning environment offers a sense of freedom for children. Since children are exploring and taking risks it is very important to provide a safe environment by checking daily for hazards and documenting the checks at least monthly. You may develop a process that will ensure the documentation is completed each month. Electronic or written reminders may be used. CONSULTATION/REMINDERS: New Environmental Rating Scale – You may access free training on the ITERS-3 and the ECERS-3 by visiting https://ncrlap.org/Resources/Training/Register/. The trainings count towards on-going training hours. QRIS – The next Child Care Commission meeting is scheduled for December 9, 2024. Be sure to watch out for newsletters from DCDEE, they will have information on how to watch the commission meeting virtually. During the meetings they may discuss updates to the QRIS modernization and it’s a great way to know what changes may be coming. ABCMS (new staff) - In G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility, within five business days of employment. The process of notifying the Division has changed and is now captured in Automated Background Check Management System (ABCMS). This change has been in effect since February 2024. You will need to link you and your staff. Center directors/owners can now access the ABCMS, the DCDEE’s criminal background check system. This access will allow providers to: -See the real-time background check status of staff members. -Run a printable report of the staff roster to assist with compliance visits. -See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test.
